HomeMy WebLinkAboutJuly 19, 2010COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE;, INDIANA JULY 19, 2010 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 6:30 P.M. on Monday July 19, 2010. Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order at 6:30 P.M. Also present was City Attorney Darren Wilder, Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Ron Grooms gave the invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms., and Nathan Samuel. Absent: None. Councilperson Fetz made the motion to approve the agenda with the addition of #12a, Amendment to Credit Card Ordinance, second by Councilperson Sellers, passing on a vote of 7-0. Mayor Galligan presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of July 12, 2010 (6:30 P.M.) second by Councilperson Zastawny, passing on a vote of 7-0. Deputy Clerk Hollis presented the claim lists for consideration by the Council. Councilperson Zastawny made the motion to approve the regular claims as presented, second by Councilperson Fetz, passing on a vote of 7-0. Councilperson Grooms made the motion to preapprove the Park claims as presented, second by Councilperson Zastawny, passing on a vote of 7-0. PUBLIC COMMENT: There was no public comment. COUNCIL COMMENT: There was no Council comment. 2 July 19, 2010 DEPARTMENT HEAD REPORTS: WWTP Superintendent Ashack presented and reviewed the Semi Annual Report Overview (attached). AGENDA ITEMS: Mayor Galligan presented Ordinance No. 2010-OR-24, An Ordinance Amending The Salary Ordinance (2010-OR-13) For Jeffersonville, Indiana. Councilperson Fetz made the motion to pass Ordinance No. 2010-OR-24 on the third reading, second by Councilperson Sellers. Council President Samuel noted there is confusion regarding the job description title and the pay grade for the Parks Department Fieldhouse Director. Following discussion, Councilperson Sellers withdrew her second and Councilperson Fetz withdrew his motion. Councilperson Fetz then made the motion to remove the Parks Director of Fieldhouse for further clarification and pass on the third reading, second by Councilperson Sellers. The Sewer Department Miscellaneous section was questioned and discussed at length. Councilperson Fetz said the Sewer Board unanimously approved the changes. The motion to pass Ordinance No. 2010-OR-24 failed on the following roll call vote: Ayes: Councilpersons Sellers, Fetz, and Zastawny. Nays: Councilpersons Wilson, Smith, Grooms, and Samuel. Councilperson Grooms presented 2010-R-18, A resolution To Advertise For Additional Appropriation (General Fund -Animal Shelter). Councilperson Fetz made the motion to pass Resolution No. 2010-R-18, second by Councilperson Smith, passing on the following roll call vote: Ayes: Councilpersons Wilson, Sellers, Fetz, Zastawny, Smith, Grooms, and Samuel. Nays: None City Attorney Wilder presented and explained the need for passage of 2010-OR- 27, An Ordinance Amending Ordinance No. 2009-OR-29, An Ordinance Amending Ordinance 2009-OR-025, Which Amends Ordinance 2008-OR-021, An Ordinance Of The city Of Jeffersonville, Indiana Authorizing City Officials To Use City Credit Cards For Official Government Purchases Establishing A Credit Limit And Regulating The Number Of Credit Cards Available To Each Department Of City Government. July 19, 2010 3 Councilperson Zastawny noted the request for the additional credit card was presented to the Redevelopment Commission, which referred it to the Council. Councilperson Fetz made the motion to pass Ordinance No. 2010-OR-27 on the first and second readings, second by Councilperson Sellers, passing on a vote of 6-1. Councilperson Smith voted against passage noting he would like to compare it to the original. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Grooms made the motion to amend the claim list to add a donation to Jeff GRC Little League in the amount of $500 from Council special projects, second by Council President Samuel, passing on a vote of 7-0. Councilperson Smith complimented Mayor Galligan regarding the Wall Street project and the sign explaining your sewer dollars at work. He has also received complimentary calls regarding the new playground equipment at Fulton Park. Councilperson Zastawny said there has been a lot of activity by the Redevelopment Commission regarding the Canal. He requests a sign at the new sidewalks noting your tax dollars at work. Councilperson Fetz said Ms. Mildred McBride representing First Trinity Baptist Church was in City Hall last Monday for the Parks Authority meeting that had been cancelled. She is requesting use of the Ken Ellis building for a retirement party for the church pastor. He told her to contact Superintendent Bob Manor. Councilperson Fetz said the equipment at Fulton Park is unbelievable. It is a good thing. Councilperson Sellers received a call from a citizen regarding an odor from a local plant. She told her to call IDEM. She also was asked about being able to pay sewer bills on line. Superintendent Ashack will add this to his "to do" list. Councilperson Sellers asked about purchasing Gatorade for the Street and Sanitation workers. Mayor Galligan agreed. Councilperson Wilson noted the Spay/Neuter Golf tournament was wonderful with 22 teams. She thanks all sponsors and participants. Councilperson Grooms said the Parks Authority meeting is scheduled for noon on Friday, July 23, 2010. The Finance committee will meet at 9:30 A.M. on Friday, July 23, 2010. He would support the funding of grass mowing equipment for mowing for the 4 July 19, 2010 right of ways. Councilperson Smith said Round Up is needed in areas. Councilperson Grooms said there may be legal concerns for on-line payments. Council President Samuel said the Council will meet next Monday July 26, 2010, at 7:30 P.M. for Fire negotiations. He attended Riverstage this past Friday and Saturday nights. It was very nice. He did note the location of the restrooms and whether people know they are there. Mayor Galligan said they are used. Council President Samuel suggested using extra TIF money for paving. Mayor Galligan said there is money in place for paving. Council President Samuel has a question on procedure regarding the addendum, asking if the next Salary Ordinance amendment could be started tonight. Mayor Galligan noted the need to start with a clean copy. Mayor Galligan said the Concerts In The Park and Riverstage are well attended. The trolley is working fairly well. Louisville Orchestra is a step up. There is a beginning of a lot of good things. He receives many compliments on our community. Without the Council's effort it could not be done.
