HomeMy WebLinkAboutJune 21, 2010COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JUNE 21, 2010 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 6:30 P.M. on Monday June 21, 2010. Council President Nathan Samuel, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order at 6:30 P.M. Also present were City Attorney Darren Wilder, and Council Attorney Greg Clark. Council President Samuel welcomed all in attendance, asking all those present to stand as Councilperson Ron Grooms gave the invocation. Council President Samuel then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Connie Sellers, Barbara Wilson, Ron Grooms, and Nathan Samuel. Absent: Councilperson Keith Fetz. Councilperson Zastawny made the motion to approve the agenda with the deletion of #11, inserting Tanyeka Percentie, IN Avenue Christian Church, second by Councilperson Sellers, passing on a vote of 6-0. Council President Samuel presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of June 14, 2010 (6:30 P.M.) second by Councilperson Grooms, passing on a vote of 6-0. Councilperson Wilson then made the motion to approve the memorandum of the June 14, 2010 Executive Session, second by Councilperson Sellers, passing on a vote of 6-0. Deputy Clerk Hollis presented the claim lists for consideration by the Council. Following discussion, Councilperson Zastawny made the motion to approve the regular claims as presented, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Grooms made the motion to preapprove the Park claims as presented, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson Grooms made the motion to approve the list of claims paid early, second by Councilperson Wilson, passing on a vote of 6-0. June 21, 2010 2 Mayor Tom Galligan arrived at 6:38 P.M. PUBLIC COMMENT: Mr. Ron Smith presented a salary comparison of the top twenty City Employees for 2008 and 2009, saying two Police Officers make more than the Mayor. He feels the Council needs to "get real". Mr. Smith said he would like to come back to this world as a Jeffersonville Firefighter. A copy of Mr. Smith's statement is attached to the minutes. He asks the Council "Don't let us go broke". COUNCIL COMMENT: There was no Council comment. DEPARTMENT HEAD REPORTS: Communications Director Larry Thomas gave ~a report on the communication activities. He requests the Council commit to four newsletters. He reviewed supplemental funding sources. The intention is to sell ads. Drainage will share in the cost. Following discussion, Councilperson Zastawny made the motion to support Director Thomas up to $13,000 for newsletter expenses, second by Councilperson Sellers. Council President Samuel hopes to get advertising money. He would not like to see it turn into all advertising. He would suggest using fees. The motion passed on a vote of 6-0. Director Thomas would like to set up aNon-Reverting Fund for this purpose. AGENDA ITEMS: Ms. Tanyeka Percentie, Executive Assistant, Indiana Avenue Christian Church, Inc. appeared before the Council to explain the Indiana Avenue Christian Freedom School Reading Program. The program is serving 50 children. Ms. Erica Gowens reviewed statistics of the program. Council President Samuel suggests a field trip to the Heritage Trail and Depot for participants. Mr. David Lewis, Plan Commission Attorney reviewed the need to pass Ordinance No. 2010-OR-25, An Ordinance Rezoning 40.7 Acres From R1 & R2 Residential To C2 Commercial (Gottbrath Family Farm, LLC). The Plan Commission has given the change a unanimous favorable recommendation. Mr. John Kraft, Attorney representing Gottbrath Family Farm, LLC, explained the commitment regarding roads June 21, 2010 3 and a buffer. Council President Samuel made the motion to pass Ordinance No. 2010- OR-25, second by Councilperson Grooms, passing on a vote of 6-0. Ms Melissa Woods of River Hills, explained the need for passage of Resolution No. 2010-R-15, A Resolution Authorizing The submittal Of The Disaster Application To The Indiana Office Of Community And Rural Affairs And Addressing Related Matters. Councilperson Zastawny made the motion to pass Resolution No. 2010-R-15, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Grooms made the motion to table Ordinance No. 2010-OR-23, An Ordinance Transferring Funds Within Same Department, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson Grooms made the motion to pass Ordinance No. 2010-OR-21, An Ordinance Amending The Salary Ordinance, second by Councilperson Zastawny, failing on a vote of 0-6. Following discussion, Councilperson Sellers made the motion to table Ordinance No. 2010-OR-24, An Ordinance Amending The Salary Ordinance, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson Grooms said the Council needs more time to evaluate the proposed changes. Councilperson Zastawny explained Resolution No. 2010-R-16, A Resolution To The Jeffersonville Plan Commission Regarding Amendments To The Jeffersonville Zoning Ordinance. Planning and Zoning Director Fogle explained the need. At the conclusion of all discussion, Councilperson Zastawny made the motion to pass Resolution No. 2010-R-16, second by Councilperson Wilson, passing on a vote of 6-0. Councilperson Grooms explained the need for passage of Resolution No. 2010-R- 17, AResolution For Additional Appropriation (Park General). Councilperson Grooms made the motion to pass Resolution No. 2010-R-17, second by Councilperson Zastawny, passing on a vote of 6-0. At the conclusion of all discussion, Councilperson Grooms made the motion to pass Ordinance No. 2010-OR-26, An Ordinance Transferring Certain Funds Within The Same Department on the first reading, second by Councilperson Zastawny, passing on a vote of 6-0. June 21, 2010 4 COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Wilson said "Don't forget the Concerts In the Park", and the Animal Shelter Golf Tournament scheduled for July 19, 2010. Councilperson Grooms asked Matt Owen for comments. Mat explained that due to construction at Jeffersonville High School this summer there will be no meetings broadcast on television until late August. Councilperson Grooms said the Finance Committee will meet June 25, 2010 at 9:30 A.M. Council President Samuel attended Jeffersonville High School graduation, reviewing the number of graduates. He had guests in town from another state. The guests were taken back by what is taking place in Jeffersonville. Mayor Galligan said "Smokin on the River" was a tremendous success with 50 professional teams. The entertainment was impressive. There is a need for shade next year. All in all it was a great event and an improvement over last year. He then asked all to say Happy Birthday to Gary McGowan (Cowboy) if they see him. Gary helps every weekend at Riverstage.
