The Common Council of the City of Jeffersonville met in Special Session on Monday,
October 27, 2008. Council President Ed Zastawny called the meeting to order at 6:30
P.M., and on call of the roll those members present were: Councilpersons Ed Zastawny,
Ron Grooms, Barbara Wilson, Mike Smith, Keith Fetz, and Nathan Samuel. Also present
was Deputy Clerk Treasurer Barbara Hollis.
Ordinance For Appropriations And Tax Rates
Councilperson Grooms reviewed Ordinance No. 2008-OR-71, An Ordinance For
Appropriations And Tax Rates. The number in each rank of the Fire Department was
noted. There should be 70 not the total of 71. One is on hold. The Police total is 61.
Councilperson Samuel will get the number in each rank. Councilperson Fetz feels the
State has set up the budget process for failure, noting the late property tax bills.
Councilperson Samuel said it is known there will be cuts. These have been identified,
thanks to Councilperson Grooms, he feels comfortable. At the conclusion of all
discussion, Councilperson Samuel made the motion to pass Ordinance No. 2008-R-71 on
the second and third readings, second by Councilperson Smith, passing on a vote of 6-0.
Comments
The open position in the Clerk Treasurer's Office has been advertised.
The Council will meet in workshop session on November 3, 2008 at 6:30, with Assistant
Fire Chief Decker on the agenda.
Councilperson Smith received a call from a County Commissioner regarding a
deceleration lane on Highway 62 at Salem Noble Road. It was proposed there be a 50/50
cost share. Councilperson Smith feels this should be considered. Councilperson Samuel
has talked with Mayor Galligan and Commission Moore on this. Council President
Zastawny agrees this needs to be done, as it is dangerous.
Council President Zastawny said a lot of time has been spend going thru budgets. He
says thank you to the committee. Downsizing may have to happen. Council President
Zastawny reviewed an email he received from Paige Gregory of Umbaugh. There is a
chance the City will have an answer on the appeal by the end of the year.
Councilperson Samuel made the motion to ad'ourn at 7:25 P. second by
Councilperson Samuel passing on a vote of 6-0. _..
