City Hall Council Chambers
The Common Council of the City of Jeffersonville met in Special Session on Monday,
May 3, 2010. Council President Nathan Samuel called the meeting to order, and on call
of the roll those members present were: Councilpersons Mike Smith, Connie Sellers,
Barbara Wilson, Ron Grooms, and Nathan Samuel. Also present were Mayor Tom
Galligan, Council Attorney Greg Clark, Human Resources Director Kim Calabro,
WWTP Superintendent Len Ashack, and Deputy Clerk Treasurer Barbara Hollis.
Councilperson Grooms noted the only part of the Employee Handbook the Council is
dealing with is the benefit section. The Administration deals with the remainder of the
handbook. Councilperson Grooms then recapped a meeting the committee held with
Director Calabro.
Councilperson Zastawny arrived at 5:50 P.M.
Councilperson Grooms said the issues are personal days and on call stipend.
Superintendent Ashack explained the current policy which is the same policy as was
practiced during EMC management. It was agreed to change "stipend pay" to "on-call
pay", and to pay at a rate of one and one-half time for emergency call in.
Councilperson Fetz arrived at 6:10 P.M.
Councilperson Grooms reviewed previous changes. Council President Samuel voiced
concern regarding the understanding of the travel reimbursement policy. He feels the
Ordinance limit should be in the handbook. It was decided to reference the Ordinance
only. The matter of carrying firearms to work is up to the Administration.
Council President Samuel reviewed the following changes that have been agreed upon;
personal time is at 6 days, on-call pay is $100 per week for primary and $50.00 per week
for secondary, emergency pay is at time and one half, and bereavement days are 3.
Councilperson Smith would like to see a policy on drinking and the use of controlled
substances in a city-owned vehicle. Councilperson Sellers feels this is covered in the
Vehicle Ordinance. She will check the Ordinance. / _
The meeting adjourned at 6:35 P.M.
