HomeMy WebLinkAbout01-12-2010.City of Jeffersonville Police Merit Commission January 12, 2010 The Jeffersonville Police Merit Commission met on January 12, 2010 at 6:00 p.m. at City Hall. The meeting was called to order at 6:00 p.m. by Dr. Stuart Robertson. The following members were present: Dr. Stuart Robertson, Ms. Bonnie Deppert, Mr. Jeff Esarey, Mr. Dennis Henry, and Mr. Clay "Beany" Smith, also present were Mr. Robert Bottorff, Attorney and Tiffany Timberlake Meeting Stenographer. Old Business Rules and Procedures Following discussion Commission Member Henry made the motion to approve the Rules and Procedures as presented, seconded by Commission Member Smith and carried unanimously. Commission Member Robertson thanked all the Commission Members for their hard work on getting the Rule and Procedures adopted. New Business 2010 Officers Commission Member Smith made the motion to keep the Officers the same as the previous year since the term was not for a full year, seconded by Commission Member Robertson and carried unanimously. President - Dr. Stuart Robertson Vice President - Mr. Dennis Henry Secretary - Ms. Bonnie Deppert Hiring Process The Commission Members discussed the role that they would play in the hiring process. Attorney Botorff will contact the Human Recourses Director Kim Calabro for information on the application review process. The Commission asked the Police Department to begin background checks on the eligible applicants as soon as they get the information needed from Human Resources. Interview Questions Following a brief discussion the Commission asked the Police Chief Tim Deeringer and FOP President Joe Hubbard if it would be possible to possibly conduct mock interviews with some current Police Officers to allow the Commission Members to become more comfortable with the Interview Process. Police Chief Deeringer and FOP President Hubbard both agreed that the mock interviews would be beneficial. • Legal Contract Attorney Botorff presented the Commission with. a Contract for Legal Services and a letter/waiver discussing Conflict of Interest. Attorney Botorff would like the Commission to look over both documents. He would like to re-address and possibly approve the contract at the next meeting. Solicitation of Commission Members Discussion was held on what to do if and when Commission Members are approached by individuals for the purpose of trying to pursue the Commission to consider a certain person as an applicant. Commission Member Henry suggested that the first offense should be handled by explaining to the requesting individual that "By law the Commission Members are not allowed to discuss the matter and could be charged with a felony if they do not follow those guidelines." The second offense of solicitation would warrant the Commission to disqualify the applicant. Promotions Commission Member Henry made the motion, following discussion with the Police Chiefs, to start the process to test the 2 current Officers who are eligible for promotion. Seconded by Commission President Robertson and carried unanimously. The Commission would like to commend the previous Commission for all the hard work that they put in during their time on the Police Merit Commission. The Commission • would also like the thank Attorney Botorff and the Police Chiefls and FOP President Hubbard for the help and support that they have given which has allowed the Commission to finish the Rules and Procedures in a timely manner.
