HomeMy WebLinkAbout02-24-2010,; • JEFFERSONVILLE POLICE MERIT COMMISSION February 24, 2010 Special Meeting The Jeffersonville Police Merit Commission held a special meeting on February 24, 2010 at 6:00 P.M. in the City Hall by President Dr. Stuart Robertson. Members Present: Dr. Stuart Robertson, Mr. Jeff Esarey, Mr. Dennis Henry and Mr. Clay "Beany" Smith. Absent was member Ms. Bonnie Deppert. Also present was Attorney Robert Bottorff and Patty Rush as meeting Secretary. OLD BUSINESS: After reviewing previous minutes, the Conunission voted to accept the following: Minutes from December 14, 2009 for Special Session, motion made to accept by Dennis Henry and seconded by Dr. Stuart Robertson. Voted 4-0 Minutes from December 29, 2009, motion made to accept by Dr. Stuart Robertson and seconded by JeffEsarey. Voted 4-0 Minutes from January 12,2010, motion to accept by Clay "Beany" Smith, seconded by Jeff Esarey. Voted 4-0 • All minutes were passed and accepted. NEW BUSINES: Mr. Gordon Henry from Institute for Public Safety Personnel, Inc. was present to address the Commission regarding the agreement for testing, physical ability testing and interviewing process for hiring of new police officers for the Jeffersonville Police Department. A letter was given to each Merit Commission explaining results of the written aptitude test that was administered on February 13, 2010. The number of applicants total of 169 took the written test, break down 148 males and 21 females. Assistant Chief Mike Pavey and Assistant Dave Marble were present to answer questions and explain process of new applicants. After the testing has been completed, results will be sent to Kim Calabro, Human Resources. At that time, she will review, separate applicants to continue onto the physical ability part of the hiring process. Letters will be prepared and mailed from the Jeffersonville Police Department advising candidates that are to continue with the hiring process. The Police Department will oversee the physical ability testing. The next step will be Oral Interview for the Applicants by the Police Merit Commission. The Commission will discuss, review and agree on questions that will be asked to each • • applicant. They will decide if IPSP will be present or involved in this phase of the hiring process. An Agreement was presented to the Commission for professional services by and between the Institute for Public Safety Personnel, Inc. (hereinafter, "IPSP, Inc") and the Jeffersonville Police Merit Commission (hereinafter, "Merit Commission"). They also presented an Agreement for Promotion Process for the ranks of Police Corporal and Sergeant for the Commission to review. Testing will be conducted for hiring of new candidates twice a year. Discussion was held regarding amending the Police Merit Commission's Rules & Procedures. After discussion a motion was made by Dr. Stuart Robertson to amend the Rules and Procedures, in the following manner: Page 3, Roman Numeral 3, entitled "General Aptitude Test" shall be amended by striking out the second full sentence of that paragraph and replacing that sentence with new language. The sentence currently states as follows: "A score of seventy-five percent (75%) and above on the General Aptitude Test shall be considered a passing score." This language shall be removed and shall be replaced with the following language: "The pass group would include all candidates who scored equal to or greater than the national arithmetic mean of the testing group." Dennis Henry seconded this motion and a vote on the amendment was held. Voted 4-0. • Attorney Bob Bottorff shall prepare the required public notifications and publications, as required by statute. The board shall hold a public hearing regarding the amendment to the Rules and Procedure as soon as is practicable, given the notification requirements. The Commission discussed the Budget for 2010, to be prepared following the guidelines of the Jeffersonville Fire Department. A prepared budget will be presented to the Commission at our next meeting. Attorney Bottorff will then attend the City Council meeting on March 25, 2010 to present the Commission's budget. Attorney Bob Bottorff inquired about the contract between Attorney and the Commission. Dennis Henry made motion to sign the contract, motion seconded by Clay "Beany" Smith. Voted 4-0 Attorney Bottorff proposed to the Commission that Patty Rush be hired as Secretary for the Police Merit Commission. Motion made by Dennis Henry, motion seconded by Dr. Stuart Robertson. Voted 4-0 The next meeting will be held on March 9, 2010 at 6:00 P.M. at the Jeffersonville City Hall.
