HomeMy WebLinkAbout02-08-2010• Jeffersonville Parks Authority Meeting Minutes Monday, February 8, 2010 The Jeffersonville Parks Authority met in regular session in the Mayor's Conference Room in City Hall, Jeffersonville, Indiana, on Monday, February 8, 2010 at 7:00 P.M. Parks Authority President Ron Grooms called the meeting to order at 7:10 P.M. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Barbara Wilson, Nathan Samuel, and Ron Grooms are present. Also present are: Mayor Tom Galligan, Parks Superintendent Bob Manor, Assistant Park Superintendent Ricky Romans, and Deputy Clerk Treasurer Barbara Hollis. All stood for the pledge of allegiance to the flag led my Assistant Ricky Romans. The minutes of January 11, 2010 meeting were presented for approval. Councilperson Samuel made the motion to approve the minutes as presented, second by Councilperson Fetz, passing on a vote of 6-0. The claim lists were presented for consideration. Councilperson Samuel made the motion to approve the claim list dated January 27, 2010, second by Councilperson Wilson, passing on a vote of 6-0. Councilperson Fetz made the motion to approve the claim list dated February 4, 2010, second by Councilperson Smith, passing on a vote of 6-0. Councilperson Grooms noted the appropriation report by department is available • by request to the Clerk Treasurer's Office. Superintendent Manor has no questions regarding the 2010 Park budget. It is hoped the DLGF approval would be received in March. Councilperson Samuel asked if the approved excess levy will be available in the next year. He was told it would be. Councilperson Fetz noted the request for a new park should be pursued. Superintendent Manor has not heard from Mr. Wilmot regarding the Eagle Scout Project. There is nothing to report regarding the Multi-Use Sports/Baseball Complex. There is nothing to report regarding Nations Baseball. There have been no major repairs or damages to facilities. Councilperson Fetz, noting the need for expanded facilities, asked what the reaction would be to expanding the fieldhouse. It is felt this would be worth looking into. Councilperson Grooms said for the last several months, Mr. Chad Armstrong has been working toward a war memorial. He noted the work done previously by the Parks Authority on memorials has helped this project. Mr. Armstrong introduced Mr. Donnie Duncan of the Estopinal Group. The history of the project and the makeup of the group were reviewed. The next step is fundraising. Mr. Armstrong gave gratitude to the Estopinal Group for all the hours given to the project. Mr. Duncan reviewed each phase of the plan including cost estimates. Wording, a title, and lighting were discussed. The estimated cost is $37,700. Councilperson Smith suggested the use of pervious pavers. Mr. Duncan noted the intended use of sand. Fundraising was discussed. Councilperson Smith said the City could be of help with electrical and excavating work. Superintendent Manor said his department can help. Councilperson Smith made the motion to approve the War Memorial Permit dated December 14, 2009, second by Councilperson Wilson. • Councilperson Samuel questioned Greenway regulations. Councilperson Grooms said • February 8, 2010 Page 2 this has been taken to the Greenway. Councilperson Samuel is concerned for the look of the memorial matching the look of the Greenway. He would hope anything put in would complement the Greenway. Councilperson Grooms feels the committee should be revitalized. The motion passed on a vote of 6-0. Councilperson Grooms suggested the Council appropriate $1,000 from EDIT to jumpstart the fundraising. A match was discussed. Councilperson Smith asked Mr. Armstrong to work with Deb Ashack. Councilperson Fetz suggested solar lighting. Superintendent Manor reported on the leagues. The money is coming in. The exercise club is going well. Superintendent Manor presented and reviewed a spring and summer 2010 proposed work schedule for park maintenance. Superintendent Manor reported on the Advisory Board meeting. Mayor Galligan reported on a tour of property on Highway 62 (Slone Building). A new police station is needed. He would like to build a new police station on the property, use the lot for tow-in, and use the existing building for a new park office building. The building could be used as it is. Mayor Galligan would like to use the new LOIT tax to buy the property. Councilperson Smith has concern for atow-in lot near a residential area. Mayor Galligan said it would be a transfer lot. There is never a good location for atow-in lot. A buffer could be put up. Councilperson Smith is concerned for funding 911. Mayor Galligan said he would like to put central alarm in the new police building. Councilperson Smith expressed desire to get involved in this. Councilperson Samuel believes when a new police station is built emergency calls should • go to it. Councilperson Grooms suggested the complex be a public safety complex and rent to the Park Authority. Councilperson Grooms requested a cost summary. Mayor Galligan will bring a footprint. Mayor Galligan received a phone call from Cooperstown saying they want to come here. A meeting will be set up to work out a deal. They will bring a proposal. Mayor Galligan said an appraisal has been received for a large park. An offer has been made. Assistant Romans gave an update on the spring sports schedule. He has a desire for expanded programs and is handicapped by space. He stated "there is tons available from kids to seniors". Deputy Hollis said new revenue numbers have been entered to keep track of each league. Mayor Galligan noted the need to check the football helmets for compliance. Councilperson Fetz has read about a program thru the NFL for helmets. Mayor Galligan said it is serious. Assistant Romans said "we are all over that". Councilperson Fetz noted the Clarksville program guide. Assistant Romans has an activity guide. Councilperson Fetz asked that it is given to Roger to get on the website. Councilperson Smith asked if Vissing Park is salvageable. There are 44 acres to that park. Mayor Galligan suggested a couple of ball fields. Councilperson Smith asked if it is worth fixing and using, or selling the property and investing in a new park.
