HomeMy WebLinkAboutApril 5, 2010COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA April 5, 2010 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 6:30 P.M. on Monday April 5, 2010. Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order at 7:00 P.M. Also present were City Attorney Darren Wilder, and Council Attorney Greg Clark. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Nathan Samuel gave the invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, and Nathan Samuel. Absent: Councilperson Ron Grooms. Council President Samuel made the motion to approve the agenda with the addition of l0A -Resolution expanding the Fire Merit Board responsibilities, second by Councilperson Fetz, passing on a vote of 6-0. Mayor Galligan presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of March 10, 2010 (6:30 P.M.) second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Wilson then made the motion to approve the minutes of August 15, 2010 (6:00 P.M.), second by Council President Samuel, passing on a vote of 6-0. Councilperson Wilson next made the motion to approve the minutes of March 15, 2010 (6:30), second by Councilperson Fetz, passing on a vote of 6-0. Deputy Clerk Hollis presented the claim list for consideration by the Council. Following discussion, Councilperson Sellers made the motion to approve the list of claims paid early, second by Councilperson Samuel, passing on a vote of 5-1. Councilperson Zastawny voted against passage. Council President Samuel then made the motion to approve the regular claim list as presented, second by Councilperson Smith, passing on a vote of 5-1. Councilperson Zastawny voted against passage. Councilperson Apri15, 2010 2 Wilson made the motion to preapprove the Park claims as presented, second by Councilperson Zastawny, passing on a vote of 6-0. PUBLIC COMMENT: There was no public comment. COUNCIL COMMENT: There was no Council comment. DEPARTMENT HEAD REPORTS: There were no Department Head reports. AGENDA ITEMS: Attorney Clark has been asked to expand the responsibilities of the Police and Merit Boards. Following discussion, Council President Samuel made the motion to pass Resolution No. 2010-R-7, A Resolution Expanding The Authority Of The City Of Jeffersonville Fire Merit Commission, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Zastawny then made the motion to pass Resolution No. 2010- R-8, AResolution Expanding The Authority Of The City Of Jeffersonville Police Merit Commission, second by Councilperson Wilson, passing on a vote of 6-0. Human Resource Director Kim Calabro along with Elizabeth Gross Of HR Affiliates appeared before the Council requesting approval of the next three steps of the salary survey. Director Calabro explained the next three steps. The cost is $27,000. Councilperson Smith reviewed the meeting held with the Finance Committee. Councilperson Fetz asked if this was bid. Director Calabro said the second phase was not bid as the first phase was bid. Councilperson Fetz said IACT offers some of these services. Ms. Gross explained only actual hours will be billed. Councilperson Fetz asked if HR Affiliates has done other municipalities. Ms. Gross said no other municipalities have been done. Councilperson Fetz feels this is a lot of money. He would like to look at others that may have municipal experience. Director Calabro feels it is critical to proceed with this company due to processing and time restraints. Councilperson Fetz feels dealing with government units is unique. At the conclusion of all discussion, council President Samuel made the motion to pass Resolution No. 2010-R-9, A Resolution In Support Of The Contract With HR Affiliates, second by Councilperson Wilson, passing on a vote of 5-1. Councilperson Fetz voted against passage. Council Apri15, 2010 3 President Samuel made the motion to pass Ordinance No. 2010-OR-15, An Ordinance Transferring Certain Funds Within Same Department (Annexation - $27,000), second by Councilperson Wilson, passing on a vote of 5-1. Councilperson Fetz voted against passage. Mr. Lincoln Crum appeared before the Council explaining his Social Media Campaign business. He intends to produce 16 positive and nonpartisan videos. Communications Director Larry Thomas expanded on the explanation. Mr. Crum said it is his goal to conduct training so this may be done within. Councilperson Smith said he saw the presentation given at the Board of Public Works and felt it was impressive. He feels it would promote Jeffersonville. Councilperson Smith made the motion to allow $5,000 from the Gaming fund, second by Council President Samuel, passing on a vote of 6-0. Mayor Galligan announced tomorrow Bill Mattingly will celebrate his 75tH birthday. City Attorney Darren Wilder explained the changes incorporated in Ordinance No. 2010-OR-7, An Ordinance Amending Ordinance 2009-OR-31, An Ordinance Regarding Refuse/Garbage Collection, asking for passage on the first reading as additional changes may be made. Councilperson Zastawny made the motion to pass Ordinance No. 2010-OR-7 on the first reading, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Smith presented and explained Ordinance No. 2010-OR-8, An Ordinance Transferring Certain Funds Within Same Department (Annexation-Fire Merit). Council President Samuel made the motion to pass Ordinance No. 2010-OR-8 on the first reading, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson Smith next presented and explained Ordinance No. 2010-OR-9, An Ordinance Transferring Certain Funds Within Same Department (Annexation-Police Merit). Council President Samuel made the motion to pass Ordinance No. 2010-OR-9 on the first reading, second by Councilperson Wilson, passing on a vote of 6-0. Councilperson Smith then presented and explained Ordinance No. 2010-OR-10, An Ordinance of Additional Appropriation (Local Roads and Streets -Reduction). Apri15, 2010 4 Councilperson Smith made the motion to pass Ordinance No. 2010-OR-10 on the first reading, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson Smith presented and explained Ordinance No. 2010-OR-11, An Ordinance of Additional Appropriation (Motor Vehicle Highway - Reduction). Councilperson Smith made the motion to pass Ordinance No. 2010-OR-11 on the first reading, second by Council President Samuel, passing on a vote of 6-0. Attorney Clark presented and explained the need for passage of Ordinance No. 2010-OR-12, An Ordinance Setting Registration Fees For Construction Site Qualified Professional Inspectors And Requiring Proof Of Registration To Obtain Storm Water Quality Management Permits. This has been endorsed by the Drainage Board. Mayor Galligan questioned what fund the fees would be deposited. Drainage Utility Coordinator Deb Ashack explained the process. Mayor Galligan asked what department would be responsible for inspections. There is a need for an inspector and he would like the fees go to this position. These concerns will be looked into prior to final passage. At the conclusion of all discussion, Councilperson Smith made the motion to pass Ordinance No. 2010-OR-12 on the first reading, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson Smith explained the need for passage of Resolution No. 2010-R-6, A Resolution To Advertise For Additional Appropriation (General -Legal), making the motion to pass, second by Council President Samuel, passing on a vote of 6-0. Councilperson Smith presented Ordinance No. 2010-OR-13, An Ordinance Amending Ordinance No. 2010-OR-6 (2010 Salary Ordinance). WWTP Superintendent Ashack explained the changes. These changes are recommended by the Finance Committee. Councilperson Zastawny made the motion to pass Ordinance No. 2010-OR- 13 on the first reading, second by Councilperson Sellers, passing on a vote of 5-1. Council President Samuel voted against passage. Councilperson Smith explained the need for passage of Ordinance No. 2010-OR- 14, An Ordinance Transferring Certain Funds Within Same Department (Annexation - IT Disaster Recovery). Council President Samuel made the motion to pass Ordinance No. 2010-OR-14 on the first reading, second by Councilperson Zastawny, passing on a vote of 6-0. April 5, 2010 5 COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Fetz will be setting up a meeting for the Art On the Ohio promotion. Councilperson Sellers asked about the status of the Employee Handbook. Councilperson Smith believes the holdup is comp time. Council President Samuel received a message from Councilperson Grooms indicating he will be getting the group together. Council President Samuel said while on vacation in Clearwater, Florida, he met with the Mayor, Vice Mayor, and IT Director of Clearwater. The City collaborates with the private sector in a very efficient manner. He is trying to get more information. Council President Samuel asked about the task and request system. Mayor Galligan is working on this now. Superintendent Ashack said his department is on the system. Council President Samuel said the RFP has been put out for codification services. Mayor Galligan complimented Peggy Duffy, City Pride, Rod Pate, and others for the tulips and daffodils that have been planted. He further noted Walnut Ridge sent a whole crew to help at no charge. City Pride is doing a great job. Mayor Galligan noted the "Star" should be gone this week or next. Positive steps are being taken. Mayor Galligan says "Happy Birthday Bill (Mattingly)". He then announced a retirement party for City Engineer Bob Miller for Apri123, saying Bob has done a great job for the City. Councilperson Wilson announced a "Clean Up 10th Street" on April 10 from noon to 4:00 P.M. Mayor Galligan said Dana Young and Becky Hutchins are doing a commendable job working on Grow Jeffersonville.
