HomeMy WebLinkAbout12-16-2009Y MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFET OF THE CITY OF JEFFERSONVILLE, INDIANA DECEMBER 16, 2009 In Mayor Galligan's absence Planning and Zoning Director Urban called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Engineer Miller, and Councilperson Wilson. Vehicle Maintenance Director Drury sat in as a voting member of the Board. Also present were: Police Chief Deeringer, Vehicle Maintenance Director Drury, City Attorney Wilder, Assistant Fire Chief Lee, Animal Shelter Director Wilder, Personnel Director Calabro, Growth Coordinator Lovan, Safety Director Mongarella, Sewer Inspector Wright, Building Commissioner Segraves, Sewer Office Manager Mattingly, Street Commissioner Hosea, Parks Director Manor, Fire Chief Harrod, Communications Director Thomas, and Deputy Clerk Mayfield. Councilperson Wilson made the motion to approve the minutes of 12-02-09 and 12-09-09 as presented and seconded by Engineer Miller and carried unanimously. Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Wilson and carried unanimously. NEW BUSINESS CHARLESTOWN PIKE SIDEWALK PHASE III BIDS Josh Hillman with Jacobi, Toombs, and Lanz opened bids on the Charlestown Pike Sidewalk Phase III. Bids were received from: American Contracting $344,845.00 Dan Christiani $249,231.00 Excel Excavating $234,226.03 E-Z Construction $265,809.00 Hunt Paving $320,503.00 MAC Construction $228,915.00 Pace Contracting $222,000.00 Temple and Temple $289,852.67 TSI Paving $210,150.00 Engineer Miller made the motion to take the bids under advisement for one week, seconded by Councilperson Wilson and carried unanimously. The engineer's estimate was $Z 10,225.00. .~ ~, - NEW CHAPEL ROAD Josh Hillman of Jacobi, Toombs, and Lanz said the sewer project is nearing the end and should be opened back up soon. He said there is another company still working in the area that is using Mac Construction's road closure signs. Engineer Miller said he would speak with the proper people to make sure permission is obtained for any other road closures. EMPLOYEE BENEFIT RENEWAL Pepper Cooper presented a summary of insurance and rates. He recommended that we approve a plan with PHP Insurance. After some discussion, Engineer Miller made the motion to approve Humana Voluntary Life, PHP Health Insurance, Alternate #1, Dental Plan Alternate #3, that dependents be covered through the age of 25 years old, and that Health Insurance Plan B be dropped, seconded by Councilperson Wilson and carried unanimously. LOCAL 558 FIREFIGHTER UNION-DAVE DEARK Local 558 Firefighter Union President Eric Hedrick appeared before the Board in regard to a reprimand given to Firefighter Dave DeArk. He said the Union is in agreement with the Fire Merit Board hearing the grievance in January. Attorney Darren Wilder said in previous years the Fire Chief would make a recommendation but now it will go before the Merit Board first. Councilperson Wilson made the motion to give jurisdiction to the Merit Board, seconded by Engineer Miller and carried unanimously. SINKHOLE VACATION EASEMENT Ron Caller of Aristocrat Builders appeared before the Board to requests permission to vacate a sinkhole easement in Whispering Oaks Subdivision Section 2, Lot #152 in order to subdivide one lot into three lots. Engineer Miller asked if there is a detention basin there and Mr. Caller said no. After some discussion Engineer Miller made the motion to table this for a week or two for further review, seconded by Councilperson Wilson and carried unanimously. LEASE/FIRE UNION BUILDING Engineer Miller made the motion to approve the lease with the Fire Union for the building at 700 E. 1 lth Street for 5 years at $1.00 per year, seconded by Councilperson Wilson and carried unanimously. LEASE/ANIMAL PROTECTION Engineer Miller made the motion to approve the 5 year lease with Animal Protection for the building on 11th Street, seconded by Councilperson Wilson and carried unanimously. ~- There being no further discussion to come before the Board, Engineer Miller made the motion to adjourn the meeting at 10:40 a.m., seconded by Councilperson Wilson and carried ATTEST: ~~~ CL TREASURER
