COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
JULY 117 1994
The Common Council of the City of Jeffersonville met in
regular session in Council Chambers in the City-County Building,
Jeffersonville, Indiana: at 4:A5 P.M. on the llth day of July~ 1994.
The meeting was called to order by Mayor Raymond J. Parker
Jr., with Clerk and Treasurer C. Richard Spencer Jr~ at the desk.
Mayor Parker welcomed all in attendance, asking all those present to
stand as Council Rresident Steven Stemler gave the invocation. He
then asked all those present to join him in the pledge of allegiance
to the flag.
The roll was called and those present were Councilpersons
Bill Wolpert, Andrew Williams III~ Donna M. Frantz, Peggy Knight
Wilder, Barbara Wilson, Steven R. Stemler~ and Robert L.
Potter.
Absent: None.
Mayor Parker presented the minutes of the meetings of June
20, 1994, for consideration by the Council. Councilperson Potter made
the motion to approve the minutes as presented, seconded by
Councilperson Williams and carried unanimously.
Clerk and Treasurer Spencer presented the claim list with
one additional claim for consideration by the Council. Following all
discussion~ Council President Stemler made the motion to approve the
seconded by Councilperson Williams and carried

Joseph Fleck~
D.D.S. appeared before the Council to request
approval to rezone 3803 Hamburg Pike from R1 to B1. Attorney
Gitlenwater stated the Plan Commission has approved this request.
Councilperson Wilder reviewed the findings of the Plan Coemission~
reviewing also what B1 cannot be used for. Building Commissioner
Gavin has received no objections by mail or in person. Councilperson
Wilder made the motion to suspend the rules for Ordinance No.
94-0R-21~ An Ordinance Approving A Rezoning Request, seconded by
Councilperson Frantz, passing unanimously~ Councilperson Wilder then
made the motion to pass Ordinance No. 94-0R-21 on all three readings,
seconded by Councilperson Frantz, and carried unanimously.

Attorney Gillenwater has talked by phone with Mrs. Doris
Prentice who had asked to be on the agenda regarding the Inner-City
Road. She will appear before the Council when more information on the
Inner-City Road is available.
Attorney Gillenwater explained the need for Ordinance No.
94-0R-28~ An Ordinance Vacating A Certain Strip Of Ground. Following
all discussion~ Councilperson Potter made the motion to suspend the
rules for Ordinance No. 94-0R-88, seconded by Councilperson Williams
and carried unanimously. Councilperson Potter then made the motion to
pass Ordinance No. 94-0R-28 on all three readings, seconded by
Councilperson Wolpert and carried unanimously.
Attorney Gillenwater explained Ordinance No. 94-0R-23, An
Ordinance Amending Portions Of Ordinances No. 85-0R-51~ and No.
89-0R-11. Council President Stemler explained he will abstain from
the vote due to his business, however he does approve of the changes.
Councilperson Williams made the motion to suspend the rules for
Ordinance No. 94-0R-23~ seconded by Councilperson Wolpert and carried
unaniously.

made the motion to suspend the rules 'for Ordinance No. 94-0R-2~,
seconded by Councilperson Williams and carried unanimousl'y. Council
President Stemler made the motion to pass Ordinance No. 9~-0R-2~ on
all three readings, seconded by Councilperson Williams, passing on the
following roll call vote:

Ordinance No. 94-0R-~5, An Ordinance Transferring Funds Within Same
Department (Cumulative Capital Development). Following all
discussion~ Councilperson Wilson made the motion to suspend the rules
for Ordinance No. 94-OR-R5~ seconded by Councilperson Wolpert and
carried unanimously. Councilperson Wilson made the motion to pass
Ordinance No. 94-OR-R5 on all three readings, seconded by
Councilperson Wolpert, passing on the following roll call vote:
Ayes: Councilpersons Wolpert, Williams~ Wilder~ Wilson,
Stemler, and Potter.

Council President Stemler informed the Council of a new

Dan Matra, Attorney for G. F. Munich~ Inc.~ appeared before
the Council to request the vacating of a 10 foot alley. Attorney
Matra explained the area and the purpose for the request. Mr. Bennett
and Mrs. Nolan, residents from the area stated they have no
objections. Attorney Matra has contacted the utilities and has
received no objections. Building Commissioner Gavin has no problem
with the request. Attorney Matra will present the request in
Ordinance form for the next meeting.
Council President Stemler read information presented by Mr.
Maxwell of Silver Hammer Industries. This is a business that takes
used pallets and makes usable items. This is a solid waste reduction
plan that will provide 12-15 jobs. Building Commissioner Gavin
explained this business will do the City a favor. Councilperson
Wilson has seen a brochure on the business and explained it is very
good. City Services Director Les Kavanaugh invited the Council to an
E.P.A. News Conference at 2 o'clock P.M. on July 12, 1994 regarding
