(]MSI) is a nonprofit organization established in 1989 comprised of volunteers from all segments of the community. JMSI encourages economic development of the Downtown area through Historic Preservation. The organization follows a four-point approach established by the National Main Street Center, which includes: Organization (a) Establishing cooperation among the variety of community groups involved in downtown revitalization. (b) Developing coordinated and future-oriented organizational plans and strategies. (c) Rec~ruiting and educating leadership in the community. Promotion (a) Defining and marketing a positive, unified and dynamic image of the downtown to residents, visitors and investors. (b) Encouraging joint promotions and special sales. (c) Encouraging and forming special events downtown. Design (a) (b) Enhancing the physical image of downtown through: facade renovations quality signs, interesting window displays, and attractive public improvements. Working with historic preservation concepts to emphasize the vitality and integrity of all architectural periods. Economic Restructuring (Business Retention at Recruitment) (a) Researching the downtown markets, looking for surplus and leakage in market segments. (b) Redefining the market characteristics of downtown through business retention expansion and recruitment. (c) Strengthening and diversifying the market mix. (d) Working with adaptive re-use issues. (e) Sharpening the competitiveness of Main Street merchants. Committees have been formed to implement each of the four points plus a Public Relations Committee and a Membership Committee. Objectives for 1994 have been established. Each committee will determine the tasks necessary to accomplish these objectives. 2 GOAL BOARD OF DIRECTORS The Board of Directors commits to redevelopment of the JMSI district to help the Downtown reach maximum potential as a vital center of economic and social activity in the community. JHSI seeks recognition as the leading voice for downtown development. OBJECTIVE Act as the DDC (Downtown Development Corporation) for the City of Jeffersonville. OBJECTIVE Develop continuity for planning in Jeffersonville and downtown. OBJECTIVE Create stronger liaisons w th agenc es, organ zations and c'ty departments and make them aware of our involvement in downtown. TASKS: Send reports to the various organizations. Ask for volunteers to our board and committees (Chamber of Commerce, transportation, Jeff/Clark etc.). Attend monthly meeting with Mayor or representative to create more communication with City. Appoint a liaison to City department heads and City Council. Merchants--need to involve them and promote cooperation between the organizations. OBJECTIVE Expand Hain Street target area. OBJECTIVE Clearly define the JHSI mission and purpose statements. TASKS: Consider a National Trust evaluation of Our Hain Street program (COPE). Overcome negative image of downtown. Publish past accomplished goals with new goals. Get brochures out to rest stops, hotels, etc. Promote the loan-pool. GOAL OBJECTIVE OBJECTIVE DESIGN COMMITTEE The Design Committees creates an attractive, coordinated and quality image of the downtown by capitalizing on its unique architectural assets and heritage. This committee works with builders, developers and property owners to develop understanding and appreciation for existing historic assets with regard to maintenance, new construction and rehabilitations. Define the streetscaping (master plan) and make every JMSI member/director aware of it. Provide a design concept for each downtown property including vacant lots. TASKS: Continue with clean-up/fix-up projects. Find out about lighting at Rive~ointe--PS] prototypes. Address parking issue (problem or perception). Complete the Chestnut Street intersection improvements. 4 GOAL OBJECTIVE OBJECTIVE OBJECTIVE OBJECTIVE OBJECTIVE OBJECTIVE OBJECTIVE ECOlqOIAIC RESTRUCTURING CO1AI~ll'I'EE The Economic Restructuring Committee develops a market that will result in an improved retail mix, stronger tax base, increased investor confidence and a stable role for the downtown as a major component of the community's economic health. ]MSI prOvides and directs small business development and enhancement programs for entrepreneurs in downtown Jeffersonville. Develop a working resource program to aid new and developing businesses, consisting of a work plan of proven and suggested techniques and all available consultant reams, booklets, contacts etc. Create a resource that can be used to inform businesses of loans, grants, permits and approval processes, etc. to aid in their financial growth. Define and publish a plan consisting of studies, surveys and plans for directions of growth for downtown businesses as a whole to follow. Recruit quality businesses to downtown such as a family restaurant, clothing store, etc. for downtown. Develop an awareness of downtown businesses in the county. Conduct workshops/conferences which aid the continued success of downtown merchants. 5 GOAL PROMOTION COr4Mll'rEE The Promotion Committee markets a unified, quality image of the business district as the center of activities, goods and services to retailers, shoppers, investors. I~IEf4BERSHIP CO1AIAII-i'EE GOAL The Membership Committee recruits and develops new leadership, stays in close touch with its supporters, meets their needs, and mobilizes a large number of volunteers. OBJECTIVE OBJECTIVE Get more members involved in the day to day l~lain Street tasks. Feel this is a numbers game. Broaden membership--create more interest to get more help.
