The meeting was called to order by Mayor Jr., with Clerk and Treasurer C. Richard Spencer Mayor Parker welcomed all in attendance, asking all stand as Council President Steven Stemler then asked all those present to join him in Raymond J. Parker Jr, at the desk. those present to gave the invocation. He the pledge of allegiance to the flag. The roll was called Bill Wolpert, Andrew Williams III, Donna Wilder, Barbara Wilson, Robert L. Potter, and Absent: None. Mayor Parker presented the minutes 8~, 1994 for consideration by the Council. the motion to approve the minutes as Councilperson Williams, and carried unanimously. Clerk and Treasurer Spencer presented the claim three additional claims for consideration by the Council. and those present were Councilpersons Knight M. Frantz, Peggy Steven R. Stemler. of the meeting of January Councilperson Potter made presented, seconded by list with Two of the additional claims are due to expenses for snow removal totaling $80~230.00. Council President Stemler then made the motion Resolution Confirming Approval Tax Abatement, seconded by unanimously. to pass Resolution No. 94-R-8, A Of Benefits For Purposes Of Property Councilperson Potter and carried Area Councilperson Potter explained he had been contacted who has built over 400 homes and 200 apartments with had not received tax abatements. Mr. Maurice Attorney Gillenwater explained this has also been advertised public hearing for consideration of an Economic Revitalization for Prestwick Square Of Jeffersonville Associates~ L.P. by a contractor concerns that he Byrne~ Attorney representing Prestwick Square~ explained the tax and the projected amounts that will be paid. Councilperson Williams made the motion to pass Resolution No. 94-R-10, A Resolution Confirming Approval Of Benefits For Purposes Of Property Tax Abatement, seconded by Councilperson Frantz, failing on the following roil call vote: Ayes: Counciipersons Wolpert, Williams, and Frantz. Nays: Councilpersons Wilder, Wilson, Stemler, and Potter. Attorney Byrne asked if the Council would consider an abatement for 3 or 6 years as opposed to 10 years. Mr. Ernst asked what the Council has in mind regarding this. Councilperson Wilson feels the City will be in trouble if abatements are given to housing projects. Mr. Ernst explained this is a different kind of project and the Council has the control. Councilperson Williams made the motion to approve the Statement of Benefits for a three year period, seconded by Councilperson Frantz. As there is confusion as to the Resolution numbers the documents will be numbered and copies made and the matter tabled until later in the meeting. The Junior Achievement representative is not in attendance. Councilperson Wolpert has been walking the sidewalks and finds 50 sidewalks on ?th Street, Court Avenues and Maple from Graham down to be in really bad shape. Councilperson Williams commends for setting an example of management enrichment and not replacing an employee. Councilperson Frantz reported Building Commissioner Gavin thru attrition by using job the Solid Waste Board will think about meet February 8, 1994. She also asks the Council to means of financing the curb cuts for A.D.A. compliance. Councilperson Wilder urges all to send letters in support of an Eastern corridor bridge as Congressman Hamilton has seen that money is in place for preliminary engineering studies. Councilperson Wilson reported KIPDA will meet on February BS, 1994. She has reviewed the minutes of the last meeting regarding the bike and pedestrian trail. Mayor Parker's Assistant Baird attended the last meeting and reported good idea that will enhance the Greenway project. Mr. Gary Cooper will be the review. Clerk and Treasurer Spencer explained it will be difficult for the departments to absorb the $60,000 expenditures for snow removal. He explained the Motor Vehicle budget is tight and suggested the money be transferred from the miscellaneous line in the Cumulative Capital Development budget. Following discussions Councilperson Williams made the motion to suspend the rules for Ordinance No. 94-0R-9, An Ordinance Transferring Certain Funds Within Same ~epartment, seconded by Councilperson Wolpert and carried unanimously. Councilperson Williams made the motion to pass Ordinance No. 94-0R-9 on ali three readings, seconded by Councilperson Wolpert, passing on the following roll call vote: Ayes: Councilpersons Wolpert~ Williams, Frantz~ Wilder, Wilson, Stemler~ and Potter. Nays: None. Councilperson Potter made the motion to approve the claims as presented as well as the three additional, seconded by Councilperson Williams, and carried unanimously. Attorney Gillenwater distributed copies of Resolutions 94-R-9, and 94-R-10, explaining a 3 year abatement is reflected. As there was confusion as to the numbers on the previous vote, Councilperson Williams made the motion to rescind ail previous voting on Resolutions No. 9~-R-9, and 94-R-10, seconded by Councilperson Frantz, passing unanimously. Councilperson Williams made the motion to pass Resolution No. 94-R-9, seconded by Councilperson Frantz, passing on the following roll call vote: Ayes: Councilpersons Wolpert, Williams~ Frantz~ and Wilson. Nays: Councilpersons Potter~ Stemier, and Wilder. NO. Councilperson Williams made the motion to pass Resolution 94-R-10, seconded by Councilperson Frantz~ passing on the following roll call vote: PAGE 5 FEBRUARY 7, 1994 Councilpersons Wilson, Frantz, Williams, and Wolpert. This is offical and certified. The total City budget for 1994 exceeds $10 million. R~A~D SPE JR. · NCERcLE~R~ AND TREASU Date: 2.7.94 RE: QUARTERLY TRANSFERS / ADDITIONAL APPROPRIATIONS Dear Department Head: In an effort to better organize matters that come before the City Council, we respectfully request your help in two specific areas. First, for the year 1994, we are requesting departmental transfers be presented on a quarterly basis. The quarters will run on the usual business cycle. In order for transfers to be considered, they should be submitted to the Clerk Treasurer's office in time for the last meeting of the quarter (March, June, September, and December). Second, with the understanding that each department head has correctly designed their budget for 1994, additional appropriations will not be expected to come before the council until at least the third quarter. If additional appropriations are requested, please enclose a full explanation as to the nature and cause for the request. The Common Council fully understands the possibility of emergencies and unforeseen events which may be cause for exceptions to the two above requests. We each thank you in advance for your understanding and willingness to help us in these requests.
