President Wilder presented the minutes of the meeting of
November 2~t 1995, for consideration by the Council. Councilperson
Potter made the motion to approve the minutes as presented, seconded
by Councilperson Wolpert and carried unanimously.

President Wilder thanked Ms. Carrol for coming to the Council saying
her concerns for crime, parking~ dogs, and noise are all issues that
need to be addressed separately. Most are issues of the Board of
Public Works and Safety. The State Alcohol Commission would be in
charge of the liquor license. Ms. Carroll then reviewed her personal
experience history of alcohol saying it is dangerous. Council
President Wilder agreed there is a lot of hope for the area she is
concerned with. Ms. Carroll's phone number is 285-1180.
Clerk and Treasurer Spencer presented the claim list for
consideration by the Council. President Wilder read a letter
regarding an additional claim from Blankenbeker & Sons regarding
additional work for the road project in the amount of $3,512.5~.
Clerk and Treasurer Spencer mentioned the funds for this are short.
Council President Wilder said this could wait for another meeting.
Following all discussion, Councllperson Potter made the motion to
approve the claims as presented, seconded by Councilperson Wilson,
passing unanimously.

Ms. Jennifer Mead of the Department of Redevelopment
appeared before the Council speaking on behalf of Resolution No.
95-R-24, A Resolution Of The Common Council Of The City Of
Jeffersonville, Indiana, Authorizing The Submittal Of The Industrial
Development Infrastructure Program Application To The Indiana
Department Of Commerce And Addressing Related Matters. Ms. Mead gave
an overview of Chemtruslon, Inc.~ explaining the local match for this
grant will be funded by Chemtrusion. Following all explanations,
Councllperson Potter made the motion to pass Resolution No. 95-R-24~
seconded by Councllperson Williams, passing unanimously.
Mr. Bob Lanum, Attorney representing Chemtrusion~ Inc.
presented Resolution No. 95-R-25, A Resolution Approving Statement Of
Benefits For Purposes Of Property Tax Abatement (Chemtruslon, Inc.).
Attorney Lanum explained the facility noting they will provide high
paying 3obs. Following all questions from the audience and the
Council, Councllperson Stemler made the motion to pass Resolution No~
95-R-25~ seconded by Councilperson Potter, passing unanimously.
Mr. J. Bruce "Corky" Scales appeared before the Council on
behalf of Mr. Gerald Ramsie~ co-owner of G & G Properties doing
business as Wall Street Cafe. Mr. Scales explained it is the intent
to build a new Wall Street Cafe on the N.E. corner of Maple and Wall,
which is now vacant property. They have outgrown the present facility
and plan to build a new 2~0~0 sq. ft. facility. They are asking for
a declaration of an economic revitalization area and a tax abatement.
Attorney Gillenwater explained the Council may pass a Resolution
~lving preliminary approval for an economic revitalization area and

then have a hearing which has to be advertised. Following that the
tax abatement may be approved~ Councilperson Stemler stated he
appreciates the investment in downtown. Councilperson Potter said the
Wall Burger is terriflc~ they also have the best country ham and eggs.
Following all discussion Councitperson Williams made the motion to
pass Resolution 95-R-26~ A Resoll~tion Designating Certain Areas With
The City Of Jeffersonville~ Indiana, As "Economic Revitalization
Areas", seconded by Councllperson Wilson, passing unanimously.
Attorney Gillenwater presented and explained Ordinance No.
95-OR-54~ An Ordinance Amending And Restating Ordinance 95-OR-41
Concerning The Issuance Of Revenue Bonds To Refund Outstanding Sewage
Works Revenue Bonds Of The City Of Jeffersonvllle~ Indiana~ The
Collection, Segregation And Distribution Of The Revenues Of Said
Works; The Safeguarding Of The Interests
Other Matters Connected Therewith,
Inconsistent Therewith, explaining this
Of The Owners Of Said Bonds,
And Repealing Ordinances
is the same Ordinance as
Ordinance No. 95-OR-41 with the exception of more specific
information which is now exact as the final numbers on refunding have
been included. He does have a complete report. The net valt~e savings
on the refunding is $315~000.~0. This does not have to be passed
however it does reflect accurate figures of what has taken place. As
there were no further questions or comments, Councllperson Potter made
the motion to suspend the rules for Ordinance No. 95-OR-54, seconded
by Councilperson Wolpert, failing on a vote of 6-1 with Councllperson
Frantz objecting. Col]ncilPerson Potter then made the motion to pass

Ordinance No. 95-OR-54 on the first and second reading, seconded by
Councilperson Williams, passing on the following roll call vote:
Ayes~ Councllpersons Wolpert, Williams, Wilder, Wilson,
Stemler, and Potter.
Nays: Councilperson Frantz.

Ordinance No. 95-OR-55, An Ordinance Transferring
Within Same Department. Following all discussion,

95-OR-55, seconded by Councllperson

Councilperson Potter says goodby to
all as this is his last
official meeting. He is happy and proud to have served 12 years and
he appreciates the opportunity~ He wishes the new Mayor and Council
the best of everythlng~ He does feel this Council has left the City
in good shape financially. Not everything on the Riverfront has been
completed but it has been started and he hopes it is continued. He
wishes the best of everything and Happy Holidays.

Councllperson Willson said she will miss the three
Councllpersons that will not be returning, thanking them for their
help and saying she would like to see their faces around here. Merry
Christmas and Happy Holidays to everyone.
Councllperson Wolpert said he is happy to have served these
last four years, saying not all was accomplished but it was tried. He
has enjoyed working with all and wishes all a Merry Christmas and
Happy New Year.
Councilperson Williams hopes the last four years have been
beneficial and hopes for the same in the next four.
Councilperson Potter thanked Clerk and Treasurer Dick
Spencer and Clerk Barbara Bollis for all their help.
Councllperson Wilder explained it has been an honor to serve
as Council President this last year. She wishes the outgoing
Councllpersons the best of luck and she looks forward their input.
Councilperson Stemler presented a plaque to Council
President Wilder honoring her for serving as President. Council
President Wilder explained it has been an honor and thanked all.
Ms. Mary Goodee stated they have recently moved from a 3rd
class City (Jeffersonville), to a 2nd class City (New Albany) due to
her health. She would move back tomorrow. She wishes to say thank
you to the Council, the Mayor, the Department Heads, Clerk and
Treasurer Spencer and to all that has helped this City to be
accessable. New Albany is not accessable. She says Merry Christmas
and Happy New Year. She will miss those leaving the Council and she
hopes to start on the new members.

There being no further business to come before the Council,
Councllperson Potter moved to adjourn at 8:25 o'clock P.M. seconded by
Councllperson Wolpert and unanimously carried.
