HomeMy WebLinkAbout11-04-2009 • MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA NOVEMBER 4, 2009 Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Engineer Miller and Councilperson Wilson. Also present were: Assistant Police Chief Grimes, Vehicle Maintenance Director Drury, City Attorney Wilder, Parks Director Manor, Building Commissioner Segraves, Animal Shelter Director Wilder, Personnel Director Calabro, Engineer Crouch, Growth Coordinator Lovan, Fire Chief Harrod, Communications Director Thomas, Street Commissioner Hosea, Assistant Police Chief Grimes, Planning and Zoning Director Urban, WWTP Director Ashack, IT Director Hardy, Sewer Inspector Wright, Councilperson Smith, Assistant Planning and Zoning Director Fogle, Emergency Planner Christian, Safety Director Mongarella, and Deputy Clerk Mayfield. Councilperson Wilson made the motion to approve the minutes of 10-28-09 as presented, and seconded by Engineer Miller and carried unanimously. Engineer Miller made the motion to approve the payroll as presented, and seconded by Councilperson Wilson and carried unanimously. NEW BUSINESS PERMISSION FOR SIGNAGE Dan Fox, President of Family and Children's Place asked permission from the Board to place 4 x 4 signs at six locations in Jeffersonville to promote a campaign against child abuse from November 15 to November 25, 2009. Engineer Miller made the motion to approve the signage pending the Street Commissioners approval of the locations, seconded by Councilperson Wilson and carried unanimously. SPRING STREET SPECIAL EVENTS/NEIGHBORHOOD ISSUE i Steve Strocen representing Riverside Properties appeared before the Board regarding the Hallowfest Event on October 31, 2009 and the Noise Ordinance. He said the band was set up at the Overlook and was very, very loud. Councilperson Mike Smith agreed that the music was very loud. Councilperson Wilson said she received several phone calls about the loud music as well. Mr. Strocen said no notification was given about the event or the street closures. He said the intersection at Spring and Riverside Drive was closed as well. Planning and Zoning Director Urban said the Overlook shouldn't be used for events with music such as this and notice should be given to residents weeks prior to events. Mr. Strocen presented examples of noise decibel levels and what level occurred on October 31, 2009 and offered the City a decibel meter. Mayor Galligan assured him that music bands would not be performing at the Overlook in the future. Chad Sprigler, the new owner of the former Jimmy's On the River appeared before the Board about calls being made to the police about loud music at his bar/restaurant. He said his music is only played inside the establishment. A resident in the area said the loud music is coming from speakers in the open air deck in the wee hours of the morning. Mr. Sprigler said there was one incident when the music was left on by mistake. Mayor Galligan said the outside music must be toned down or turned off by a certain time in the future. 2010 HOLIDAY SCHEDULE Communications Director Thomas presented the 2010 Holiday schedule for approval. Engineer Miller made the motion to approve the 2010 Holiday schedule, seconded by Councilperson Wilson and carried unanimously. STREET SIGNS/STREET NAME CHANGE Engineer Miller made the motion to change the name of Virgil Drive in Jackson Heights to Peachtree Street and install six 20 mph speed limit signs, seconded by Councilperson Wilson and carried unanimously. NOLE DRIVE Street Commissioner Hosea said Nole Drive needs a speed hump to slow drivers down. HAMBURG PIKE AND COOPER'S LANE Councilperson Smith said he received a request that Hamburg Pike and Cooper's Lane needs a stripe or stop bars. CHILDREN PLAYING SIGN • Councilperson Smith requested a "Children Playing" sign in Hidden Lakes Subdivision. Street Commissioner Hosea said he would install the sign. DIVISION STREET ALLEY Councilperson Smith said he received a call in regard to the alley on Division Street and Chestnut Street needing reshaping because when it rains the water runs into a resident's garage. Mayor Galligan said that will be straightened out next year. There being no further discussion to come before the Board, Councilperson Wilson made the motion to adjourn the meeting at 10:18 a.m., seconded by Engineer Miller and carried nnanimnncly ATTEST: CLE REASURER
