City Hall Mayor's Conference Room
The Common Council of the City of Jeffersonville met in Special Session on Monday,
November 2, 2009. Council President Connie Sellers called the meeting to order. On
call of the roll those members present were: Councilpersons Mike Smith, Ed Zastawny,
Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Nathan Samuel. Also
present were Mayor Tom Galligan, Council Attorney Greg Clark, Wastewater Treatment
Plant Superintendent Len Ashack, Sewer Board Member Dale Orem, Sewer Board
Attorney Scott Lewis, Engineer Jorge Lanz, and Deputy Clerk Treasurer Barbara Hollis.
Q-Star Technology Demonstration
Mr. Curt Noel of Q-Star Technology demonstrated the Flashcam 880K. This device can
be used in many areas in several different ways. Information is attached to the minutes.
Sewer Rates
Mr. John Seever of Umbaugh explained the need for passage of two different Ordinances.
One is a Bond Ordinance authorizing the issuance of bonds in the amount $47 million.
These bonds will be sold to SRF and on the open market and includes the refunding of
the 1998 Bonds. One third of the money is SRF eligible. The Rate Ordinance will
initially double the rates while increasing 10% each year from 2012 to 2015. Capacity
fees currently referred to as tap-in fees also are to increase. This is part of the consent
decree. Council President Sellers noted the need to understand the Council does not
want to do this, but is being forced to by the Federal Government and the consent decree.
Councilperson Samuel made the motion to adjou at 7:22 P.M
