City Hall Council Conference Room The Common Council of the City of Jeffersonville met in Special Session on Wednesday, October 21, 2009. Council President Connie Sellers called the meeting to order, and on call of the roll those members present were: Councilpersons Mike Smith, Connie Sellers, Barbara Wilson, Ron Grooms, and Keith Fetz. Also present were Mayor Tom Galligan, Deputy Clerk Treasurer Barbara Hollis, and Chief Deputy Clerk Treasurer Suzy Bass. Redevelopment Loans Planning Director Jim Urban asked the Council to approve two loans that the Economic Loan Committee unanimously approved. Dr. Rita Fleming asked for a loan of $55,000.00 for improvements to a building owned by the Housing Authority. After discussion the motion was made by Councilperson Smith to approve Resolution 2009-R- 21 approving the loan, second by Councilperson Fetz passing 4-0-1, with Grooms abstaining. Director Urban asked for a loan approval for Martha Blair in the amount of $60,000.00 for improvements at 214 W Court Ave which is owned by the Kempfs. After further discussion the motion was made by Councilperson Fetz to approve 2009-R-22 approving the loan, second by Councilperson Wilson, passing 4-0-1, with Grooms abstaining. Director Urban asked for a transfer of money to the General Operating fund. The motion was made by Councilperson Grooms to approve a transfer of $200,000.00 to the General Operating fund in Redevelopment second by Councilperson Wilson passing on a vote of 5-0. Claim approval Deputy Hollis asked for approval to pay a claim to Haus Roofing in the amount of $12,750.00 for the fire station on Wall St. The motion was made by Councilperson Smith to approve the claim, second by Councilperson Wilson, passing 5-0. Budget for 2010 Councilperson Grooms reviewed the budget for 2010. Discussion was held on raises for civilian employees. The motion was made by Councilperson Grooms to approve $500.00 raise per civilian employee, except for Drainage and Sewage, second by Councilperson Fetz. (Councilperson Zastawny arrived at this time). Councilperson Zastawny said that he can't vote in favor of this as he feels longevity would be the best way to award employees. The motion passed 4-1-1, with Councilperson Zastawny voting no and Councilperson Sellers abstaining. Councilperson Samuel arrived at 7:15 P.M. The motion was made by Councilperson Samuel to put $500,000.00 in the Annexation budget as transfer of funds to EDIT for Oak Park, second by Councilperson Wilson, passing on a vote of 6-0-1, with Councilperson Sellers abstaining. The motion was made by Councilperson Samuel to put $500,000.00 in the Annexation budget, listed as $300,000.00 as Oak Park Annexation, and $200,000.00 listed as Transfer of funds, seconded by Councilperson Wilson, passing 6-0-1, with Councilperson Sellers abstaining. The motion was made by Councilperson Zastawny to take the Oak Park column out of all budgets, second by Councilperson Sellers passing 7-0. The motion was made by Councilperson Grooms to approve 2009-OR-41, an ordinance fixing salaries for employees for 2010 on the 1St reading, seconded by Councilperson Zastawny passing 6-0-1, with Councilperson Sellers abstaining. The motion was made by Councilperson Samuel to approve 2009-POR-42, the 2010 Budget order, on the 1St reading, second by Councilperson Fetz passing 7-0. The meeting adjourned at 8:00 P.M.
