OF THE CITY OF JEFFERSONVILLE, INDIANA
OCTOBER 7, 2009
In Mayor Galligan's absence Planning and Zoning Director Urban called the meeting to order at 9:30
a.m. and on call of the roll those members present were: Vehicle Maintenance Director Drury sitting in
for Engineer Miller and Councilperson Grooms sitting in for Councilperson Wilson. Growth
Coordinator Lovan sat in as a voting member of the Board.
Also present were: Assistant Police Chief Grimes, Vehicle Maintenance Director Drury, City Attorney
Wilder, Assistant Fire Chief Lee, Sewer Office Manager Mattingly, Building Commissioner
Segraves, Animal Shelter Director Wilder, Personnel Director Calabro, WWTP Assistant Director
Kearney, WWTP Director Ashack, Engineer Crouch, Growth Coordinator Lovan, Communications
Director Thomas, Asst. Planning and Zoning Director Fogle, Planning and Zoning Director Urban,
Safety Director Mongarella, Sewer Inspector Wright, Code Enforcement Officer Frey, and Deputy
Clerk Mayfield.
Councilperson Grooms made the motion to table the minutes of 9-30-09 as presented, and
seconded by Vehicle Maintenance Director Drury and carried unanimously.
Vehicle Maintenance Director Drury made the motion to approve the payroll as presented and
seconded by Growth Coordinator Lovan and carried unanimously.
NEW BUSINESS
STREET CLOSURE/SUGAR MAPLES AND PERKFECTIONS CAFE
Councilperson Grooms made the motion to approve the closing of Maple and Spring Streets
for the 5th Annual Antique and Food Fest on October 17, 2009 from 6:30 to 5 pm, seconded
by Vehicle Maintenance Director Drury and carried unanimously.
UNSAFE BUILDING/221 MAPLE STREET
Code Enforcement Officer Frey said Mr. Clark; the owner of 221 Maple Street has asked for
an extension and will appear before the Board on October 21, 2009. The Board of Public
Works tabled this item until then.
UNSAFE BUILDING/KEHOE LANE
Code Enforcement Officer Frey recommended that the structure at 1640 Kehoe Lane be
demolished. The owner has been notified by certified mail of the unsafe structure and all
legal steps have been taken regarding this property. Vehicle Maintenance Director Drury
made the motion to approve the demolition of the structure, seconded by Councilperson
Grooms and carried unanimously.
REQUEST FOR VENDOR PERMIT
Timothy O'Meara asked the Board's permission to sell pre-packed refreshments on the
sidewalk outside of Industrial Nightmare. Councilperson Grooms made the motion to
approve the vendor permit free of charge from October 7, 2009 through Novemberl, 2009 to
sell refreshments on the sidewalk, and seconded by Vehicle Maintenance Director Drury and
carried unanimously.
HANDICAPPED SIGN AT 933 E. MAPLE STREET
Vehicle Maintenance Director Drury made the motion to remove the handicapped sign at 933
E. Maple Street, seconded by Councilperson Grooms and carried unanimously.
FIRE DEPARTMENT AGILITY TEST
Assistant Fire Chief Lee said the previously approved schedule for the Agility Test has been
postponed until a later date. Growth Coordinator Lovan made the motion to rescind the
previous approval, seconded by Councilperson Grooms and carried unanimously.
SIGN REQUEST
Councilperson Grooms said he received a request from BNI who rents the Ken Ellis Building
to install a sign with their logo on the Ken Ellis sign pole. After some discussion, Vehicle
Maintenance Director Drury made the motion to approve erecting the sign, seconded by
Growth Coordinator Lovan and carried unanimously.
STOP LIGHT/COURT AND I-65
Councilperson Grooms said the light at Court Avenue and I-65 is not synchronized well.
City Engineer Miller is looking into this and Street Commissioner Hosea is meeting with
someone to discuss this as well.
SINKHOLE AT 300 BLOCK OF E. MARKET STREET
Councilperson Grooms reported that there is a sinkhole in the 300 Block of E. Market Street.
City Engineer Crouch said he would check it out.
THOMAS JEFFERSON SCHOOL/SWINGS
Animal Shelter Manager Wilder said there are some damaged swings at Thomas Jefferson
School that were damaged by people using Shirley Hall Park. Councilperson Grooms said
the park is not under the city's jurisdiction and this issue needs to be brought before the Park
Authority. Councilperson Grooms said there is also a problem with parking on the grass on
Sundays on Charlestown Pike.
There being no further discussion to come before the Board, Councilperson Grooms made the
motion to adjourn the meeting at 10:01 a.m., seconded by Street Commissioner Drury and
carried unanimously.
