HomeMy WebLinkAbout09-30-2009• MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA SEPTEMBER 30, 2009 Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Engineer Miller and Councilperson Wilson. Also present were: Assistant Police Chief Grimes, Vehicle Maintenance Director Drury, City Attorney Wilder, Parks Director Manor, Assistant Fire Chief Grant, Sewer Office Manager Mattingly, Building Commissioner Segraves, Animal Shelter Director Wilder, Personnel Director Calabro, Engineer Crouch, Growth Coordinator Lovan, Fire Chief Harrod, Communications Director Thomas, Asst. Planning and Zoning Director Fogle, Street Commissioner Hosea, Police Chief Deeringer, Code Enforcement Officer Frey, Planning and Zoning Director Urban, Safety Director Mongarella, Executive Assistant Young, and Deputy Clerk Mayfield. Councilperson Wilson made the motion to approve the minutes of 9-23-09 as presented, and seconded by Engineer Miller and carried unanimously. Engineer Miller made the motion to approve the payroll as presented, and seconded by Councilperson Wilson and carried unanimously. OLD BUSINESS 1627 KEHOE LANE Building Commissioner Segraves obtained bids to demolish the property at 1627 Kehoe Lane. The low bidder was Clark Nickles Inc. in the amount of $1,700.00. Engineer Miller made the motion to approve the bid of Clark Nickles Inc. in the amount of $1,700.00, seconded by Councilperson Wilson and carried unanimously. NEW BUSINESS DARE TO CARE SK RUN AND WALK Engineer Miller made the motion to approve closing the bridge for the Dare to Care Food Bank Walk on Sunday, October 18, 2009, seconded by Councilperson Wilson and carried unanimously. CITATION/819 WALNUT STREET Roger Caldwell, owner of the property at 819 Walnut Street was cited to the Board of Public Works for violations that need to be repaired. Mr. Caldwell was sent a certified letter for the unsafe building and the reasons it is deemed unsafe. He was given 30 days from the receipt of the letter to render the building safe. Code Enforcement Officer Mary Frey presented pictures to the Board also. Joe Buckman, a next door neighbor appeared before the Board to complain about the various problems with the property including mosquitoes, rats, and roaches. Mr. Caldwell said this is all news to him. He said the last tenant he had in there destroyed the house. He said he is trying to evict the tenant and then he can fix all the problems. Mayor Galligan told Mr. Caldwell to get a plan together and a time frame for the repairs and give to Building Commissioner Segraves. Street Commissioner Hosea said he has cleaned the alley behind this property seven times and has a bill that has not been paid. Mayor Galligan said this would be addressed as well. CITATION/1040 AVONDALE COURT Roger Caldwell, owner of the property at 1040 Avondale Court was cited to the Board of Public Works for violations that need to be repaired. Mr. Caldwell was sent a certified letter for the unsafe building and the reasons it is deemed unsafe. Code Enforcement Officer Sellers said there are windows that need to be replaced, trash and debris, and a shed that needs to be demolished. Mr. Caldwell said he is in the process of ordering windows as well as doing the other repairs. Mayor Galligan said Mr. Caldwell is to get a plan and time frame together for Building Commissioner Segraves. Engineer Miller made the motion to approve Mr. Caldwell getting the property in compliance before it can be rented out, seconded by Councilperson Wilson and carried unanimously. CITATION/822 WATT STREET Roger Caldwell, owner of the property at 822 Watt Street was cited to the Board of Public Works for violations that need to be repaired. Mr. Caldwell was sent a certified letter in regard to the unsafe building. Mr. Caldwell said he would take care of the problems. Mayor Galligan told Mr. Caldwell to give Building Commissioner Segraves a plan of action and a time frame that the repairs will be completed in. RESIDENT ONLY PARHING/713 E. CHESTNUT STREET Greg Hunter requested two resident only parking signs in front of his home at 713 E. Chestnut Street. The police department will check the location. Councilperson Wilson made the motion to approve the resident only parking signs pending police approval, seconded by Engineer Miller and carried unanimously. STREET CLOSURE REQUEST AT KEWANNA AND CHIPPEWA Josh Rodriquez asked the Board to approve blocking the street at Kewanna Drive and Chippewa Drive the night of Halloween for safety reasons. He said there are so many kids in that area that it is dangerous. Police Chief Deeringer said if one request like this is granted then everyone will want to do it. He said he will talk further with Mr. Rodriquez for other possible options. SIDEWALKS ON ALLISON LANE Engineer Miller made the motion to approve Change Order #3 presented by Josh Hillman of Jacobi, Toombs, and Lanz deducting $5,370.15 from the contract, seconded by Councilperson Wilson and carried unanimously. City Attorney Wilder sat in temporarily as a voting member of the Board. DESIGN CONTRACT SIDEWALKS ON JONQUIL DRIVE Josh Hillman of Jacobi, Toombs, and Lanz presented for approval the design and engineering services contract on a time and material basis with a not to exceed amount of $7,500.00. Councilperson Wilson made the motion to approve the contract not to exceed $7,500.00, seconded by Engineer Miller and carried unanimously. RENAMING 13TH STREET TO GORDON GUTMANN BLVD. Engineer Miller made the motion to change the name of 13th Street to Gordon Gutmann Boulevard effective in two weeks from today, seconded by Councilperson Wilson and carried unanimously. SALT BARN DOME Engineer Miller made the motion to accept the bid of D. Julius Brothers LLC in the amount of $147,200.00, seconded by Councilperson Wilson and carried unanimously. SK DASH/JEFF MAIN STREET Councilperson Wilson made the motion to approve the SK Dash on November 7, 2009 by Jeff Main Street, seconded by Engineer Miller and carried unanimously. It will begin at the 500 block of Spring Street and end at the 100 block of E. Court Avenue. STREET DANCE/FIRE DEPT. Engineer Miller made the motion to approve the Street Dance at 11th Street and Mechanic Street put on by the Fire Department on October 24, 2009, seconded by Councilperson Wilson and carried unanimously. The street will be closed from 11 am till 10 pm. The music will end at 9 pm. CONSULTING SERVICES AGREEMENT Engineer Miller made the motion to approve the consulting services agreement between the City of Jeffersonville and Jacobi, Toombs, and Lanz to assist with redistricting not to exceed $20,000.00, seconded by Councilperson Wilson and carried unanimously. There being no further discussion to come before the Board, Councilperson Wilson made the motion to adjourn the meeting at 10:27 a.m., seconded by Engineer Miller and carried unanimously.
