HomeMy WebLinkAbout09-23-2009• MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA SEPTEMBER 23, 2009 In Mayor Galligan's absence Planning and Zoning Director Urban called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Engineer Miller and Councilperson Wilson. Vehicle Maintenance Director Drury sat in as a voting member of the Board. Also present were: Human Resources Director Calabro, Vehicle Maintenance Director Drury, Animal Shelter Director Wilder, Parks Director Manor, Building Commissioner Segraves, WWTP Superintendent Ashack, WWTP Asst. Superintendent Kearney, Planning and Zoning Director Urban, City Attorney Wilder, Assistant Fire Chief Lee, Code Enforcement Officer Sellers, Street Commissioner Hosea, Sewer Office Manager Mattingly, IT Director Hardy, Assistant Police Chief Pavey, Sewer Inspector Wright, Communications Director Thomas, and Deputy Clerk Mayfield. Councilperson Wilson made the motion to approve the minutes of 9-16-09 as presented, seconded by Engineer Miller and carried unanimously. Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Wilson and carried unanimously. OLD BUSINESS PERRIN LANE 3 WAY STOP Jim Hollis appeared before the Board to request a 3 way stop at 8th Street and Perrin Lane. He said it is difficult to pull out onto Eighth Street from Perrin Lane where he resides. Planning and Zoning Director Urban said transportation planners are going to look at the whole area regarding this issue. Mr. Hollis was asked to come back in two weeks for more information. NEW BUSINESS TWO HOUR PARKING Bonnie Roll who works for Dr. Bruce Jones at 430 Locust Street appeared before the Board to request two 2 hour parking signs in front of the office. She said residents of the apartments next door are parking in front of the office. Engineer Miller made the motion to approve the two 2 hour parking signs pending approval from the police and the street department, seconded by Councilperson Wilson and carried unanimously. UNSAFE BUILDING AT 1627 KEHOE LANE Code Enforcement Officer Sellers said a fire took place at this address in July and in August a citation was sent by Certified Mail regarding the unsafe building. The certified letter was signed for by Mary Hoffa, the owner. She has not responded to the certified letter and did not appear before the Board. Code Enforcement Officer Sellers recommends that the City remove the building and place a lien upon the property for the cost of the removal. Engineer Miller made the motion to approve the removal of the property, seconded by Councilperson Wilson and carried unanimously. Bids will be presented next week on the removal. 915-917 E. COURT AVENUE Ms. Evola who resides next to the property appeared before the Board to complain that improvement is not being made. She said she complained two months ago and it has gotten worse instead of better. She brought pictures of what has taken place this past weekend. She said the work begins when the city offices close. She said another project has been started when he hasn't finished the existing ones. She asked why another permit would be granted when the other projects aren't finished. Building Commissioner Segraves said a blanket permit was granted for all the projects. Planning and Zoning Director Urban said there was action taken by this Board on August 10, 2009 and an inspection was done and a list of items to be completed was made. He agreed that not all of the items on the list have been completed and the city has been in contact with Mr. Elliott's attorney. Director Urban agrees that new projects shouldn't be started until the existing ones are complete but the City is working through the process that was approved. He said he is sympathetic to what Ms. Evola is seeing from her property but if someone chooses to do something on their property and it meets the building codes the City can't refuse them a building permit. He said there are no design standards other than building codes. 1000 BLOCK OF E. COURT AVENUE AND 7TH STREET Assistant Police Chief Pavey said he received a request from a resident in the 1000 block of E. Court Avenue for "Children at Play" signs. After some discussion, Engineer Miller made the motion to approve the "Children at Play" signs pending Street Department approval, seconded by Councilperson Wilson and carried unanimously. There being no further discussion to come before the Board, Engineer Miller made the motion to adjourn the meeting at 9:57 a.m., seconded by Councilperson Wilson and carried AT ST: CLE ASURER
