City Hall Council Conference Room
The Common Council of the City of Jeffersonville met in Special Session on Wednesday,
September 30, 2009. Council President Connie Sellers called the meeting to order, and
on call of the roll those members present were: Councilpersons Mike Smith, Ed
Zastawny, Connie Sellers, Barbara Wilson, and Nathan Samuel. Also present were
Deputy Clerk Treasurer Barbara Hollis, and Chief Deputy Clerk Treasurer Suzy Bass.
Request For Salary Study
Planning and Zoning Director Jim Urban said he has been looking at developing job
descriptions with pay studies by region. Human Resource Director Kim Calabro would
like to have market averages, performance evaluations, pay ranges and a more equitable
system. An analysis could be done for about $20,000.
Councilperson Fetz arrived at 6:10 P.M.
Councilperson Smith is concerned for the training of Department Heads. Director Urban
said there would be a procedure for performance review. Councilperson Zastawny noted
this would be a public document. He is also concerned for the possible change in
management every 4 years. He would like to understand how this would be used. At
the conclusion of all discussion, Councilperson Zastawny made the motion to allow an
expenditure not to exceed $20,000 from Gaming Revenue for a salary study, second by
Councilperson Smith, passing on a vote of 6-0. Director Calabro said it is the intent to
have the training done by the end of January. Councilperson Zastawny asked if all hiring
goes thru Director Calabro. Director Calabro said most hiring does; it is getting better.
Introduction
Mr. Matt Smolek, Port Director, Ports Of Indiana-Jeffersonville, introduced himself,
saying hello, looking forward to working with you.
Council Budget
The Council budget was discussed. Councilperson Samuel made the motion to change
the Council budget Boys & Girls Club line to -0-, add Ordinance Codification $40,000,
and carry forward Main Street $29,000, second by Councilperson Zastawny, passing on a
vote of 6-0. Councilperson Wilson made the motion to add Spay/Neuter for $10,000,
second by Councilperson Wilson, failing on a vote of 2-4. Councilpersons Smith Sellers,
Fetz, and Samuel voted against passage.
EDIT Budget
Council President Sellers made the motion to leave the EDIT budget Sidewalks line the
same, add $500,000 for Paving, Riverstage Capital enough for the bond payment only,
second by Councilperson Zastawny, passing on a vote of 6-0.

Rainy Day Budget
Councilperson Wilson made the motion to leave the Rainy Day budget the same, second
by Councilperson Smith, passing on a vote of 6-0.
Fire Department Budget
Councilperson Fetz made the motion to approve the 2010 proposed budget with the
change of the sewer line #348 to $5,000, second by Councilperson Wilson, passing on a
vote of 6-0. Councilperson Zastawny made the motion to approve the Fire Department
Annexation at $250,000, second by Councilperson Wilson, passing on a vote of 6-0.
Building Commission
Councilperson Smith made the motion to zero out the Oak Park proposed budget, second
by Councilperson Zastawny, passing on a vote of 5-0-1. Council President Sellers
abstained.
City Engineer
Councilperson Smith made the motion to remove the truck in the amount of $20,000 in
the City Engineer budget, second by Councilperson Wilson, passing on a vote of 6-0.
Planning and Zoning
Councilperson Fetz made the motion to approve the Planning and Zoning budget as
presented, second by Councilperson Smith, passing on a vote of 6-0.
Police
Council President Sellers presented a proposed increase in salary for the Emergency
Management position, explaining the reasons. Concern was voiced that the request did
not come from the Department Head or the Department Liaison. Following discussion,
Councilperson Wilson made the motion to approve the budget as proposed, second by
Councilperson Smith, passing on a vote of 6-0.
The meeting adjourned at 8:40 P.M.
