COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
September 21, 2009
The Common Council of the City of Jeffersonville, Indiana met in regular session
in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M.
.- on Monday September 21, 2009.
In the absence of Mayor Tom Galligan, Council President Connie Sellers, with
Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also
present were City Attorney Darren Wilder, Council Attorney Greg Clark, and
Administrative Assistant Laura Boone. Council President Sellers welcomed all in
attendance, asking all those present to stand as Councilperson Nathan Samuel gave the
invocation. Council President Sellers then asked all those present to join him in the
pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Mike Smith, Ed
Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms.
Absent: None.
Councilperson Fetz made the motion to approve the agenda as presented, second
by Councilperson Zastawny, passing on a vote of 7-0.
Councilperson Grooms made the motion to preapprove the Parks claims in the
amount of $1,721.88, second by Councilperson Zastawny, passing on a vote of 7-0.
Deputy Clerk Hollis presented the claim list for consideration by the Council.
Councilperson Fetz questioned the purchase of a camera as a Riverstage expense.
Councilperson Grooms noted he called Parks Superintendent Manor who said he had
authorized the purchase. Councilperson Fetz would like a letter of justification, noting
Larry Thomas has camera equipment and photographs events. Councilperson Samuel
shares these concerns. Following discussion, Councilperson Fetz made the motion to
amend the list to exclude the camera, until it is justified, and approve the claims as
amended, second by Councilperson Grooms, passing on a vote of 7-0.

PUBLIC COMMENT:

Job's Daughters members Cassidy Clenkerleod, Rachel Cox, Allie Woodrum and
Whittney Pait each appeared before the Council explaining what being a member of Job's
Daughters means. Council President Sellers, on behalf of Mayor Galligan, read a
proclamation declaring this Job's Daughter's week.
Ms. Fran Evola appeared before the Council asking help for the Jefferson Court
neighborhood.
COUNCIL COMMENT:
There was no Council comment.
DEPARTMENT HEAD REPORTS:
There were no Department Head reports.
AGENDA ITEMS:
Councilperson Grooms made the motion to pass Ordinance No. 2009-OR-34, An
Ordinance Amending 2009-OR-28, An Ordinance Amending 2009-OR-24, Which
Amends 2009-OR-16, Which Amends 2009-OR-9, Which Amends 2009-OR-7, Which
Amends 2009-OR-2, Which Amends 008-OR-79, An Ordinance Fixing Basic Salaries Of
Appointed Officers And Employees Of The City Of Jeffersonville, Indiana for The Year
2009, on the third reading, second by Councilperson Fetz, passing on a vote of 7-0.
Councilpersons Zastawny noted this is a part of the consent decree.
Councilperson Grooms noted the date has been extended for the passage of
Ordinance No. 2009-OR-35, An Ordinance Fixing Basic Salaries Of Appointed Officers
And Employees Of The City Of Jeffersonville, Indiana For The Year 2010.
Councilperson Grooms noted Mayor Galligan has recommended a 3.8% increase in
variations. Councilperson Grooms reviewed options. He did note property tax
collections might be reduced due to appeals. Miscellaneous revenues are going well.
Councilperson Grooms feels it is doable. Councilperson Samuel suggests directing the
Clerk Treasurer the amount to pay thru an Ordinance. Councilperson Fetz feels it is
unordinary to consider such a raise with what is going on around us. At the conclusion of
all discussion, Councilperson Smith made the motion to pass Ordinance No. 2009-OR-35
on the second reading, passing on a vote of 6-0-1. Council President Sellers abstained.
Councilperson Grooms presented and explained the miscellaneous revenue sheet.

CLERK TREASURER COMMENTS:
There were no Clerk Treasurer comments.
COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS:
Councilperson Samuel noted the front of the old Street Department looks bad. He
would like to see some type of buffer. Due to the passing of Assistant Police Chief
Morlan's father, Councilperson Samuel offered condolences to the family.
Councilperson Samuel will not be in town on Wednesday and will miss the budget
meeting.
Councilperson Grooms announced a Finance Committee meeting would be held
Friday, September 25, 2009 at 9:00 A.M. There is a need to prioritize projects. He asks
all to relay ideas, especially the proposed Police Headquarters, by Friday.
Councilperson Smith said an additional $9,000 is needed for the roof for the 8`n
and Wall Fire Station.
Council President Sellers said the next meeting would be moved to Tuesday,
October 6, 2009 at 7:30 P.M. There is a need to reschedule the October Parks Authority
meeting due to the holiday.
As there was no further business to come before the Council, the meeting was
adjourned.
