JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION
Wednesday, September 9, 2009, 6:30 P.M.
City Hall
The Common Council of the City of Jeffersonville met in Special Session on Wednesday
September 9, 2009. Council President Connie Sellers called the meeting to order, and on
call of the roll those members present were: Councilpersons Mike Smith, Keith Fetz,
Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms. Councilperson Ed
Zastawny was absent. Also present was Chief Deputy Clerk Treasurer Suzy Bass.
2010 Budgets
Financial Advisor Bill Mattingly reported the process that the Administration used in
preparing the budgets for the Council's consideration. He worked with Suzy on the
salary ordinance and the monies needed to fund the 2009 approved budget. He worked
with Barb Hollis on the revenue information and he and the Mayor met with each
department head to discuss their needs for the next year. Mr. Mattingly said that other
than a few exceptions and the funding for the contracts, they have asked fora 3.8%
increase, including raises for civilian employees. He would like to ask that the
administration have the authority to disseminate the amount of money for the raises on
merit decided by department heads. The Mayor has said that he will ensure that
employees are evaluated and treated fairly when distributing the raises.
Councilperson Samuel said he would accept the proposed 3.8% increase so long as the
Council agreed to come back and look into further as the budget process developed.
Councilperson Samuel also said that he is not comfortable with the budget for Oak Park
totally being in the Annexation Fund. There appears to be a misunderstanding as to when
Police and Fire Protection will begin.
Trash Can Ordinance
Discussion was held on making some changes to the ordinance concerning trash cans
used by City residents. The following changes were recommended and will be voted at
during the meeting following this workshop: Section 9 -Insert the word `be'; Insert
verbiage to include requested either by telephone, email or in person to the Street
Department". Section 13 -Verbiage to include that must not generate more than two 96
gallon collection containers per collection day.
Health Insurance Report
Chief Deputy Bass presented the Council with a summary of monies owed from non-
taxing departments for health, life and vision insurance (Attached). The motion was made
by Councilperson Grooms to bill the departments for these monies, seconded by Council

President Sellers and passed 6-0. Ms Bass said that Diane Swank prepared the report and
will personally meet and explain the invoices to the affected Departments and/or Boards.
Raise Requests
Street Director Hosea appeared before the Council requesting approval to increase the
hourly rate for many of his employees by .50 per hour. The total cost would be around
$6,000.00. He feels that they are very deserving of the raise as they always perform
above and beyond what he asks of them. He also pointed out that they are the lowest
paid employees in the City. Councilperson Grooms suggested a one time bonus and
Councilperson Samuel supported his suggestions. Councilperson Smith said that he is
not against the requests but would like to see a program in place to evaluate employees so
it will be fair for all of them. No motion was entertained but the Council will discuss it
again at the next workshop.
Councilperson Samuel made the motion to adjourn at 7:05 P.M., second by
Councilperson Smith, passing on a vote of 6-0.
