City Hall Conference Room The Common Council of the City of Jeffersonville met in Special Session on Monday, May 4, 2009 in the Council Conference Chambers. Mayor Tom Galligan called the meeting to order at 6:40 P.M., and on call of the roll those members present were: Councilpersons Connie Sellers, Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Nathan Samuel. Also present was Chief Deputy Clerk Treasurer Suzy Bass. The motion was made by Councilperson Grooms to approve the agenda with the following changes: Add Attorney Greg Fifer, concerning Brown Forman Rd, Councilperson Barbara Wilson, Taste of Jeffersonville, and remove Councilperson Zastawny, the Police Contract, seconded by Councilperson Samuel and passed 7-0. Brown Forman Road Attorney Greg Fifer appeared before the Council on behalf of the County Commissioners concerning issues about the confusion of street maintenance on certain sections of Brown Forman Road. The attached map shows that sections of the road are owned by the City, County, and Town of Utica. The County is ready to resurface their section of the road and would be willing to resurface all of it for the price of the materials for the City's portion. The cost would be approximately $36,000.00. He would like the City to enter into an interlocal agreement after the paving to decide who will be responsible for maintenance roads in that area. Mayor Galligan said that a section of the road needs to be repaired before the resurfacing should be done and would like to talk with the Town of Utica about how to move forward. Attorney Fifer said they would like to begin resurfacing soon and the Council will give an answer within a week. Interlocal Agreements with Greater Clark County School Corporation Planning Director Jim Urban, along with Engineer Jorge Lanz, Jacobi, Tombs and Lanz, appeared before the Council concerning interlocal agreements with the Greater Clark County School Corp. The 1St agreement that has been approved by the School Corp is an interlocal agreement to take the necessary steps to complete the road project at the Thomas Jefferson Elementary School and the parking lot expansion at the Service Center/Bus Compound. The motion was made by Councilperson Zastawny to approve the agreement, seconded by Councilperson Wilson, passing on a vote of 7-0. Director Urban showed a map of the proposed intersection on 10th Street at Thompson Lane and a new road to be constructed around the old administration building. This would be lighted and would make traffic after school much safer for students leaving school. Also, the City would not have to provide police officers to help with traffic any longer. The City and the School Corp. will share in the cost of the road. The motion was made by Councilperson Samuel to approve the agreement on the Thompson Lane/10tH Street project, second by Councilperson Grooms, passing on a vote of 7-0. Director Jim Urban presented the Council with a map of the proposed Wilson School project. This would include constructing a new road connecting Jeff-C'town and NA/C'town Road right before Wilson School. This would also include putting a cul-de- sac somewhere between Wilson School and the end of Jeff-C'town near Holmans Lane. The school will give about 3 acres of land for the road with the remaining acreage fenced to still enable students to use the field. There is also a proposed sidewalk all the way around the school. Jorge Lanz said the sidewalk would be expanded to Whoerle Road. The following citizens spoke: Charlie Boyd presented handouts with his own proposal and felt the road would be an `alley'. He proposed a right turn only and one way from the school to Holmans Lane as well as a new entrance to the school. Don Stewart asked the Council if the road will be lighted (yes it is in the plans) and the location of the cul-de-sac. He suggested moving the cul-de-sac to the end of the road so that no one would be turning onto Holmans Lane instead of the proposal to put the cul- de-sac at the end of the school and allow the four houses at the end of Jeff/C'town Pike to turn right only onto Holmans. He thinks the new road is a good idea as well as the new sidewalks. Mayor Galligan said that he thinks his idea of moving the cul-de-sac is a good one and the City will entertain that idea. Ed Zelli lives in Abbey Chase and hates to see the road closed off and would like to see a right turn only and the new road. Harry Davis agreed with Mr. Zelli about the right turn only. He had some skepticism but now sees it as a good opportunity. Mr. Lanz said that the City is getting ready to begin with the design phase and would like to start this year on Wilson Road. Linda Naville said that putting a road at the edge of the school grounds could limit the growth of the school. Jim Meston lives at the corner of Holmans Lane and Jeff-C'town Pike and feels that a cul-de-sac further back towards Holmans Lane would be a good idea and doesn't like the idea of a right turn only. Bob Mackley would like to keep things the way they are and put a light at the turn on Holmans and Jeff-C'town Pike. Russell Alexander wants to keep things the way they are. Jim Naville said that he knows that everyone hates change but feels something needs to be done. He suggested the buses come in the back of the school on Charlestown Pike. Director Urban said that the school is excited about the proposed changes and the Council had the opportunity to see the proposed changes in November at a meeting and there were no negative comments. There have been fourteen meetings with the school about this. He also said there is plenty of acreage for growth of the school campus. He said that there is also a traffic signal in the plan design. Urban feels that it is not a good idea to keep things the same and add the light at Holmans Lane. After further discussion, Councilperson Grooms made the motion to approve the interlocal agreement to build a road between Jeff-C'town Pike and New Albany-C'Town Road and leave out the location of the cul-de-sac at this time, seconded by Councilperson Zastawny passing on a vote of 7-0. The Council took a five minute recess. Taste of Jeffersonville Councilperson Wilson asked the City to donate to the Taste of Jeff event to be held on May 21, 2009. The motion was made by Councilperson Wilson to donate $500.00 to the event, seconded by Councilperson Smith passing on a vote of 5-2, with Councilperson Grooms and Fetz voting no. Councilperson Samuel commented that he voted to donate to this event because the City embraces it as its' own event and it benefits the City. The meeting adjourned at 8:20 P.M.
