MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
OF THE CITY OF JEFFERSONVILLE; INDIANA
September 2°a, 2009
Planning and Zoning Director Jim Urban called the meeting to order at 9:30 a.m. and on call
of the roll those members present were: City Engineer Bob Miller and Councilperson
Barbara Wilson.
Also present were: City Attorney Darren Wilder; Police Chief Tim Deeringer; Police Major
Don Grimes; Vehicle Maintenance Director Mike Drury; Building Commissioner Russ
Segraves; Engineer Andy Crouch; Assistant Fire Chief Joe Lee; Street Commissioner David
Hosea; Parks Director Bob Manor; Communications Director Larry Thomas; Sewer Office
Manager Bill Mattingly; Animal Shelter Director Harry Wilder; City Growth Coordinator
Rick Lovan; Sewer Department Bruce Wright; Safety Director Dominick Mongarella;
Assistant Utility Director Lori Kearney; Utility Directory Len Ashack and Administrative
Assistant Laura Boone.
Councilperson Wilson made the motion to approve minutes from August 26th, 2009 as
• presented, second by Engineer Bob Miller and carried unanimously.
Engineer Bob Miller made the motion to approve the payroll as presented, second by
Councilperson Wilson and carried unanimously.
NEW BUSINESS
CLOSING OF SNYDER DRIVE DURING CONSTRUCTION OF WOODS OF
NORTHHAVEN DUE TO SPEEDING
City Engineer Bob Miller said Northhaven didn't want Snyder road opened up, but they're
the ones speeding through construction areas. He said the construction company called and
asked someone to close Snyder Drive during the construction of Woods of Northhaven. He
didn't see a problem with it but asked the Fire Department and Police Department
representatives if they had a problem with closing Snyder Drive. Planning and Zoning
Director Urban said Snyder Drive is not a public street at this point, it's still under
construction. It has a binder course on it and is open and available for people to cut thru. He
talked to Jeff Corbett last week who suggested that this street be closed off during the day
and re-opened during the evening. Jack Coffman, Marketing Agent for Premier Homes said
there are currently 8 residents residing on Snyder Drive. A total of 15 houses have been sold
and 6 are still under construction. The blockade will be used from Sam to Spm with a sign
saying "open to current residents only". Once the Snyder Drive phase of construction is
complete, they can open it up permanently to thru traffic. Engineer Bob Miller made the
motion to put up a temporary blockade on Snyder Drive during the day from 8 am to 6 pm,

• Monday thru Friday to block Snyder Drive until construction is complete, second by
Councilperson Wilson and carried unanimously.
ARTSY FARTSY FESTIVAL
Christy Spence asked permission for street closure during the Artsy Fartsy Festival. There
will be a beer garden during the festival and they want to put up a tent for the four micro
breweries who will be participating. It will be erected between the 100 Block of East
Chestnut, between Wall and Spring Streets. The tickets will be purchased inside 300 Spring
who is leasing out the facility for the festival. They will carry the rider insurance for that
event and will provide the city a copy of that rider. The festival will be held on September
1811', 2009 from 7 pm until midnight. They would need the street closed between noon on
Sept. 18th, until 10 am on Sept. 19th, in order for the tent to be put up and taken down. A
motion was made by Engineer Bob Miller to allow the event on September 18th, 2009 second
by Councilperson Wilson and carried unanimously.
OTHER BUSINESS
There being no further discussion to come before the Board; Engineer Miller made the
motion to adjourn the meeting at 9:55 a.m., second by Councilperson Wilson and carried
unanimously.
