COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
August 31, 2009
The Common Council of the City of Jeffersonville, Indiana met in regular session
in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M.
on Monday August 31, 2009.
Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk,
called the meeting to order at 7:30 P.M. Also present were City Attorney Darren Wilder,
Council Attorney Greg Clark, and Administrative Assistant Laura Boone. Mayor
Galligan welcomed all in attendance, asking all those present to stand as Councilperson
Nathan Samuel gave the invocation. Mayor Galligan then asked all those present to join
him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Mike Smith, Ed
Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms.
Absent: None.
Councilperson Zastawny made the motion to approve the agenda, second by
Council President Sellers, passing on a vote of 7-0.
Mayor Galligan presented the minutes for consideration. Councilperson Wilson
made the motion to approve the minutes of July 20, 2009 (7:30 P.M.) second by
Councilperson Samuel, passing on a vote of 7-0. Councilperson Wilson then made the
motion to approve the minutes of August 17, 2009 (7:30 P.M.), second by Councilperson
Grooms, passing on a vote of 7-0.
Deputy Clerk Hollis presented the claim list for consideration by the Council.
Following discussion, Councilperson Zastawny made the motion to approve the claims as
presented, second by Councilperson Grooms, passing on a vote of 7-0. Councilperson
Grooms made the motion to preapprove the Park claims in the amount of $30,299.98,
second by Councilperson Samuel. Councilperson Samuel would like to have the sewer
bill for the Aquatic Center looked into, as there was a leak at the pool. The motion
passed on a vote of 7-0.

There was no Council comment.
DEPARTMENT HEAD REPORTS:
There were no Department Head reports.
AGENDA ITEMS:

A proposed Transfer Ordinance for the Sanitation Department was discussed.
The Ordinance will not be required.
CLERK TREASURER COMMENTS:
Deputy Hollis informed the Council that the budget public hearings have been
advertised for September 14, and 28, 2009. Councilperson Grooms said the Finance
Committee met and has recommended the Council meet every Monday and Wednesday
in September. Budget items will be discussed on Wednesday, September 2, 2009 at 6:00
P.M.
COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS:
Councilperson Zastawny noted football season has started. There was a packed
crowd. Participation is up; however parking is a problem. This needs to be looked at.
Councilperson Fetz reported on the first Sustain Jeffersonville meeting. He may
propose adding members due to the interest.
Council President Sellers, noting an email received from Pat Barrow, asked
Mayor Galligan if he has talked with Planning and Zoning Director Urban regarding the
tailgate banging. Mayor Galligan will check on the situation.
Councilperson Grooms welcomed Council Attorney Clark. He thanked the Police
for being here.
Mayor Galligan noted the LST was here for 10 days and did well. They were
pleased. It was a good event. He was told Jeffersonville treats them better than other
cities. Councilperson Samuel said his brother's father-in-law passed away while the LST
was here and the crew attended the services. Mayor Galligan said they are a great group
of guys. Mayor Galligan has received good information regarding the proposed canal. It

will handle the Ohio Avenue and 8th Street drainage. He is working toward solving the
problem. The EPA likes the idea.
As there was no further business to come before the Council, the meeting was
adjourned at 7:55 P.M.
