City Hall Council Conference Room
The Common Council of the City of Jeffersonville met in Special Session on Monday,
August 3, 2009. Council President Connie Sellers called the meeting to order, and on call
of the roll those members present were: Councilpersons Mike Smith, Keith Fetz, Connie
Sellers, Barbara Wilson, and Nathan Samuel. Councilperson Ron Grooms and Ed
Zastawny are absent. Also present was Deputy Clerk Treasurer Barbara Hollis.
New Police Department Building Proposal
Council President Sellers introduced Planning and Zoning Director Jim Urban. Director
Urban reviewed the need for additional space for the Police Department. There are 64
officers in approximately 5,000 square feet of office space. There is a need for afull-
fledged headquarters.
Councilperson Zastawny arrived at 6:05 P.M.
Police Chief Deeringer, Assistants Mike Pavey, Dave Marble, and Kevin Morlan are in
attendance to answer any questions. Director Urban introduced Mr. Marty Chalfant of
KJ Group. Mr. Chalfant distributed and reviewed a binder titled Jeffersonville, Indiana
Police Department Needs Assessment & Facility Master Plan. Director Urban reviewed
the locations considered. The Mechanic Street location has been chosen. A survey is in
process. A phase 1 environmental study will be done. Financing and funding is being
looked at. It is hoped to be able to get stimulus money. The project could be ready for
construction late this year. If the project is approved to move forward, he requests it be
taken to the finance committee to review funding options. The estimated cost is $8.5
million. At the conclusion of all questions and discussion, Councilperson Samuel made
the motion to continue to march ahead to push for funding with the understanding not to
proceed with construction at this time, second by Councilperson Smith, passing on a vote
of 6-0. Director Urban thanked the Council for their confidence.
Council President Sellers asked the Council members if they would like their budget
information in binders or electronically. She feels all Council should be involved. Five
Council members would like the binders.
Councilperson Samuel made the motion to adjourn at 6:40 P.M., second by
Councilperson Smith, passing on a vote of 6-0.
