HomeMy WebLinkAboutJuly 6, 2009COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA July 6, 2009 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M. on Monday July 6, 2009. Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order at 7:40 P.M. Also present were City Attorney Darren Wilder and Administrative Assistant Laura Boone. Mayor Galligan welcomed all in attendance, asking all those present to stand as Reverend Conrad Moorer gave the invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, and Ron Grooms. Absent: Councilperson Nathan Samuel. Councilperson Grooms made the motion to approve the agenda tabling agenda item #11, second by Councilperson Zastawny, passing on a vote of 6-0. Deputy Clerk Hollis presented the claim list for consideration by the Council. Fire clothing allowance and generators were discussed. Mayor Galligan was asked to review the contract of James Worth. At the conclusion of all discussion, Councilperson Grooms made the motion to approve the claims as presented, as well as preapproval of the Parks claims in the amount of $39,737.92, second by Councilperson Smith, passing on a vote of 6-0. PUBLIC COMMENT: There was no public comment. COUNCIL COMMENT: There was no Council comment. DEPARTMENT HEAD REPORTS: Financial Officer .Bill Mattingly gave a report to the Council (attached). July 6, 2000 AGENDA ITEMS: 2 Assistant Fire Chief Tony Decker explained the need for passage of Ordinance No. 2009-OR-27, An Ordinance Transferring Certain Funds Within Same Department (Fire). Assistant Chief Decker explained the need for additional overtime is due to the extreme amount of sick leave and retirement. He would like to set up a workshop to review budget numbers. Councilperson Grooms noted the super job with numbers prepared by Assistant Decker. He is glad to see the reduction of accrued benefits and driver pay. Councilperson Grooms noted the need to update the budget to allow for pension payments. Councilperson Smith made the motion to pass Ordinance No. 2009- OR-27, second by Councilperson Grooms, passing on a vote of 6-0. Council President Sellers explained the need for passage of Ordinance No 2009- OR-26, An Ordinance Amending Ordinance 2008-OR-021, An Ordinance Of The City Of Jeffersonville, Indiana Authorizing City Officials To Use City Credit Cards For Official Government Purchases Establishing A Credit Limit And Regulating The Number Of Credit Cards Available To Each Department Of City Government. Councilperson Wilson made the motion to pass Ordinance No. 2009-OR-25 on the second and third readings, second by Council President Sellers. Councilperson Grooms offered an amendment to insert in the second to the bottom paragraph of page 3, remove upon request and add by the President of the City Council, or Mayor. Councilperson Grooms also offered an amendment in the first paragraph of page 3, to change in the last sentence "each" to "the following meeting". Councilperson Grooms then made the motion to amend the original motion to include the changes, second by Council President Sellers, passing on a vote of 5-l. Councilperson Smith voted against. The motion to pass Ordinance 2009-R-25 as amended on the second and third reading passed on a vote of 5- l,with Councilperson Smith voting against passage. Councilperson Grooms explained the need for passage of Ordinance No. 2009- OR-26, An Ordinance Transferring Certain Funds Within Same Department (Annexation Fund). Councilperson Grooms made the motion to add an additional $3,745 to the Generator Install line, second by Councilperson Fetz, passing on a vote of 6-0. Councilperson Grooms then made the motion to pass Ordinance No. 2009-OR-26 on the second and third readings, second by Councilperson Fetz, passing on a vote of 6-0. July 6, 2000 3 Council President Sellers explained the need for passage of Ordinance No. 2009- OR-28, An Ordinance Amending 2009-OR-24, Which Amends 2009-OR-16, Which Amends 2009-OR-9, Which Amends 2009-OR-7, Which Amends 2009-OR-2, Which Amends 2008-OR-79, An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2009. Mayor Galligan explained the changes. Councilperson Grooms made the motion to pass Ordinance No. 2009-OR-28 on the first and second readings, second by Councilperson Zastawny, passing on a vote of 6-0. CLERK TREASURER COMMENTS: There were no Clerk Treasurer Comments. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Grooms said he has been unsuccessful in contacting Mat Owns, asking Mayor Galligan to check with Larry Thomas. Councilperson Grooms asked when the Finance Committee would be getting the budgets. Mayor Galligan said he is going thru them now. Councilperson Grooms asked Mayor Galligan to check with The Clerk Treasurer's Office regarding reimbursement for health insurance for sewer and drainage. Councilperson Wilson announced the Spay/Neuter Golf Scramble is scheduled for July 20. The Concerts In The Park are averaging 600 to 800 per concert. Councilperson Smith is working on a policy regarding drinking and driving city vehicles. He is also interested in looking into a health clinic for City employees. Councilperson Fetz had a conversation with a Howard Steamboat Museum Board Member. He asks that the Mayor attend the next meeting to be held the third Thursday in July. The Museum has grant money for a storage facility. Councilperson Fetz noted the newspaper article written by David Mann regarding City Hall paper usage. It is working. He intends to make some changes in the Ordinance. As the meetings are not being filmed, he will not do the Portland Trip presentation. A meeting is scheduled for Tuesday at 12:30 P.M. at Preservation Station regarding creative infrastructure. Council President Sellers said the University of Louisville study on downtown rental property is complete. A presentation will be made. Councilperson Grooms noted the Solid Waste Board will meet on July 17 to select a new Executive Director. Councilperson Grooms then noted the community lost a July 6, 2000 4 valued member of the community and previous Council Member Lyle Havens. He asks all to keep his family in their thoughts and prayers. Mayor Galligan noted the 4th of July Parade was a roaring success. Unfortunately the Louisville Orchestra was rained out Saturday night. Mayor Galligan said a sewer treatment plant will be built on the East side of the City. It will be "green" and generate electricity by burning sludge in zero oxygen. Other "green" projects are planned. He does feel about 85% of the fines will be mitigated. As there was no further business to com~~efore the Council, the meeting was adjourned at 9:55 P.M.
