COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
June 15, 2009
The Common Council of the City of Jeffersonville, Indiana met in regular session
in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M.
on Monday June 15, 2009.
Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk,
called the meeting to order. Also present were Council Attorney Larry Wilder, and
Administrative Assistant Laura Boone. Mayor Galligan welcomed all in attendance,
asking all those present to stand as Councilperson Grooms gave the invocation. Mayor
Galligan then asked all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Mike Smith, Ed
Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms.
Absent: None.
Councilperson Fetz made the motion to approve the agenda, second by
Councilperson Wilson, passing on a vote of 7-0.
Mayor Galligan presented the minutes for consideration. Councilperson Wilson
made the motion to approve the minutes of June 1, 2009 (7:30 P.M.) second by
Councilperson Grooms, passing on a vote of 7-0.
Deputy Clerk Hollis presented the claim list for consideration by the Council.
Following discussion of several claims, Councilperson Grooms made the motion to
approve the claims with the addition of a claim to Jacobi, Toombs, and Lanz for $4,460
from Major Moves, another claim to Jacobi, Toombs, and Lanz for. $16,976.05 from
Local Roads and Streets, A claim to Jeff Fest for $2,500 from Council Special Projects
and the removal, at this time, of a clothing allowance claim from the Annexation Fund,
second by Councilperson Samuel, passing on a vote of 6-l. Councilperson Zastawny
voted against passage due to the claim on page 8 for $11,790 related to quarry road.
Councilperson Grooms made the motion to approve the Parks claims in the amount of
$47,758.90, second by Councilperson Samuel, passing on a vote of 7-0.

COUNCIL COMMENT:
There was no Council comment.
DEPARTMENT HEAD REPORTS:
Park Superintendent Bob Manor distributed a packet of information.
Superintendent Manor reviewed many of the summer programs. Councilperson Smith
asked if the insurance check for the Nachand Fieldhouse roof has been received.
Superintendent Manor is still checking on this.
AGENDA ITEMS:
Councilperson Grooms reviewed the need for passage of Ordinance No. 2009-
OR-24, An Ordinance Amending 2009-OR-16, Which Amends 2009-OR-7, Which
Amends 2009-OR-2, Which Amends 2008-OR-79, An Ordinance Fixing Basic Salaries
Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The
Year 2009. Council President Sellers made the motion to pass Ordinance No. 2009-OR-
24 on the second and third readings, second by Councilperson Grooms, passing on a vote
of 7-0.
Council President Sellers explained the need for passage of Ordinance No. 2009-
OR-25, An Ordinance Amending Ordinance 2008-OR-21, An Ordinance Of The City Of
Jeffersonville, IN Authorizing City Officials To Use City Credit Cards For Official
Government Purchases. Several parts of the Ordinance were questioned and explained.
Mayor Galligan noted a certain amount of this is management. Following discussion,
Councilperson Samuel made the motion to pass Ordinance No. 2009-OR-25 on the first
reading, second by Councilperson Zastawny. Councilperson Smith noted he would vote
against this as the number of credit cards is getting back up. Ordinance No. 2009-OR-25
passed on the first reading on a vote of 5-2. Councilpersons Smith and Grooms voted
against passage.
Councilperson Grooms explained Ordinance No. 2009-OR-26, An Ordinance
Transferring Certain Funds Within Same Department (Annexation Budget). Assistant
Fire Chief Tony Decker explained the request. Councilperson Grooms made the motion

to pass Ordinance No. 2009-OR-26 on the first reading, second by Councilperson
Zastawny, passing on a vote of 7-0.
CLERK TREASURER COMMENTS:
Deputy Hollis distributed end of month reports and 2010 budget information
regarding date requirements.
COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS:
Councilperson Grooms said he had thought Mat Owen from Jeff High School
would be here this evening. Communication Director Larry Thomas noted two videos
are now running on television, with four more to start in July. Councilperson Grooms
thanked the Police for their presence.
Councilperson Wilson encouraged all to keep coming to City events.
Councilperson Smith noted the need to schedule redistricting meetings. He
further noted there has been a lot of flooding in his district due to the rain.
Councilperson Zastawny wishes to thank Anthony and Kevin Weber from Flow
International for the tour. It is an incredible Company and he encourages all to go.
Councilperson Zastawny noted the need to update the website. Director Thomas said the
IT Director Hardy has turned the website over to him.
Councilperson Fetz said he would forgo the green cities presentation until July, as
he wants to establish a committee. Following discussion of the claim to repair the roof at
Nachand Fieldhouse, Councilperson Fetz made the motion to issue payment upon
presentation from Cumulative Capital Development, second by Councilperson Samuel,
passing on a vote of 7-0. Councilperson Fetz has been getting comments on the two
videos that are running. He is getting questions about the Council not spending money
two years ago for an East-end plant. The CSO has to be fixed now. He would like to
look at every possible way for an East-end plant. He would like to have an outside firm
look into options. Mayor Galligan noted there are seven different alternatives. There is a
need to maximize capacity. Councilperson Fetz asked Mayor Galligan if he is 100% sure
of the plan. Mayor Galligan answered yes, there is a time frame that has to be met. More
study can't be afforded. Mayor Galligan added the East-end plant would be built "green".
There is a meeting scheduled for tomorrow at 1:00 P.M. looking at grants for "green"
technology.

Council President Sellers announced that July 6, 2009 at 5:30 P.M. the Council
will hear a presentation regarding 2"d class city status and entitlement city. Work
continues on redistricting maps.
Council Attorney Wilder explained the recent Dowdell ruling. Following
discussion, Councilperson Fetz made the motion to support the decision to petition to
transfer to the Supreme Court at a cost not to exceed $1,000, second by Councilperson
Zastawny, passing on a vote of 7-0.
Mayor Galligan noted the many musical groups that have been performing on
Riverstage. Jeff Fest was excellent. A lot of things are going on.
As there was no further business to come before the Council, the meeting was
adjourned at 9:05 P.M.
