HomeMy WebLinkAbout07-15-2009 • D OF PUBLIC WORKS AND SAFETY MINUTES OF THE BOAR OF THE CITY OF JEFFERSONVILLE; INDIANA July 15, 2009 City Engineer Bob Miller called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Vehicle Maintenance Director Mike Drury and Councilperson Barbara Wilson. Also present were: City Attorney Darren Wilder; Police Representative Donnie Grimes; Building Commissioner Russ Segraves; Code Enforcement Officer Connie Sellers; Street Commissioner David Hosea; Parks Director Bob Manor; Communications Director Larry Thomas; Animal Shelter Director Harry Wilder; City Growth Coordinator Rick Lovan; Sewer Department Bruce Wright; Wastewater Representative Patty Smith and Administrative Assistant Boone. Councilperson Wilson made the motion to approve minutes from July 8, 2009 as presented, second by Vehicle Maintenance Director Drury and carried unanimously. Councilperson Wilson made the motion to approve the payroll as presented, second by Vehicle Maintenance Director Drury and carried unanimously. • NEW BUSINESS MENTORING PROGRAM Christine Gilkey, Assistant Coordinator, SOAR (Student Outreach & Advocacy Resource) Group, asked the Mayor if she could come to the meeting to explain the 3 year old mentoring program, how it works, how much time it takes, etc. She said the Mayor is supporting the program. He told her he would support any employee that voluntarily wants to take an hour every two weeks to spend on campus mentoring a young man or young woman. They go to the Middle schools and talk to 8" grade teachers to see which students starting their freshman year at Jeff High would best benefit from this program. The mentoring program provides support in attendance, behavior & academic problems. She said the only requirement in order to be certified is attending a 2 '/z hour training class and having a background check which a requirement of anyone who is working in the school system. The cost of $29.00 is paid for by the school corporation. She passed out cards with contact information and said to contact her for an application, brochure and any additional questions. SKATE EVENT AT AQUATIC CENTER/SKATE PARK Tim Chandler, who recently took over as Director of the Ministry "Taking it to the Streets", requested the city allow a skating event at the Aquatic Center on August 21, 2009. He said there are 2 kinds of kids being left out, the musicians and skate boarders. He wants to reach out to these kids to allow them to see others in a positive light, doing these things that they like. He said there will be 3 bands, a Christian DJ playing music while a professional skate board team is performing. One of the members of this team will give a testimony about how God is working in his life. He has been calling local • churches and businesses to raise money for the event to be able to make it a free community event. He was asked about insurance and said the professional skate team will come with their own personal • insurance policy, which he will provide a copy of. The bands will start around 5:00 pm, playing for appx. 45 minutes each, with a 15 minute break in between each band. They will probably be giving away t-shirts, cd's and gift cards during the breaks. Some noise issues were raised, but he said the speaker will speak last and the whole event should be over between 8:30 and 9:00 pm. He will coordinate with Bob Manor and the police department. A motion was made by Councilperson Wilson to allow the event on August 21St, 2009 second by Vehicle Maintenance Director Drury and carried unanimously. PERMISSION FOR ROADBLOCK, LEUKEMIA AND LYMPHOMA FUNDRAISER Rachael Thrasher, has joined with the Leukemia and Lymphoma Society, to help do a fundraiser. She is part of the Team in Training, and is going to participate in a triathlon to raise funds for research for Leukemia and Lymphoma. She was asking permission to do a roadblock in the city of Jeff, if allowed, to be permitted to collect funds. The 2nd opportunity would be for them to have a donation jar and pass out literature regarding their mission at Riverstage events. The 3rd opportunity would be to sell bottled water at a Riverstage event. She was told by Mr. Miller there is an Ordinance against roadblocks in the city by everyone except the fire department collecting for Crusade for Children. He said maybe the county doesn't have any restrictions and may let her do one there, to check with them. Mr. Thomas said one of the vendors that works all the events at Riverstage asked another group that was with one of the bands to leave during an event last weekend. They were actually giving away bottled water and this was in violation of a contract that Riverstage has with that vendor. He said she may be able to get with Bob Manor and with Bev Knight and make an announcement or two during some shows about what her mission is and about the collections. He believes anything in terms of selling bottled water would • probably be an issue. Mr. Manor said she should get with himself & Bev Knight to discuss it. UNSAFE BUILDING Code Enforcement Officer, Connie Sellers, spoke about an unsafe building at 929 Fulton. She said it is owned by Larry Murrell, who couldn't be here because he is at work. Actually she cited him in December at the Board of Public Works but forgot about it, so she has to re-cite him. She believes this used to be a garage. She did have him close the doors since it is filled with junk, so kids couldn't get in and get hurt. It has no roof and there is a huge tree in the yard which has limbs that have actually grown inside this building. She spoke to him about it yesterday and would like to give him an additional 30 days. He is trying to get the tree out and put a roof on it. Then if he doesn't comply the city can demolish it. Part of the problem is the limbs of this huge tree are in the electrical lines. She's trying to work out something with Mr. Hosea to help him get the limbs out of the lines. After the limbs are removed he has friends who will help him get the rest of the tree down. A motion was made by Councilperson Wilson, to grant Larry Murrell, 929 Fulton Street 30 days to get this cleaned up, second by Vehicle Maintenance Director Drury and carried unanimously. OTHER BUSINESS Councilperson Wilson asked Attorney Darren Wilder if he had contacted the owner of Beechwood apartments, regarding the sidewalks. She said she has been receiving calls regarding the sidewalks. He said hopefully he'll have an answer in the next few days after talking to the owners. He said the management group's concern is in the clouding of the title of their property, redoing the deed etc. They • are seizing upon this clause to hold the city accountable for additional funds. Without express -~.- permission from their lender, they do not want to grant permission. They have choosen not to contact • the lender, so Attorney Wilder will attempt to contact the lender to see if the city can proceed with this project without any ramifications. He will see if the lender to will grant that permission. There being no further discussion to come before the Board; Engineer Miller made the motion to adjourn the meeting at 10:40 a.m., second by Councilperson Wilson and carried unanimously.
