HomeMy WebLinkAbout12-16-1996COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA DECEMBER 16, 1996 The Common Council of the City of Jeffersonvllle met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, December 1996. The meeting was Indiana, at 7~0 P.M. on the 16st day of called to order by Mayor Thomas R. Gatligan, with Clerk and Treasurer C. Richard Spencer Jr, at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councllperson Ron Ellis gave the invocation. He then asked all those present to Join him in the pledge of allegiance to the flag. The roll was called and those present were Councllpersons John Perkins, Ron Ellis, Donna M. Frantz, Barbara Wilson, and Vicky Conlin. Absent: Councllpersons Andrew Williams III, and Peggy Knight Wilder. Mayor Galligan presented the minutes of 2, 1996 for consideration by the Council. December Perkins made the motion to approve the minutes as presented, by Councilperson Conlin and carried unanimously. Clerk and Treasurer Spencer presented the claim explaining additional claims for consideration by the Council. the meeting of Councilperson. seconded list, Clerk and Treasurer Spencer questions the claim to the Department of Redevelopment from the Drainage Non-Reverting Fund in the amount of $54,000. He read from Resolution No. 96-R-26 which states the funds would be paid from the Sewer Fund. Following all discussion, Councilperson Perkins made the motion to suspend the rules for Ordinance No. 96-OR-1~1~ seconded by Councllperson Frantz passing unanimously. Councllperson Perkins then made the motion to pass Ordinance No. 96-OR-1~1 on all three readings~ seconded by Councilperson Frantz, passing unanimously. This Resolution was passed by the Council on December 2, 1996, and vetoed by the Mayor. Councltperson Perkins made the motion to pass Resolution No. 96-R-48, seconded by Councilperson Conlin, failing on the following roll call vote: Ayes: None Nays: Councllpersons Perkins, Ellis, Frantz, Wilson, and Conlin. 96-R-51, discussion, Councilperson Conlin made the motion to pass No. 96-R-51, seconded by Councilperson Ellis, passing unanimously. Attorney Sedwlck introduced and explained Resolution No. A Resolution Confirming Tax Abatement. Following all Resolution 96-OR-96, An Ordinance Transferring Funds (Animal Shelter) was introduced for the third Ellis made the motion to pass Ordinance No. reading, seconded by Councilperson Conlin, passing on a vote of 4-1 with Councllperson Frantz voting nay. Ordinance No. 96-OR-100~ An Ordinance Amending Certain Portions Of Section t Of Ordinance No. 96-OR-53 was introduced for the third reading. Councllperson Ellis made the motion to pass Ordinance No. 96-OR-100 on the third reading, seconded by Councitperson Perkins. Clerk and Treasurer Spencer referred to a letter he passed to the Council explaining there are no appropriation funds available for this position and they cannot be approved for the Ordinance No. Within Same Department reading. The motion to pass Ordinance No. 96-OR-100 passed on the third reading by a vote of 4-1 with Councilperson Conlin voting nay. Councltperson Frantz then made the motion that the necessary funds to pay the position provided in Ordinance No. 96-OR-100 be paid f~om the Council Promotion Fund until an additional appropriation can be approved, seconded by Councilperson Ellis, passing unanimously. Ordinance No. 96-OR-95, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 95-OR-25~ (Animal Shelter) was introduced for the third motion to pass Ordinance Ellis, with Councilpersons reading. Councilperson Perkins made the No. 96-OR-95, seconded by Councilperson Perkins, Conlin, and Ellis voting aye and Councllpersons Frantz and Wllson~ voting Nay. Councilperson Perkins made the motion to reconsider Ordinance No. 96-OR-95 on the third reading, seconded by Councllperson Conlln, passing on a vote of 4-1v with Councilperson Frantz voting nay. Councilperson Perkins then made the motion to pass Ordinance No. 96-0R-95 on the third' reading, seconded by Councilperson Conlin, passing on a vote of 4-1, with Councllperson Frantz voting nay. Attorney Sedwick introduced and explained Ordinance No. 96-OR-103, An Ordinance Authorizing Borrowing Of Funds For Acquisition Of Land. Councllperson Perkins questioned borrowing from the City. Clerk and Treasurer Spencer inquired if any money would be coming from the present shelter. Mayor Galligan explained there are three more years on the contract with the County for the animal shelter. The County has agreed to help with the building. This has not been PAGE 5 DECEMBER 16, 1996 negotiated. Mayor Galligan feels the City should buy the ground because it is a good deal for the City and decide later on building. Sprint is paying for the land. Following all discussion, Councilperson Perkins made the motion to suspend the rules for Ordinance No. 96-OR-iQ3, seconded by Councilperson Ellis, passing unanimously. Deputy Mayor McCauley explained they will wait for the balanace for 60 days following closing. Councilperson Perkins made the motion to pass Ordinance No. 96-OR-iQ3 on all three readings, seconded by Councilperson Ellis, passing unanimously. and he Councilperson Perkins wishes all Seasons Greetings. Councilperson Ellis says Merry Christmas and Happy New Year looks forward to next year. Councilperson Frantz introduced her son Kevin about an emergency card for firefighters. feels Kevin's idea is wonderful and she Council Conlin bringing it to the attention of the Council as the to save our lives and we need to work to save their this would be good for the police also. Councilperson Frantz wishes all a Merry Christmas. Councilperson Wilson says Happy Holidays. Councilperson Conlin says Happy Holidays forward to being with the Council this ~next year. Mayor Gatligan congratulates Phil McCauley on the nice article in the Courier Journal. Deputy Mayor McCauley reviewed the grants the City received. These do involve matching funds. He applauds the effort of the City Engineer and the Mayor for their part in providing the match on the drainage grant. Both the City Engineer and the Mayor have done a heck of a Job in keeping cost down. Councilperson Frantz announced she will be giving up her seat on the Solid Waste District Board. She asks the others to think about serving as this is a good board. Councllperson Frantz will try to say something about the sports complex at every meeting. Mayor Galligan said he was out with Engineer Miller this morning looking at drainage problems. Engineer Miller does do an excellent Job and the S54~000 is his doing. He asks the Council to pat him on the back the next time they see him. Mayor Galligan hopes all have a Merry Christmas and a Happy New Year. He thanks all as he has enjoyed working with everyone. He looks forward to next year.
