HomeMy WebLinkAbout11-19-1996COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA NOVEMBER 18, 1996 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 18th day of November 1996. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer C. Richard Spencer Jr, at the desk. Mayor Galtigan welcomed all in attendance, asking all those present to stand as Councilperson Ron Ellis asked all to Join him in observing a period of silence, followed by the all those present to Join flag. The roll John Perkins, Ron Ellis, Wilson, Andrew Williams Lord's Prayer. Mayor Galligan then asked him in the pledge of allegiance to the was called and those present were Councilpersons Donna M. Frantz, Peggy Knight Wilder, Barbara III, and Vicky Conlin. Absent: None. Mayor Gatligan presented the minutes of the meeting of 4, 1996 for consideration by the Council. Councllperson seconded November Wilson made the motion to approve the minutes as presented, by Council President Williams and carried unanimously. Clerk and Treasurer Spencer presented the claim list with one additional claim for consideration by the Council. Following all discussion, Councilperson Conlin made the motion to approve the claims as listed as well as the additional, seconded by Council President Williams, passing unanimously. PAGE 2 NOVEMBER 18, 1996 Deputy Mayor Phil McCauley presented Ordinance No. 96-OR-84, An Ordinance Adopting A Tax Abatement Policy. This policy has been reviewed previously in Council workshop. Deputy McCauley explained the policy was sent to several business and financial representatives for input. He then reviewed the changes that have been made. Councilperson Ellis said this has been one of the issues that has needed guidelines and this takes the stress and strain off. He thanks Deputy McCauley for his work on this. Councllperson Ellis made the motion to suspend the rules for Ordinance No. 96-OR-84, seconded by Councltperson Wilson, passing unanimously. Councilperson Ellis then made the motion to pass Ordinance No. 96-OR-84 on all three readings, seconded by Councilperson Wilson, passing unanimously. Mr. Dennis Julius, representing his father, explained and asked for passage of Ordinance No. 96-OR-85, An Ordinance Granting Petition To Vacate Utility Easement. Engineer Miller has no ob3ections. Councilperson Contin made the motion to suspend the rules for Ordinance No. 96-OR-85, seconded by Council President Williams, passing unanimously. Councilperson Contin then made the motion to pass Ordinance No. 96-OR-85 on all three readings, seconded by Council President Williams, passing unanimously. Attorney Sedwick introduced and explained Ordinance No. 96-OR-86, An Ordinance Designating The Jeffersonville Historic District An "Economic Development Target Area". Councllperson Perkins feels this is a key ordinance to revitalizing downtown Jeffersonville. Councilperson Perkins made the motion to suspend the rules for PAGE 3 NOVEMBER 18, 1996 Ordinance No. 96-OR-86, seconded by Councllperson Wilson, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 96-OR-86 on all three readings, seconded by Councllperson Wilson, passing unanimously. Attorney Sedwick explained the need for passage of Ordinance No. 96-OR-88, An Ordinance Transferring Certain Funds Within Same Department (City Attorney). Councllperson Conlin made the motion to suspend the rules for Ordinance No. 96-OR-88, seconded by Council President Williams, passing unanimously. Councilperson Conlin then made the motion to pass Ordinance No. 96-OR-88 on all three readings, seconded by Council President Williams, passing unanimously. Ordinance No. 86-0R-89, An Ordinance Transferring Certain Funds Within Same Department (Mayor) was presented and explained. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 96-OR-89, seconded by Councllperson Ellis, passing unanimously. Councilperson Perkins made the motion to pass Ordinance No. 96-OR-89 on all three readings, seconded by Councilperson Ellis, PAGE 4 NOVEMBER 18, 1996 Mr. Steve Palmquist, Attorney representing Gilbert Gwinn Jr., and Judy A. Gwinn, appeared before the Council on behalf of Ordinance No. 96-OR-90, An Ordinance Changing The Zoning Map Designation Of A Certain Tract Of Property Located At 1102 ~ast 10th Street, Jeffersonville, Indiana From R-2 to B-1. Attorney Palmquist presented a map noting the property, and explaining the intended use. Councilperson Conlin requests that maps be included in the packet. No objections were voiced at the Plan Commission meeting. Following all discussion, Councilperson Perkins made the motion to pass Ordinance No. 96-OR-90, seconded by Councllperson Wilson, passing unanimously. Clerk and Treasurer Spencer explained Ordinance No. 96-OR-91, An Ordinance Of Additional Appropriation (Sanitation Fund) stating this has been advertised as a public hearing. There followed discussion regarding changing the bid time for refuse collection to better coincide with budget planning. Councilperson Perkins made the motion to suspend the rules for Ordiance No. 96-0R-91, seconded by Council President Williams, passing unanimously. Councllperson Perkins then made the motion to pass Ordinance No. 96-OR-91 on all three readings, seconded by Councllperson Ellis passing unanimously. Councilperson Perkins introduced Resolution No. 96-R-45, A Resolution To Advertise For An Additional Appropriation (General Fund). The request for S25,000 includes Sidewalk Renovation - S2,000, Carnegie Library Acquisition - S18,000, and Equipment - $5,000. Councilperson Conlln explained the equipment request is for recording equipment to be used at all city meetings. Councilperson Perkins made PAGE 5 NOVEMBER 18, 1996 the motion to pass Resolution No. 96-R-45, seconded by Councilperson Conlln. Councilperson Wilder inquired if there are plans and yearly maintenance costs for the Carnegie Library building. Councilperson Perkins stated the maintenance expenses are between $3,000 and $4,500 a year. A new roof will need to be put on in the next year to eighteen months. He feels this building should stay in the public domain giving examples of some of the ways it could be used. Councilperson Perkins feels it is an investment in the future. Councllperson Wilder said it would have to be made handicap accessible immediately. Councllperson Perkins stated an elevator would cost between $50,000 and $125,000. Mayor Galligan said this buidling could be used by the 21st Century Student Group, and the City could hold Council and other meetings in the building which would increase activity in downtown. The City will try to obtain grants for the building. Councllperson Wilder understands this is a resolution to advertise and would like to have more lnfromation before passing the Ordinance. Councllperson Perkins has the complete set of plans and he would be happy to go over them with anyone interested. Councllperson Frantz asked if there were protective covenants. She is also in favor of advertising, but would like to get public input and look at the costs involved. It was agreed to hold the public hearing the first meeting in January passed unanimously. Clerk and Treasurer Spencer explained the need for passage of Ordinance No. 96-OR-93, An Ordinance Transferring Certain Funds Within Same Department (Building Commission). Councllperson Perkins made the motion to suspend the rules for Ordinance No. 96-OR-93, seconded by Councllperson Wilson passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 96-OR-93 on all three readings, seconded by Councllperson Wilson passing unanimously. Clerk and Treasurer Spencer next explained the need for passage of Ordinance No. 96-OR-94, An Ordinance Transferring Certain Funds Within Same Department (Common Council). Councilperson Perkins made the motion to suspend the rules for Ordinance No. 96-OR-94, seconded by Councilperson Wilson, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 96-OR-94 on all three readings, seconded by Councllperson Wilson, passing unanimously. Councllperson Conlin thanked and praised Councllperson Wilder for performing CPR on an individual. Councilperson Wilder said it was quite an experience and she now has a greater appreciation for safety employees. Councllperson Wilson wishes all a happy, safe, Thanksgiving. Councilperson Frantz announced the toy drive has officially started for the third year. The goal is to help 75 families and over PAGE 7 NOVEMBER 18, 1996 25 applications have been received. Ail applicants are screened. Those with donations may take them to Fire Headquarters at 8th and Wall. Cash donations will be accepted for shoes, coats, and hats. Chief Smith said this year the Council, Department Heads, and employees will be asked to help stuff the bags and children of the same age will be asked to help. This is good for kids to help with. Councilperson Perkins appreciates the concern Councllperson Ellis has shown in developing a tax abatement policy. He commends Councllperson Ellis for the "push". Following discussion it was decided to hold the December meetings on December 2 and 16 as scheduled. The meeting on December 16 will be for claim approval. Mr. Mike Hutt said thank you to the Council for taking the interest in the overspray problem from Jeffboat. It has been much better except for November 7 when there was a brisk wind. They are trying to get a permit to dock at the foot of Spring Street. It is hoped this can be done by Spring. Mayor Galligan wishes all a Happy Thanksgiving.
