COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
May 4, 2009
The Common Council of the City of Jeffersonville, Indiana met in regular session
in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M.
on Monday May 4, 2009.
Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk,
called the meeting to order at 8:20 P.M. Also present were City Attorney Darren Wilder,
and Administrative Assistant Laura Boone. Mayor Galligan welcomed all in attendance,
asking all those present to stand as Reverend Conrad Moorer gave the invocation. Mayor
Galligan then asked all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Mike Smith, Ed
Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms.
Absent: None.
Council President Sellers made the motion to approve the agenda, second by
Councilperson Fetz, passing on a vote of 7-0.
Mayor Galligan-presented the minutes for consideration. Councilperson Wilson
made the motion to approve the minutes of April 6, 2009 (6:00 P.M.) second by
Councilperson Samuel, passing on a vote of 7-0. Councilperson Wilson made the motion
to approve the minutes of April 20, 2009 (7:30 P.M.), second by Councilperson Samuel,
passing on a vote of 6-0-1 (Councilperson Fetz abstained).
Mayor Galligan reviewed a meeting with Duke Energy regarding the
consolidation of the billing. All bills have to be brought current to implement the
program. At the conclusion of all discussion, Councilperson Samuel made the motion to
allow the payment of Duke Energy claims upon receipt, second by Council President
Sellers, passing on a vote of 7-0. Deputy Clerk Hollis presented the claim list for
consideration by the Council. Councilperson Samuel made the motion to approve the
claims as presented, second by Councilperson Smith, passing on a vote of 7-0.
Councilperson Grooms made the motion to approve the Park claim list in the amount of
$27,028.18, second by Councilperson Smith passing on a vote of 7-0.

There was no public comment.
COUNCIL COMMENT:
There was no Council comment.
DEPARTMENT HEAD REPORTS:
Communications Director Larry Thomas, informed the Council of plans for the
showing of a series of ORSANCO (Ohio River Valley Water Sanitation Commission)
videos on Channel 25. These videos will show what happens in rain events. Mayor
Galligan said hydrogen sulfide gas has eaten sewer pipe and caused a cave in. About one
and one half mile of pipe will have to be lined.
AGENDA ITEMS:
Councilperson Grooms presented and reviewed handouts titled "Summary of
2009 Budgets and Levies"; Budget Analysis, May 3, 2009"; "Budget Additions and
Adjustments, 2009"; "Non-Tax Rate Budgets, 2009"; "Fund Report March 31, 2009";
along with Revenue Estimate forms. Each form was discussed.
Councilperson Fetz introduced Ordinance No. 2009-OR-21, An Ordinance
Changing The Zoning Map Of Real Estate Located At The Corner Of Tenth Street &
Walnut Street, Jeffersonville, Clark County, Indiana Being 1.40 Acres From M1 To C2.
The Plan .Commission and the Board of Appeals passed the request unanimously. It is
hoped to have the project completed by September 30, 2009. Councilperson Wilson
made the motion to pass Ordinance No. 2009-OR-21, second by Councilperson Smith,
passing on a vote of 7-0.
CLERK TREASURER COMMENTS:
There were no Clerk Treasurer Comments.
COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS:
Councilperson Samuel asked fora "Thunder" revenue report. Council President
Sellers is waiting for one more report. It is exciting to be looking ahead to a Multi Sports
Complex. Councilperson Samuel has communicated with the Assistant Fire Chief
regarding the need for a tanker truck. He thanked Mayor Galligan for the dialogue during
the earlier workshop. Councilperson Samuel will be attending the Supreme Court
hearing regarding the defending of the "Sex Offender Ordinance".

Councilperson Grooms thanks Jeff High student Matt and the Police for their
attendance this evening. He also thanked Deputy Hollis and Assistant Boone for their
help with the budget information.
Councilperson Zastawny reported the Police contract negotiations are in the last
stages. He hopes for a vote at the next meeting.
Councilperson Fetz will do a presentation at the next meeting regarding the
Portland Green Cities Conference.
Council President Sellers thanked all for coming out. She also thanks
Councilperson Grooms and the Finance Committee for the information.
Mayor Galligan reported the sports complex is not a false hope. He thanks Dana
Young, Jim Urban, Ricky Romans, and Gayle Robinson. This will help to put the
community on the map, and could have a 30 million dollar impact. Mayor Galligan said
nobody is in a hurry in Portland. You can ride anywhere on a street car. It is a different
type of lifestyle. A lot of unique ideas were picked up. He reported on his tour of the
Portland sewer plant. The conference was worth going to, as he obtained a lot of unique
and interesting things.
As there was no further business to come before the Council, the meeting was
adjourned at 9:40 P.M.
