OF THE CITY OF JEFFERSONVILLE, INDIANA
APRIL 15, 2009
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
were: Engineer Miller and Councilperson Wilson.
Also present were: Assistant Police Chief Pavey, Vehicle Maintenance Director Drury, City Attorney
Wilder, Parks Director Manor, Assistant Fire Chief Lee, Safety Director Lovan, ~ 'fewer Office Manager
Mattingly, Building Commissioner Segraves, Fire Chief Harrod, Animal Shelter Director Wilder,
Personnel Director Calabro, City Engineer Crouch, Street Commissioner Hosea, Executive Assistant
Young, Safety Director Mongarella, Maintenance Supervisor Hagan, Planning and Zoning Director
Urban, Events Coordinator Knight, and Deputy Clerk Mayfield.
Councilperson Wilson made the motion to approve the minutes of 4-08-09 as presented, and
seconded by Engineer Miller and carried unanimously.
Engineer Miller made the motion to approve the payroll as presented, and seconded by
Councilperson Wilson and carried unanimously.
OLD BUSINESS
KENTUCKIANA YACHT SALES
Engineer Miller made the motion to approve the oversized boat transit by Kentuckiana Yacht
Sales, seconded by Councilperson Wilson and carried unanimously. They will be taking
them down Wall Street to the Spring St. ramp.
NEW BUSINESS
MARKET STREET TRUCK ROUTE
Ann Wathen who resides at 141 Pearl Street came to the Board in regard to truck traffic on
Market Street. She said 18 wheel trucks are being routed down Market Street instead of
Tenth Street. She said her windows shake when they go by and the exhaust fumes are bad as
well. She is concerned about the infrastructure too. Asst. Police Chief Pavey said he would
find out if the trucks are going to Jeffcoat or the Port. Mayor Galligan said he will work on a
solution to the problem.

OLD TIME CARRIAGE
A representative for Old Time Carriage came before the Board for permission to have
carriage rides during Thunder. Asst. Police Chief Pavey said all the plans are m place for
Thunder this year. He suggested they plan to do the carriage rides next year.
TASTE OF JEFF BANNER
Events Coordinator Knight asked the Board's permission to hang a banner for the Taste of
Jeff on Court Avenue from May? through May 22, 2009 and to put signs up along the fence
on Riverside the day of Thunder. Engineer Miller made the motion to approve the request,
seconded by Councilperson Wilson and carried unanimously.
WALNUT RIDGE CONTRACT
Councilperson Wilson made the motion to approve the grounds maintenance by Walnut
Ridge for the city building in the amount of $5,189.00, and seconded by Engineer Miller.
Mayor Galligan abstained.
PARKING PROBLEMS/CHARLESTOWN COURT PATIO HOMES
Linda Archer voiced concern about parents of Wilson Elementary students parking on the
side of the road in front of the patio homes making it difficult to pull onto Jeff/Charlestown
Pike. After some discussion Mayor Galligan said a yellow line would be painted on the curb
and no parking signs will be put up. The police department will be instructed to give
warnings or tickets to cars parked there in the future.
RAILROAD TRACKS/1340 RIDGEWAY COURT
Jim Frantz appeared before the Board in regard to power loss every time the wind blows.
There are trees that have fallen by the rail road tracks and there is water standing in the area
as well. He said the insects are bad in the summertime because of the standing water. Mayor
Galligan said he will have the drainage crew get back there and clean up and try to get the
water out.
INTER-LOCAL AGREEMENTS WITH GREATER CLARK COUNTY SCHOOLS
Planning and Zoning Director Urban presented three agreements for approval:
Wilson Elementary School Project to be funded by Major Moves.
Thompson Lane/Tenth Street Project to be funded by the Department of Redevelopment bond
and stimulus package.
Thomas Jefferson/Service Center Project to be funded by the City.
The City Council will need to review and approve these as well. Engineer Miller made the
motion to approve the three Inter-Local Agreements pending any revisions that need to be
made prior to City Council approval, seconded by Councilperson Wilson and carried
unanimously.
SIGNS ON APPLEGATE LANE
Engineer Miller asked that two "15 mph" signs and one "slow children playing" sign be put
up on Applegate Lane. Street Commissioner Hosea said he would take care of it.
There being no further discussion to come before the Board, Engineer Miller made the
motion to adjourn the meeting at 10:20 a.m., seconded by Councilperson Wilson and carried
unanimously.
