City Hall Council Conference Room
The Common Council of the City of Jeffersonville met in Special Session on Monday,
March 16, 2009. Council Vice President Nathan Samuel called the meeting to order at
6:46 P.M., and on call of the roll those members present were: Councilpersons Mike
Smith, Ed Zastawny, Keith Fetz, Barbara Wilson, Ron Grooms, and Nathan Samuel.
Also present was Deputy Clerk Treasurer Barbara Hollis
Councilperson Samuel made the motion to approve the agenda with removal of agenda
item #4, adding #6, claims discussion, second by Councilperson Grooms, passing on a
vote of 6-0.
City Hall Building Authority
Councilperson Samuel explained a little of the history of the City Hall Building
Authority, asking Building Commissioner Russ Seagraves to explain. Commissioner
Seagraves said there has been a problem getting a quorum for the meetings. He feels an
in-house committee would work. Councilperson Zastawny said he has talked with Bill
Fry who thought the Authority was working. Commissioner Seagraves does not feel it is
"broke"; he feels it may be more effective in house. Councilperson Fetz feels the
Authority establishes a checks and balances situation. He suggests there may be a need
for a Building Authority for all buildings. Councilperson Zastawny suggests facilities
management. Councilperson Fetz suggests there may be a need for compensation. The
time of the meeting may be a problem. Councilperson Smith suggested trying it for the
next few months making sure of notifications and consider changing the time of the
meetings and come back. Discussion of building maintenance in other buildings
followed. Planning and Zoning Director Urban said there have been discussions with
Greater Clark County Schools to coordinate large work projects. Councilperson Samuel
asked if all felt it should be keep as is for a couple of months asking Mayor Galligan for
input. Commissioner Seagraves noted the Board of Public Works makes the final
decision on contracts. Councilperson Fetz feels it is effective. Councilperson Grooms
would hope the Authority would not be disbanded, as it is a buffer between the Council
and Administration.
Claims
Deputy Hollis presented and explained three claims; Tom Lindley $261.70 as
reimbursement for airfare for Jim Urban from the Planning and Zoning budget; J.B. Gohl
$3,450.00 from Building Commission Furniture and Fixtures for remodeling; and $1,000
for school registration from the City Engineer budget. Following review and discussion,
Councilperson Wilson made the motion to approve the claims as presented, second by
Councilperson Zastawny, passing on a vote of 6-0. Bill Mattingly called attention to a
travel claim from the Police Budget on the regular list, saying they are extravagant.
There are lavish amounts for dinners. Per diem was discussed
