City Hall Council Conference Room
The Common Council of the City of Jeffersonville met in Special Session on Monday,
February 23, 2009. Council President Connie Sellers called the meeting to order at 6:15
P.M., and on call of the roll those members present were: Councilpersons Mike Smith,
Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Nathan
Samuel. Also present were Mayor Tom Galligan, City Attorney Darren Wilder, City
Council Attorney Larry Wilder, and Deputy Clerk Treasurer Barbara Hollis
Following discussion Councilperson Grooms made the motion to approve the agenda
with the removal of agenda item #4, second by Councilperson Zastawny, passing on a
vote of 7-0.
Ordinance No. 2009-OR-7 (Salary Ordinance Amendment)
Councilperson Grooms reviewed and explained Ordinance No. 2009-OR-7, An
Ordinance Amending 2009-OR-2, Which Amends 2008-OR-79, An Ordinance Fixing
Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville,
Indiana For The Year 2009. Councilperson Grooms made the motion to pass Ordinance
No. 2009-OR-7 on the third and final reading, second by Councilperson Smith, passing
on a vote of 7-0.
Recycled Paper Discussion
Council President Sellers initiated discussion regarding the purchase of recycled paper.
The concern is the cost of recycled paper over the cost of non-recycled paper.
Councilperson Fetz explained the recycled paper does cost more, as there is not enough
demand. The recommendation is to purchase recycled paper.
Finance Committee Budget Discussion
Councilperson Grooms distributed and explained line by line, a paper titled
"Jeffersonville City Council, Budget Analysis, February 23, 2009". The Finance
Committee continues to work on balancing the budget. The expected revenue for the
Motor Vehicle Fund and the Local Roads and Streets Fund was reviewed. The Council
approved budgets will not be funded.
Elimination Of Individual Credit Card Receipts
Following discussion, the suggestion is that individual credit card receipts be scanned and
distributed electronically.
Animal Shelter Director Harry Wilder presented a cell phone bill with a large past-due
amount. It was suggested he contact Mike Sanders and call Rick Lovan. The Council
also has a large past-due amount. Director Wilder noted all shelter share payments have
been received with the exception of Charlestown and Utica.
Riverfront Business Overlay District
Planning and Zoning Director Jim Urban presented and explained Ordinance No. 2009-
OR-8, An Ordinance Creating A Special Riverfront Business Overlay District And
Creating Specific Requirements For Parking Within The Riverfront Business District.
Director Urban reviewed a report prepared by Walker Parking Consultants. The
Consultants recommend the creation of a Riverfront parking district. Mayor Galligan
reported on the work of signage. Mayor Galligan noted safety concern regarding the
employee parking recommendations. At the conclusion of all discussion, Councilperson
Fetz made the motion to pass Ordinance No. 2009-OR-8 on the first reading, second by
Councilperson Smith, passing on a vote of 7-0.
Councilperson Fetz made the motion to adjourn at 6:55 P.M., second by Councilperson
Wilson, passing on a vote of 7-0.
