DINGS OF THE COMMON COUNCIL OFTHE CITY OF 3EFFERSONV]LLE, INDIANA JULY 29, 1996 The Common Council of the City of Jeffersonville met in regnlar session in the M,,lfi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana at 5:50 P.M. onthe 29th day of July 1996. The ~was called to order by Mayor Thomas R. G-alllgan, with Clerk and Treasurer C. Richard Spencer Jr., at the desk. Mayor Oalli~an welcomed all in attendance, a,~ldng all those present to stand as Councilpemon Ron Elli~ gave the invocation. He theax asked all those present tx)join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John perkins. Ron Rlli~ Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicky Conlin. Absent: Gourtcilpersort Donna M. Fxvadz. Mayor C~llig~n presented the minutes of the meeting of July 9, 1996 for consideration by the Coxmcil. Cotmcilperson Ellis made the motion to approve the minutes as presented, seconded by Councilperson Perkins and cmx-ied unanimon~ly. Mayor G-alligart then presented the minutes of the meeting of July 15, 1996 for cov.d&a~fion by the Council. Council President Williams matle the motion to approve 2 the minutes as presented, seconded by Councilperson Conlin, passing unanimously. Clerk and Treasurer Spencer presented the cl~m list for consideration by the Council Following alt discussion, Councilperson Conl~n made the motion to ~prove the claims as presented, seconded by Council President Willim~s, passing unanizno-~ly. Co~ Wilson expl~/ned at the thne the City annexed Hoskins Lane the water company said they would run a water line under Highway 62 to allow for fire hydrant service. At this s~ul~e thne the company said they would also run water to the residents. Councilperson Wilson has provided the cost breakdown on this to the Council and she asks they review this so they may vote on it at the next meeting. There are nine or ten residents haterested. Councilpcreon F.11~ made the motion to su~end thc rules for Ordinance No. 96-OR- $1, seconded by Councflperson Coulin, passin~ unanimo~y. Councilpcr~on E]I~ 3 ~ made the mofonto pass Ordinance No. 96-OR-51 on all three readings, seconded by Councilperson Conlin, passing with the following roll call vote: Ayes: Councilpersons Perkins, Ellis, Wilder, Wilson, Williams, and Coniin. City Attorney Sedwick presented Ordinance No. 96-OR-$Z An Ordinance Amending SS115.23 Of The Jeffersonville Code Of Ordinances, (taxicab), explaining she has met with Clarksville's Town Attorney and New Albany's City Attorney so theie w~be unifom~ty. Attorney 5edwick explained the changes and updates saying iris ~iii-~ar to Louisville. Two gentlemen in the audience said they hope to start a taxi sei-eice on August 16, and they have no problem with any ofthe changes. They will have police checks runin New Albany and Clarksville as well as Jeffersonville. There will be drug tests for the drivers and the owners. The office will be located in Jeff~l~le, and they will be members of the Chamber of Commerce and the Better Business Burea~ At the conclusion of all discussion, Councilperson Conlin made the motion to suspend the rules for Ordinance No. 96-OR-$2, seconded by Council President Williams, passing unanimously. Councilperson Conlin then made the motion to pass Ordinance No. 96-OR-$2 on all three re~llr~gs, seconded by Council President Williams, and carried unanimously. Mayor Cralligan explainedth~ cable contract will be ready for review by the next 4 Cotmcftines~ peflcins made the motion to recess at 6:07 o'clock P.M. seconded by Councilperson Conlin, passing unaniraously. The meeting was called back to order at 6:40 o'clock P.M. Co--Perkins said this is the 13th budget process he has been involved with and it has been entirely different. He feels the change is in the right direction. O~dhtance No. 96~OR-53, An Ordinance FL, ting Basic Salaries Of Appointed Officem And Employees Of The City Of Jeffersonville, Indiana For The Year 1997 was presented for consideration. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 96-OR-53, seconded by Couneilperson Ellis, passing unanimously, Clerk and Treasurer Spence~ noted two positions in his depmhnent were deleted, asking if this was the intent or ma oversight. Councilpe~son Perkip. s mad Council President Williams replied this is the intent. Councilperson Perkins made the motion to pass Ordinmaee No. 96-OR-53 on all three re~rlln.gs, seconded by Council President Williams, passing on the follo~ing roll call vote: Ayes: Councilpersons Perkins, Ellis, Wilder, Wilson, Williams, and Conlin. Nays: None. Coundlpemon Perkins reminded all of the first Jeffersonville Family Fest to be 5 held August 10, 1996 with JoAnne Gafligan as Chairman. He then reviewed all the p'~.iuxl events saying they were comin~ together. There is s611 a need for volunteers. Thisis a real class affair that all will be proud of. There will be free horse tram rides Councilperson Con]in wishes Councilperson Ellis good luck for his wedding next Saturday at 4:30 o'clock P.M. Mayor O~lligen ~ positive comments regardin~ the Fm~ily Fest. Mayor Crallis~n said the storm sewer project on Hopkins Lane is continuing and he is getti~ alot of good comments. The City does have alot of drainage problems end they are makir~ some headway. He compliments all for doing an excelle~l job. There being no further business, the Council moved to workshop session.
