The meeting was called to order by M~yor Thomas IL Gailigan, with Clerk and Treasurer C.
pd~ad Spencer/r., ntthe desk Mayor Galligan welcomed all ia attendance, asking all those present
to s~md as Councilperson Ron Ellis gave the invocntion. He then asked all those present to joia him
in the pledge of allegiance to the finS.

Absent: None.
Mayor Gallignn presented the minutes of'the meeting of April 15, 1996 for considerution by the
Council. Conncilperson Wilder ~de the motion to approve the mimltes as presented, seconded by
Council President Williams and carried,,~nimoualy..
Clenk ~dTi~astrer Spencer presented the claim list with one additional clnlm for consideration
by the Council. Following all discussion, Councilperson Wilder made the motion to approve the
claims as presented as well as the additional, seconded by Council President Williams, passing
pnssing unanimously.
~erson Conlia inlroduced Mr. Ga~y Belmke Fora Hoosier VnlI~y. Mr. Benke informed
fhe ~ ~f'lhe S~m~mer Youth Work Program. a special prol~um of work experience. The fimding

this year is S410,000, seventy five percent of the funding received last year. This will serve about
200 youth and will begin about June 1. The age s~ved is 14 to 21 with focus on the older yo,~

Councilperson Pen~das ---oanced it was 24 y~m's ago when he introduced his ftrst Ordinance
whichhadto do with parking c~s ,t 10th and Penn Streets. He has ia the past introduced Ordinances
having to do with exotic animnls, historic buildi-~ and so on. He appreciates the input he
~ix~cl f~n~io~lgr ~ersons and the City Attorney on Ordiaaace No. 96-OR-24, An Ordinance
Amending The Building Code Of The City Of Jeff'ersonville To Resulate Companies That Treat
7ndu~rial Or Commercial Waste And/Or Conmi,ers In Which Inclasa'ial Or Commercial Waste Has
Been Stored. Coun¢ilperson Penkias hopes this Ordinance will pass the final reading at the next
Council meeting. He does hope for mor~ input tonight. Mr. Herman S,,rnmerville of Summerville

then explained the odor ~mitted that burned the ~yes and the noise. She has a list of documented

family has fought long and hard to close down LouiSVille Barrel and it took ye~s of work by many
p~ple and taxpayers money. She has copies of Louisville Barrel's violations. She does not want to
see Louisville Bmz el here as she has se~a what it has done md she does not want to see it here as
finCh'es mdtho environment will suffer. Mr. Randall DuVall, aresideut of Hoknans Lane presented
papers ofviolntions by louisville Bsrrel to the Mayor. Councilperson Perlrins teaches at Western
Middle School which is less than a city block fi.om louisville Barrel. He feels it is necessary to
protect the enviromnent. Mr. Heunigan feels the odors will never be eliminated and the problem is
not "if' but "wheat' problems will happen as leopards do not change their spots. He also feels that
once the company is here they won't bo gotten rid o£ Mr. Brad Dillon, Attorn~ representing
Louisville Barrel thanked the Mayor and Council for allowing him to speak Attorney Dillon has
several concerns regarding the Ordinance as writt~L One concern is that the area is ontside
Jeif~rsonville snd the powers of the Council are limited to whut m~y be regulated. It is felt this may
be special legislation to kew louisville Barrel out. There are equal protection rights, louisville
Barel will not bo treafin8 b~xlous waste. The Company is trying to do their best and he is proud
to re~s'esent~lle Bsrrel. CouncilperSon Wilder asked if Mr. Dillon is licensed in ~ndian~ Mr.

Attorney Lewis then requested passng~ of Resolntion No. 96-R-22, A Resolution Confirming
The Designation Of A Certain Area Th~ City Of Seff~sonville, Indiana, As An "Economic
Rev/talization Areas" explAinln~ all proper notices have been 8/ven and all procedures have been
fullowed. Atthis point publlc/npnt was asked for. There being no public/npnt, Councilperson Person
made the motion to pass Resolution No. 96-R-22, seconded by Councilperson Conlln Council
President Willi~m~ questioned paragraph//3 on page 2 with regard to the time period. Following
discussion Councilperson Conl/n withdrew her sec°nd and Councilperson Perk/ns withdrew his
motion. Councilperson perkins then made the motion to pass Resolution No. 96-R-22, deleting
Section 3 on page 2, seconded by Councilperson Coul/n, passing unanimously.
Al/~mey Lewis next presented Resolution No. 96-R-23, A Resolution Approving Statement Of
Benefits For Purposes Of Property Tax Abatement explAinin$ there will be an addition of 12
cmployee~ also reviewing other areas on the Statement of Benefits. Councilpersun Ellis asked what
the estimated ~ savings would be over a ten year period. Councilperson Wilson explained this
wauldbe herd to estimate ,mtil there is an assessed value established. Following fu~il~er discussion

during a worl~hop, seconded by Councilpersun Ellis, passing unanimously.
~ Lewis then addressed the Council on behalf of Dr. Stephen Miller, to request passage
afReeolutiaa No. 96-R-24, A Resolution Designating A Certain Area Of The City Of Jeffersonville,
Jnd~ As"Economic Revitalization Areas" (1820 Fast 10th Street). Attorney Lewis e~p!nined the
proposed development ofabuilding for Dr. Miller and office space he intends to lease. Dr. Miller

Councilperson poriclns questioned the status o£the "Children At Play" signs. A formal policy

Councilperson Franiz requests the tire Chief and bis Assistant attend the next workshop.
Citizens are not heed/n~ 1i81~ and s/tens. She would also like to work on a preemptor system ~i
allows ~vebicle drivers to freeze h~,~¢ signals on red. She would like to see this included
in the Tnner City road plans as well as on Hishway 62. Attorney Sedwick explained there is a very
clear state law regarding hee,lln_.a emergency vehicles. She would suggest setting up an enforcement
pro,rem. Assistant Fire Chie£Davis said this is a problem and it is getting worse.
Coancilperson Conlin asrees there is a need to do something and commends Cotmcilperson
F~-~. for bdnSin8 this up. Mayor (hlligan asked Police ChiefPavey to work with Fire CbiefSmith
and Assis*~-* ChiefDavin to ticket those *h,t yiolate. CbiefSmith stated there has been only one
m~or accident, but several minor one. Mayor Oalli? asked that a press release be prepared.

Councilperson Per~,~, would like to see un Ordinsnce so true the fines could be collected locally.

Chi~ would like to look into an emergency weather system referring to the recent tornado
weather. Councilperson Frastz noted Mr. p!~maner h~ an excellent program relating to ~is. She
a~rees there is a definite need for a system.
The nexi Council workshop will be Tuesday, May 14, 1996 st 5:00 P.M.
Mayor Cralli~an explained he w~as notit]ed on a Wednesday for a visit by the Governor on the
nextMoada~ mditwas Friday before the final plans were received. He thanks all on the fourth floor
far all the help as it took a lot of time and effort. He thanks the Governor for his coznmltmeut on the
bridge and for a $325,000 grant for the River~ont. He thanks all that had aaythin~ to do with the
Governor's visit.
Councilperson l%r]rins explained it is seldom you see :t 180 degree turn regarding the
Governor's position on the bridge. Councilperson Perkins feels the Mayor put a lot ofpresstu'e on
· e Govern~r. He appreciates the Mayor as he did a seed job. Mayor Galligan feels this was a team
effort adding he feels now the Governor is our fi-iend.
Mr. Summerville thanked the Council for listening.
Mr. Showulter, making comments regarai%a Louisville Barrel, urges the Council to pass an
Ordinance as strict as possible.
Mr. Mike Hurt said it was last September and October when the last nnnexallons were passed
mdhe questions when the third area will be passed. Assistant Director Meade explained the ~ats
are finished and she is waltin~ for instruction.
Mr. Mike Hutt also inquired as to the ela~s of the paint owr spray problem with SeffBost.
