HomeMy WebLinkAboutJanuary 12, 2009 SpecialJEFFERSONVILLE CITY COUNCIL SPECIAL SESSION Monday, January 12, 2009 City Hall Mayor's Conference Room The Common Council of the City of Jeffersonville met in Special Session on Monday, January 12, 2009. Council President Connie Sellers called the meeting to order at 6:35 P.M., and on call of the roll those members present were: Councilpersons Ed Zastawny, Ron Grooms, Barbara Wilson, Connie Sellers, Mike Smith, and Nathan Samuel. Also present was Chief Deputy Clerk Treasurer Suzy Bass. The motion was made by Councilperson Grooms to approve the agenda as presented, second by Councilperson Wilson and passed on a vote of 6-0. Sewer Board Appt Councilperson Grooms made the motion to cancel the appointment of Jeffrey Caldwell to the Sanitary Sewer Board, second by Councilperson Smith and passed on a vote of 6-0. Council President Sellers asked if there were any nominations for the appointment to the Sanitary Sewer Board. Councilperson Smith made the motion to nominate Dale Orem to the Sewer Board, second by Councilperson Wilson, passing on a vote of 6-0. Annexation Budget Reduction Councilperson Grooms said that the Finance/Budget Committee met on Jan 9, 2009 and cut the annexation budget $3,050,260.00 to begin to get the annexation in line with the appeal amount approved. Most of the money cut can be purchased long term or has already been purchased with annexation money in 2008. Councilperson Grooms made the motion to approve 2009-OR-1, an Ordinance of Appropriation Reduction, on the 1St and 2"d reading, second by Councilperson Samuel passing on a vote of 6-0. Council President Sellers asked the Council to reaffirm 2008-OR-37, a Resolution Adopting the Clark County All Hazards Mitigation Plan, because though it is signed, there was a question as to whether it ever actually was voted on. The motion was made by Councilperson Smith to reaffirm 2008-OR-37, second by Councilperson Grooms passing on a vote of 6-0. Councilperson Fetz arrived at this time. Employees Health Insurance Rates Councilperson Grooms said that he has received several questions concerning the rate increase for employee's portion of the health insurance for the single plan to $100.00 per month. According to the previous Fire and Police Contracts, the rates should have increased a couple of years ago. Councilperson Zastawny agreed that the rate should be $100.00 per month. Councilperson Smith said the he felt that since the civilian employees received no raise, they should not have to pay more for their share of health insurance. The motion was made by Councilperson Grooms to set the rates for employees' health insurance at $100.00 per month for a single plan and $200.00 per month for a family plan, second by Councilperson Zastawny passing on a vote of 6-l, with Councilperson Smith voting no. Trash Can Ordinance Councilperson Grooms asked if the Council wanted to consider halting the implementation of the ordinance passed last year mandating the use of the City Trash Cans (or equivalent). The Mayor had originally asked the Council to extend the implementation to Jan 1, 2009, which they did. There are many residents who have not complied yet and trash collection will be halted. Council President Sellers said the Building Commissioners Office is working with the Street Commissioner to enforce this ordinance. It was the consensus of the Council not to extend the enforcement of non compliance.
