City Hall Mayor's Conference Room The Common Council of the City of Jeffersonville met in Special Session on Wednesday, December 31, 2008. Council President Ed Zastawny called the meeting to order at 4:00 P.M., and on call of the roll those members present were: Councilpersons Ed Zastawny, Ron Grooms, Barbara Wilson, Connie Sellers, Mike Smith, and Nathan Samuel. Also present were Mayor Galligan, Council Attorney Larry Wilder, and Deputy Clerk Treasurer Barbara Hollis. Councilperson Smith made the motion to approve an agenda including #1 2008-OR-80, #2 City Partnership Program, #3 Club Marketing Concepts, Inc., #4 Appointment discussion, and #5 Call for political caucus, second by Councilperson Sellers, passing on a vote of 6-0. Ordinance 2008-OR-80 Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-80, An Ordinance Fixing Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year 2009, second by Councilperson Sellers, asking for comments. Councilperson Grooms noted no changes from salaries in 2008. No further comments were voiced. The motion to pass Ordinance No. 2008-OR-80 on the third reading passed on a vote of 6-0. Councilperson Fetz arrived at 4:10 P.M. City Partnership Mayor's Executive Assistant Dana Young explained the need for passage of Ordinance No. 2008-OR-91 A, An Ordinance Establishing A City Partnership Program Non- Reverting Fund. Following discussion, Councilperson Wilson made the motion to suspend the rules for Ordinance No. 2008-OR-91 A, second by Councilperson Samuel, passing on a vote of 7-0. Councilperson Wilson then made the motion to pass Ordinance No. 2008-OR-91 A on all three readings, second by Councilperson Sellers, passing on a vote of 7-0. Club Marketing Concepts, Inc. Assistant Young reviewed a ``Proposal For Contracting "Club Marketing Concepts, Inc." To Develop And Implement The City Partnership Program For The City Of Jeffersonville". Some changes were discussed. Following discussion, Councilperson Samuel made the motion to support Mayor Galligan's signing of the proposal, second by Councilperson Sellers, passing on a vote of 7-0. December 31, 2008 Page 2 Appointments Councilperson Samuel suggested eliminating the following appointment for 2009; Tree Board appointment, Human Relations Committee appointment, Jeff/Clark Gaming Authority appointment, Parks Liaison appointment, and Annexation appointments. Council President Zastawny noted a workshop to be held prior to the next regular meeting to discuss appointments. Political Caucus Councilperson Samuel made the motion at 4:24 P.M. for a political caucus to discuss political strategy, second by Councilperson Grooms, passing on a vote of 7-0. The meeting reconvened at 4:35 P.M. General Discussion and Comments General consensus was to hold the meeting with Mayor Galligan scheduled for January 2, 2009 as scheduled. Planning and Zoning Director Jim Urban asked the Council if there is interest in havng a retreat again in 2009. Interest was noted. Mayor Galligan explained a problem with a battery going bad in a series of batteries (48) in a mechanical room. Councilperson Grooms, on behalf of Suzy Bass, requested direction for the first pay in 2009 with regard to the new Fire Contract. The consensus is to keep the 2009 pay the same as 2008 until there is a new Salary Ordinance. Negotiations with the F.O.P. will start mid January. Council President Zastawny wishes all a Happy New Year and thank you for a great 2008, and hope for a better 2009. Mayor Galligan said thank you, noting when 2008 is looked back at, all will say it was good. He feels a retreat will help.
