City Hall Council Conference Room The Common Council of the City of Jeffersonville met in Special Session on Monday, January 26, 2009. Council President Connie Sellers called the meeting to order at 6:30 P.M., and on call of the roll those memo srsBarbara W lsonC Ron1Grooms, and Nathan Ed Zastawny, Keith Fetz, Conroe Se , Samuel. Also present was Deputy Clerk Treasurer Barbara Hollis Councilperson Zastawny made the motion to approve the agenda with removal of agenda item #8, moving #9 to #8, moving #10 to #9, and adding #10, Discussion regarding audit report, #l0A City Council Special Projects, #lOB line item additions, second by Councilperson Smith, passing on a vote of 7-0. Budget Discussion Councilperson Grooms explained Finance Committee recommended changes made to Ordinance No. 2009-OR-1, An Ordinance Of Appropriation Reductions that has passed the first and second readings. Councilperson Grooms reminded the Council the EDIT Fund includes capital purchases and lease payment. It is the intention to review these changes with the Department Heads. Salary Ordinance Discussion Councilperson Grooms said the Finance Committee has recommended a $1,000 increase in pay for full-time civilian employees and a $500 increase in pay for permanent part- time employees. The cost to the City for each full-time civilian employee is $1,164 per year. Councilperson Samuel explained the formula regarding the part-time increase. Councilperson Smith explained the Fire Department administration was not a part of the negotiations with the Union. Councilperson Grooms feels with the Police, Fire, and Civilian pay adjustments the increase will fall into the expected 4% increase in the maximum levy. The Finance Committee also recommends passage of Ordinance No. 2008-OR-3, An Ordinance Transferring Funds Within Same Department (Fire). Councilperson Smith explained the history of separating Thunder overtime from overtime. Audit Report Discussion Councilperson Grooms referred to the State Board Of Accounts audit for the City of Jeffersonville dated December 31, 2008, calling attention to pages 12-15. He feels this calls attention to weaknesses. Council has a need for help from IACTtor the outs detto Councilperson Grooms feels the obtain guidance to uphold the duties and obligations the Council has to oversee the finances. He recommends the Council first go to IACT. He finds it unacceptable that reports are not available. He does not feel Attorney Larry Wilder should be crucified on this matter. Councilperson Smith would like to start with IACT. Councilperson Samuel would like to make sure the Council does not impede or hinder the process that is in motion. He would like to determine the role of the Council and the Clerk Treasurer. Councilperson Grooms said he has been struggling with this. He cannot answer questions asked of him. Council President Sellers and Councilperson Grooms will work together on this. Councilperson Wilson noted people want answers. City Council Special Projects Council President Sellers explained the Thunder Committee is in need of $2,000 to get started. Revenue will be obtained and the $2,000 reimbursed. Councilperson Grooms made the motion to allow $2,000 for Thunder expenses from the City Council Special Projects line, second by Councilperson Smith, passing on a vote of 7-0. Line Item Additions Council President Sellers explained the need to track all Thunder revenues and make sure they go into the General Fund. Council President Sellers made the motion to make sure all Thunder revenue goes into the General Fund, second by Councilperson Smith, passing on a vote of 7-0. General Discussion and Comments Councilperson Grooms said the Finance Committee received a request to increase salaries for the Mayor's Administrative Assistance, the Growth Coordinator, and Mayor's Administrative Secretary. The Finance Committee chose not to make a recommendation. Planning and Zoning Director Urban, on behalf of Mayor Galligan, reviewed and explained the request. The request would be above the $1,000 increase proposed by the Finance Committee and would include $2,500 additional for Administrative Assistant Candy Stewart, $6,000 for Executive Assistant Dana Young, and $6,000 for Growth Coordinator Rick Lovan. Director Urban explained the reasons for the requests and that he has looked thru IACT for communities the size of Jeffersonville. This will be brought back to the Finance Committee.
