City Hall Mayor's Conference Room The Common Council of the City of Jeffersonville met in Special Session on Wednesday, December 22, 2008. Council President Ed Zastawny called the meeting to order at 6:30 P.M., and on call of the roll those members present were: Councilpersons Ed Zastawny, Ron Grooms, Barbara Wilson, Connie Sellers, Mike Smith, and Nathan Samuel. Also present were Council Attorney Larry Wilder and Chief Deputy Clerk Treasurer Suzy Bass. Councilperson Grooms made the motion to approve the agenda consisting of the Fire Department Contract, claims, Salary Ordinance Amendment, and Transfer Ordinance for the Annexation Department second by Councilperson Samuel, passing on a vote of 7-0. Claims Several claims were presented for approval. The claims included Institute for Public Safety $5,475.00, Jacobi, Tombs, and Lanz $ 43,232.55, Sidewalk Transfer, $15,871.00 (internal transfer), Perrin Park Foundation $49,999.00, City of Jeffersonville (for Temple Security) $705.00. The motion was made by Councilperson Grooms to approve the claims as presented, second by Councilperson Samuel and passed on a vote of 7-0. There was another claim presented that after further discussion was withdrawn for approval. The claim was for Dave Sharroudi for $1,000.00. Assistant Young said that the agreement for his contract is being redefined and was informed that proper funding needs to be established. Salary Ordinance Amendment A salary Ordinance amendment was presented by Councilperson Grooms amending the annexation portion of the salary ordinance, moving several employees pay from MVH to the Annexation Department. This is being done to offset the overspent budget of MVH that has actually been spent because of annexation. The motion was made by Councilperson Grooms to suspend the rules in anticipation of passing 2008-OR-91 on all three readings, second by Councilperson Fetz and passing on a vote of 7-0. Transfer of Funds within the Same Department Council President Zastawny presented a transfer ordinance transferring certain funds within the same department. Chief Deputy Bass explained that when the salary ordinance was amended transferring certain positions under the annexation department, the appropriations were never set up because we did not know what the total costs were going to be until now. The motion was made by Councilperson Grooms to suspend the rules in anticipation of passing 2008-OR-92 on all three readings, second by Councilperson Fetz and passing on a vote of 7-0. Councilperson Samuel asked that future ordinances be emailed in advance of meetings. Councilperson Grooms apologized and said that the ordinances were not worked on until Friday afternoon and just became finalized this afternoon. Fire Contract Councilperson Grooms said that the negotiating committee for the Fire Dept, including Councilpersons Grooms, Zastawny, and Smith have worked diligently with the Fire Union representatives to come to agreement on a contract. Council President Zastawny gave out key points to the four (4) year contracts affecting 66 union members, which does not include the Chief and three assistant chiefs. There is a fitness standard in the contract which outlines basic fitness tests and it can be negotiated until October 1, 2009; the Merit Board was created; Random Drug Testing, binding arbitration clause, defined salary increase for 2009 and 2010, but years three and four will be agreed upon by a binding arbitration committee, 1St Responder certification is included in base pay and is now mandatory; there are now 2 levels before reaching 1St class Firefighter; they received raises, no volunteers without the union approval, and several other changes. The union members are voting tonight as to whether accept the contract or not. There are a few things that still need to be ironed out on the contract. After further discussion, the motion was made by Councilperson Sellers to approve 2008-R-40, a resolution authorizing the Council to tender an offer of contract to Jeffersonville Firefighters Local 558, second by Councilperson Fetz passing on a vote of 7-0. Councilperson Smith said that he feels all civilian employees should receive the same raise as union employees.
