City Hall Mayor's Conference Room The Common Council of the City of Jeffersonville met in Special Session on Monday, December 15, 2008. Council President Ed Zastawny called the meeting to order at 6:30 P.M., and on call of the roll those members present were: Councilpersons Ed Zastawny, Ron Grooms, Barbara Wilson, Connie Sellers, Mike Smith, Keith Fetz, and Nathan Samuel. Also present was Chief Deputy Clerk Treasurer Suzy Bass. Councilperson Grooms made the motion to approve the agenda with the addition of adding Tony Decker, Assistant Fire Chief and financial ordinances second by Councilperson Samuel, passing on a vote of 6-0. Haven House Barbara Anderson appeared before the Council to give an update on Haven House. She said that they requested and received $25,000.00 from the City of New Albany Council. She thanked the Jeffersonville Council for their support and assistance as far as Police and Fire protection. She is not asking for money at this time but she will be back and she will ask the Council for financial. help at that time. Her intentions are to continue to communicate with surrounding communities to ask for financial assistance. Councilperson Samuel asked if any donations received would be paid to the IRS. She assured the Council that they are liquidating properties to pay the IRS and no donations would be used for this purpose. Council President Zastawny asked if they have paid their delinquent sewer bill and she replied that they have not paid it. He asked if the City could be of any other help other than financial. She said the City could forgive the sewer bills and Pat Griffin, Haven House Board President said that if anyone would like to volunteer at the Haven House, that would be very appreciated. Councilperson Samuel asked what residents received when coming to the Haven House. She said they are 24/7 and they receive 3 meals a day, and case management. They are charged $5.00 a day but if they can't afford it, they are asked to do volunteer work. The Council thanked Ms. Anderson for the update. Revolving Loan Redevelopment Gayle Robinson told the Council that he received a request for $7,000.00 from the revolving loan fund for William Whitaker. He bought the house at 218 Market St and received a $25,000.00 revolving loan which has since been paid back in a timely matter. The property now has foundation issues that need repaired. The loan would probably be paid back in the amount of $446.00 a month. The motion was made by Councilperson Samuel to approve the loan, second by Councilperson Sellers passing on a vote of 6-0. City Partnership Program Administrative Assistant Dana Young, appeared before the Council to discuss the City Partnership Program. She said that the contract was in the works but not yet ready. (The program objective is attached) Transfer Ordinances Assistant Fire Chief Decker told the Council that $150,000.00 plus that was cut from the Fire Department Budget needs to be replaced to pay salaries for the remainder of 2008. Councilperson Grooms made the motion to approve 08-OR-84, an ordinance amending 2008-OR-25 on the 1St reading, second by Councilperson Sellers, passing on vote of 6-0. Councilperson Grooms made the motion to approve 08-OR-85, an ordinance transferring certain funds within the same department, on the 1st reading, second by Councilperson Sellers passing on a vote of 6-0. Councilperson Grooms made the motion to approve 08-OR-86, an ordinance transferring certain funds within the same department, on the 1st reading, second by Councilperson Sellers passing on a vote of 6-0. Councilperson Grooms made the motion to adjourn at 7:30 P.M., second by Councilperson Samuel passing on a vote of 7-0. The "City Partnership Program" for the City of Jeffersonville PURPOSE: To provide a private funding source from area businesses and organizations that want to contribute to the maintenance and/or expansion of our City Services and Parks Department, i.e. RiverStage, Nachand Fieldhouse, Jeffersonville Aquatic Center, etc. MISSION: To develop a partnership mind set with each contributing entity where we can creatively enhance their business presence through our existing City venues. WHO IS GOING TO APPROVE OF THE PROJECTS WHERE THE FUNDS ARE GOING TO BE USED? There will be a committee made up of the Mayor's Administration, the Event Coordinator of the Parks Department and a designated City Council Person. WHO HAS THE AUTHORITY TO SUBMIT AND APPROVE THE CLAIMS? The Mayor's administration can submit claims and the Board of Public Works will approve the claims. WHO WILL PAYTHE CLAIMS? The Clerk Treasurer's office WHY THE NEED FOR SEPARATE NON-REVERTING FUND: In the creation of our new "City Partnership" program, we will need to designate a completely separate account for accepting contributions and disbursing funds for the sole purpose for this program. Uses of this account would be for the payment of marketing materials, initial payments of our City Partnership Coordinator and similar expenses. This account will also be used for contributions by businesses and organizations that see the City Partnership program as a viable means of marketing their business throughout the city. HISTORY: The development of this program from the start has been privately funded by a $10,000 contribution by American Commercial Lines. The management of ACL recognizes that the majority of their employees work in or close to the City of Jeffersonville. They also understand that our tax revenues are drying up and therefore it is going to take a private, strategic approach with all of us working together to continue to grow the vibrant city we all want to live in. Their gift is seed money that will grow as we enlist more City Partners. This distinction and to acknowledge their generosity, they will be given the title of "City Premier Partner". No other company will have such distinction. Their business will be promoted through out our different venues. They epitomize the City Partnership concept. They want for the City to communicate with them our progress. In addition, they are encouraging us to come to them as we have need.
