HomeMy WebLinkAboutDecember 1, 2008COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA December 1, 2008 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M. on Monday December 1, 2008. Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present was Deputy Clerk Treasurer Tiffany Timberlake. Mayor Galligan welcomed all in attendance, asking all those present to stand as Chaplain Moorer gave the invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms. Absent: None. Councilperson Grooms made the motion to approve the agenda with the following amendments; delete #11, replacing it with a Resolution Adopting A Written Fiscal Plan, table #12, replacing with approval of Park claims, and adding 15a, a Resolution authoring Mayor Galligan to sign SRF papers, second by Councilperson Sellers, passing on a vote of 7-0. Mayor Galligan presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of November 3, 2008 (6:30 P.M.) as presented, second by Councilperson Fetz, passing on a vote of 7-0. Councilperson Wilson made the motion to approve the minutes of November 17, 2008 (6:30 P.M.) as presented, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Wilson made the motion to approve the minutes of November 24, 2008 (6:00 P.M.) as presented, second by Councilperson Samuel, passing on a vote of 7-0. Councilperson Wilson made the motion to approve the minutes of November 17, 2008 (7:30 P.M.) as presented, second by Councilperson Zastawny, passing on a vote of 7-0. December 1, 2008 2 Deputy Clerk Treasurer Hollis presented the claim list for consideration by the Council. Council President Zastawny made the motion to approve the claims as presented, second by Councilperson Sellers, passing on a vote of 7-0. PUBLIC COMMENT: There was no public comment. COUNCIL COMMENT: There was no Council comment. DEPARTMENT HEAD REPORTS: There were no Department Head reports. AGENDA ITEMS: Council President Zastawny made the motion to pass Resolution No. 2008-R-36, A Resolution Amending Resolution 2007-R-11, second by Councilperson Grooms, passing on a vote of 7-0. Councilperson Grooms made the motion to approve the claim list dated November 21, 2008, stamped Jeff Parks Department for a total of $14,390.67, second by Councilperson Wilson, passing on a vote of 7-0. Councilperson Samuel presented and explained the need for passage of Ordinance No. 2008-OR-82, An Ordinance Transferring Certain Funds Within Same Department (Annexation Fund). Councilperson Samuel made the motion to pass Ordinance No. 2008-OR-82 on the first and second readings, second by Council President Zastawny, passing on a vote of 7-0. Mayor Galligan explained the need for passage of Ordinance No. 2008-OR-83, An Ordinance Amending The 2008 Salary Ordinance. Mayor Galligan reviewed each line representing 21 employees. Councilperson Grooms made the motion to change the wording on page 8 to "The rate of pay for any employee cannot change without prior approval from the Council", second by Councilperson Samuel, passing on a vote of 7-0. Councilperson Grooms made the motion to suspend the rules for Ordinance No. 2008- OR-83, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Grooms then made the motion to pass Ordinance No. 2008-OR-79 on all three readings, second by Councilperson Samuel, passing on a vote of 7-0. December 1, 2008 3 Councilperson Grooms presented Ordinance No. 2008-OR-79 An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2009 with the changes to reflect Ordinance No. 2008-OR-83. Councilperson Grooms made the motion to pass Ordinance No. 2008-OR- 79 as amended on the second and third readings, second by Councilperson Sellers, passing on a vote of 7-0. Resolution No. 2008-R-37, A Resolution Adopting The Clark County All Hazards Mitigation Plan was presented for consideration. Council President Zastawny made the motion to table Resolution No. 2008-R-37, second by Councilperson Sellers, passing on a vote of 7-0. Mayor Galligan explained the need for passage of Resolution No. 2008-R-38, Authorizing Representative Resolution. Council President Zastawny made the motion to pass Resolution No. 2008-R-38, second by Councilperson Wilson, passing on a vote of 7- 0. CLERK TREASURER COMMENTS: Deputy Hollis informed the Council the Department of Local Government Finance meeting for annexation appeal, will be held December 9, 2008 at 1:50 P.M. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Samuel informed the Council of the Police fuel report, noting the 807 gallons saved this November. He commends the Chief for his internal policy. Councilperson Samuel requests the list of appointments to be made in January be in the next Council packet. Councilperson Grooms asked Mayor Galligan about the Resident Only Parking policy. Mayor Galligan said the curb painting will be done and the annual fee will be enforced. Councilperson Grooms announced the need for a Council meeting on December 31, 2008 at 4:00 P.M. to pass the elected officials salary ordinance. The Park Authority will meet Monday, December 8, 2008 at 7:00 P.M. Councilperson Grooms thanks Mat and the Police Officers for their attendance. Councilperson Wilson reminds all of "Light Up Jeff' this Thursday, saying all come. December 1, 2008 4 Councilperson Sellers says thank you to the Police Department for their recent prostitution bust and the SWAT team for a situation on Thanksgiving Day. Councilperson Sellers noted the Police don't get credit for all they do. Councilperson Fetz has distributed a Resolution, asking the Council to look at for the next meeting. He noted 46 pages of paper per person were left here tonight after the distribution of the packet. He hopes to start 2009 paperless. Councilperson Smith would like a review of the city-owned buildings that do or do not pay sewer bills. Council President Zastawny asked about the Veterans Parkway light poles. Mayor Galligan said they are on backorder. Mayor Galligan said the Jeff Sewer Plant is now operated in-house. This went well. The EPA and IDEM are pleased. Beef O Brady's is doing well on Veterans Parkway. He was there for lunch and a lady told him to "keep it up". There is an announcement coming on a business that will be locating at River Ridge later this week. This will mean 50 new jobs. Jeffersonville is getting its fair share. A press conference was held last Friday. It was stated that user fees would be implemented for people that are frequent users of the system. The City is looking at an impound lot.
