Meeting Minutes
Monday, November ~0, 2008
The Jeffersonville Parks Authority met in regular session in the Mayor's
Conference Room in City Hall, Jeffersonville, Indiana, on Monday November 10, 2008 at
7:00 P.M. Parks Authority President Ron Grooms called the meeting to order at 7:05
P.M. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara
Wilson, Nathan Samuel, and Ron Grooms were present. Also present were: Parks
Superintendent Bob Manor, Assistant Superintendent Ricky Romans, and Deputy Clerk
Treasurer Barbara Hollis.
Councilperson Wilson made the motion to approve the agenda with the addition
of 8. F. Ricky Romans, second by Councilperson Zastawny, passing on a vote of 7-0.
The minutes of October 13, 2008 were presented for approval. Councilperson
Zastawny made the motion to approve the minutes as presented, second by
Councilperson Sellers, passing can a vote of 5-0-2. Councilpersons Fetz and Samuel
abstained.
The claim lists were presented for consideration. Councilperson Samuel made the
motion to approve the claim list dated October 13, 2008 in the amount of $24,916.04, and
the list dated November 7, 2008 in the amount of $4,829.60, second by Councilperson
Wilson, passing on a vote of 7-0. Councilperson Zastawny then made the motion to
reaffirm the claim list dated October 28, 2008, second by Councilperson Fetz, passing on
a vote of 7-0.
Councilperson Samuel, on behalf of the Finance Committee, reviewed reductions
to the Park General budget totaling $23,468, to be recommended to the Council.
Councilperson Grooms reviewed the appropriations and the history.
Superintendent Manor gave a Shirley Hall Park Restroom progress report, saying
it is coming along good and there will be security lights. Signs will be made for parking.
Superintendent Manor said the K-1-2 league has started and that Sara is doing a
good job. The Senior Men's League has also started. There will be a girl's basketball
game at the fieldhouse on November 21. It is looking nice and he recommends all go
look. The seating at the fieldhouse was explained. The scoreboard has been repaired.
The windows are being worked on a little at a time. Councilperson Grooms feels the
marquee needs to be redone. Councilperson Grooms asked about the change in
personnel. Superintendent Manor said all are working very well and doing all right.
Mayor Galligan is not present to give the Commission Advisory Board report.
Councilperson Grooms reviewed the minutes from the last meeting. The purchase of
land was mentioned in the minutes.
Councilperson Grooms reviewed the Board vacancies.
Councilperson Grooms reviewed ideas for naming of parks from the last meeting.
He looks at this as a super opportunity. He feels the plan from the City of White House is
the best, while the Town of Morgan plan is good. There is a need to decide what should
be allowed. The allowing of monuments was discussed. Councilperson Wilson would
like a wall for veterans so that plaques could be added. Following discussion
Councilperson Grooms made the motion to appoint Councilperson Wilson and
Superintendent Manor to work on a Park Memorial Committee, second by Councilperson
Zastawny, passing on a vote of 7-0.
There have been no personnel changes.
Councilperson Fetz reported on the meeting regarding the Perrin Park Land.
Perrin Park has a need for funds. The homeowners have been notified. He believes there
will be a resolution before it comes to this board. He does feel zoning issues will have to
be dealt with. Councilperson Grooms has talked with one owner at Perrin Point
regarding a stipulation fee and the zoning issue.
Councilperson Smith leaves at 8:00 P.M.
Assistant Romans presented plans fora 120 X 140 foot building to be used as a
multi-use facility. He explained a committee met and threw ideas around. Pictures of
similar facilities were distributed. The committee is working on a lot of different things.
All on the committee are extremely excited. Councilperson Samuel reviewed how the
group got started. This needs to be apublic-private facility. Councilperson Fetz
questioned the motivation. He suggests approaching the schools. Councilperson Samuel
feels this is the result of the excitement surrounding the all-stars. Councilperson Fetz
would like to see the Council or the Park Authority form their own committee.
Councilperson Zastawny questions the need and the market, suggesting the schools be a
partner. At the conclusion of all discussion, Councilperson Zastawny made the motion to
that Councilperson Samuel, Superintendent Manor, and Assistant Romans represent the
Parks Authority on the indoor multi-use facility committee, passing on a vote of 6-0.
Councilperson Samuel noted the Park Authority must be the driver and the conduit.
Assistant Romans is looking into the possibility of a Youth Soccer League.
Councilperson Grooms hopes, if the facility is built, the City can do better than
the Seymour facility.
Councilperson Grooms asked if Superintendent Manor would work with Hanson
Quarry on parking for Shirley Hall Park.
Councilperson Zastawny made the motion to adjourn at 8:45 P.M., second by
Councilperson Sellers, passing on a vote of 6-0.

*Rentals can be extended by 15 min. increments, providing that it is set up in
advance. Each 15 min. increment is an extra $10. However, if increments equal
'/2 hour or 1 hour timeframes, standard rates for those times will apply.*

• $200 = 2 hour use of whole facility (off peak) $250 (peak)
* Whole facility equals the backside of the workout area and the two hitting
areas up front. The token machine area is not included in this whole facility
rental.*
