City Hall, Mayor's Conference Room The Common Counci] of the City of Jeffersonville met in Special Session on Monday, November 24, 2008. Council President Ed Zastawny called the meeting to order at 6:00 P.M., and on call of the roll those members present were: Councilpersons Ed Zastawny, Ron Grooms, Bazbaza Wilson, Connie Sellers, Mike Smith, and Nathan Samuel. Also present were Deputy Clerk Treasurer Barbaza Hollis and Deputy Clerk Treasurer Suzy Bass. Councilperson Grooms made the motion to approve the agenda as presented second by Councilperson Smith passing on a vote of 6-0. 2009 Salary Ordinance Ordinance No. 2008-OR-79, An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2009 was presented for consideration. Councilperson Grooms requests the number of each rank in the Police and Fire Department be included. All employees listed ace in [he correct deparhnen[s. There aze no increases in salaries. Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-79 on the first reading, second by Councilperson Sellers. Councilperson Smith questioned the pay ranges and the policy for increases. DepuTy Bass suggested a minimum be set for salaries. Councilperson Samuel suggests freezing rate at the hired rate. Other areas were discussed. At the conclusion of all discussion, Councilperson Grooms made the motion to amend the motion to exclude the per hr. on pg 2 for the Assistant City Engineer, second by Councilperson Sellers, passing on a vote of 6-0. The motion to pass Ordinance No. 2008-OR-79 as amended passed on a vote of 6-0. 2009 Elected Official Salary Ordinance Councilperson Grooms explained Ordinance No. 2008-OR-80, An Ordinance Fixing Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year 2009. This represents the same salaries as 2008. Councilperson Grooms made the motion to pass Ordinance No. 2008-OR-80 on the firs[ reading, second by Councilperson Wilson, passing on a vote of 6-0. Transfer Ordinance Councilperson Samuel made the motion to pass Ordinance No. 2008-OR-73, An Ordinance Transferring Funds Within The Same Department (Clerk Treasurer), on the second and third readings, second by Councilperson Sellers, passing on a vote of 6-0. November 24, 2008 2 Transfer Ordinance Councilperson Samuel made the motion to pass Ordinance No. 2008-OR-77, An Ordinance Transferring Funds Within The Same Department (Annexation), on the third reading second by Councilperson Wilson, passing on a vote of 6-0. Transfer Ordinance Councilperson Sellers made the motion to pass Ordinance No. 2008-OR-78, An Ordinance Transferring Funds Within The Same Department (Police), on the third reading, second by Councilperson Grooms, passing on a vote of 6-0. Ordinance Authorizing The City To Borrow Funds Deputy Hollis explained the need for passage of Ordinance No. 2008-OR-81, An Ordinance Authorizing The City To Borrow Funds From The City Of Jeffersonville Sewer Punds. Councilperson Samuel made [he motion to suspend the rules for Ordinance No. 2008-OR-81, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Samue] then made the motion to pass Ordinance No. 2008-OR-81 on all three readings, second by Councilperson Sellers, passing on a vote of 6-0. Comments Councilperson Sellers announced Laura Boone has been hired for the open position in [he Clerk Treasure's Office. Councilperson Sellers feels she is overqualified. Deputy Bass explained the hiring procedure. Councilperson Sellers has discussed the funding of an inventory of downtown houses and rental units with Planning and Zoning Director Jim Urban. Director Urban has offered to fund the study with excess funds from Park and Ride. Councilperson Sellers [hen made the motion that the Council supports the funding for the study coming from Planning and Zoning, second by Councilperson Wilson, passing on a vote of 6-0. Councilperson Samuel noted the Fire Department will vote on the Merit Board tomorrow night. He does have a potential name for Che Police Merit Board position. Deputy Hollis has received requests from Departments for a copy of the 2009 budget and requests guidance. Following discussion, Councilperson Grooms made the motion to release [he budgets as adopted by the Council to the Department Heads [hat request them with instructions that they will be reviewed after the first of the year and will be subject to change, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Grooms asked [he status of the amended fiscal plan. Deputy Hollis will check with Umbaugh. Councilperson Grooms reminds all of the need to make an appointment to the Ethics Board. Councilperson Samuel asked for an update on the Ciry Hall annex building. It was noted that funding has been received. Deputy Hollis reported on the County Council review of all budgets. Council President Zastawny announced a press conference [o be held Friday, November 28, 2008 at 9:30 A.M. with Mayor Galligan, and Councilpersons Samuel and Grooms regarding financial issues. There is a need for more television coverage. November 24, 2008 Councilperson Grooms made the motion to adjourn et 7:00 P.M., second by Councilperson Samuel passing on a vote of 6-0.
