Monday, October 24, 2008 - 5:30 P.M.
City Hall Mayor's Conference Room
The Common Counci] of the City of Jeffersonville met in Special Session on Monday,
October 24, 2008. Council President Fd Zastawny called the meeting to order at 6:00
P.M., and on call of the roll those members present were: Councilpersons Ed Zastawny,
Ron Grooms, Barbara Wilson, Connie Sellers, Mike Smith, and Nathan Samuel.
Councilpexson Keith Fetz was absent. Also present were Mayor Tom Galligan and Chief
Deputy Clerk Treasurer Suzy Bass.
Budgets for 2009
Councilperson Grooms explained forms 4, 4B, and 2's to that were presented by the
Clerk Treasurer's Office. He explained than this budget does not include salary increases.
Councilperson Zastawny said that if nothing changes, the Fire Dept will need an
additional $50,000.00 to cover rank increases and longevity. Their budget was reduced
by $80,000.00 this year and was put back in for the 2009 budget so hopefully they will
have enough money.
The Council also agreed to pay January 1, 2010 pay on January 1, 2010. They will pass a
resolution in 2009 to address this issue.
Councilperson Grooms said that if you eliminate the $1,000,000.00 in the Park budget for
Park Space, their budget is only slightly higher for 2009. One bond payment for the
Aquatic Center will also be moved from the Parks dept disbursement to the Aquatic
Center disbursement budget. If the Aquatic Center is successful in 2009, the Council will
consider doing the same next year.
The Council agreed [o take the balances in the Fire and Police Pension budgets and move
to the operating balance.
The Council said that when the 2009 budget is approved by the DLGF, the Council will
look at salary bonuses or increases at that time.
The motion was made by Councilpexson Samuel to approve 2008-ORJl, An Ordinance
for Appropriations and Tax Rates, on the 1~` reading, god by Councilperson Sellers
passing on a vote of 6-0.
Connci] President Zastawny thanked the budget committee for their work with the budget
process.
The motion was made by Councilperson Sellers to approve 2008-R32, a Resolufion to
Appeal for an Increase to the 2009 Maximum Levy, 2"d by Councilperson Grooms,
passing on a vote of 6-0.
Councilperson Grooms thanked Chief Deputy Bass and 1 ai Deputy Bazb Hollis, from the
Clerk Treasurer's Office for their help and cooperation with the budgets and annexation
appeal.
Councilperson Grooms made the motion to adjourn at 6:30 P.M., second by
Councilperson Samuel passing on a vote of 6-0.
