Monday, August 11, 2008 - 5:30 P.M.
Mayor's Conference Room
Mayor Tom Galligan called the meeting to order at 530 P.M and on call of the roll those
members present were: Councilpersons Ed Zastawny, Ron Grooms, Bazbaza Wilson,
Connie Sellers, Mike Smith, Keith Fetz, and Nathan Samuel. Also present was Chief
Deputy Clerk Treasurer Suzy Bass.
Umbaugh/Annexation Appeals
Paige Gregory, Dean Rogers, and Bob Clifford appeared before the Council to discuss
the annexation and the appeals process. Paige said that annexation appeal is about the
only appeal that you can request. She suggested that we ask for any and everything the
City might need because they will only approve about 20%. The deadline to file for the
appeal is 11-20-08. She said [hat on the budget forms, we need to include the annexation
amount in the budget. Paige said that the City can not recoup any money already spent
on annexation.
More discussion followed. The City can file an amendment to [he fiscal plan because of
circumstances with some areas not annexed yet. She suggested, that while doing this
amendment, add in anything the City might have missed in the original fiscal plan.
Since we do not have our approved budget for 2008, Umbaugh suggested that the City
add ] 0% to the maximum levy when advertising the budget fox 2009.
The Council thanked Umbaugh for they guidance with the annexation process.
Councilperson Grooms made the motion to recess at 6:25 P.M., second by Councilperson
Samuel passing on a vote of 7-0.
The Council reconvened the meeting in the Council Chambers at 7:10 P.M.
Mayor Galligan introduced and congratulated the GRC Little League Baseball team who
qualified for the World Series. Each Councilperson congatulated and commended the
players and the coaches for their hard work and commitment. The motion was made by
Councilperson Zastawny to donate $5,000.00 ro the team for their trip to the World
Series, second by Councilperson Samuel, passing on a vote of 7-0. The Mayor said that
the game will be televised at the Riverstage.
