HomeMy WebLinkAbout08-11-2008Jeffersonville Parks Authority Meeting Minutes Monday, August 11, 2008 The Jeffersonville Pazks Authority met in regulaz session in Council Chambers in Ciry Hall, Jeffersonville, Indiana, on Monday August 11, 2008 at 7:00 P.M. Pazks Authority President Ron Grooms called the meeting to order at 7:25 P.M. asking all to join in the pledge of allegiance to the flag. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Barbara Wilson, Nathan Samuel, and Ron Grooms were present. Councilperson Connie Sellers was absent. Also present were: Mayor Galligan, Parks Superintendent Bob Manor, Council Attorney Larry Wilder, and Deputy Clerk Treasurer Bazbaza Hollis. Councilperson Fetz made the motion to approve the agenda as presented, second by Councilperson Zastawny, passing on a vote of 6-0. The minutes of June 4, 2008, June 9, 2008, July 14, 2008, and July 21, 2008 were presented for approval. Councilperson Wilson made the motion to approve the minutes of June 4, 2008 as presented, second by Councilperson Samuel, passing on a vote of 6-0. Councilperson Wilson made the motion to approve the minutes dated June 9, 2008 as presented, second by Councilperson Samuel, passing on a vote of 6-0. Councilperson Wilson made the motion to approve the minutes of July 14, 2008 as presented, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson Wilson made the motion to approve the minutes dated July 21, 2008 as presented, second by Councilperson Zastawny, passing on a vote of 6-0. No public comment was voiced. Claim lists dated August 4, 2008 and August 11, 2008 were presented for consideration. Councilperson Fetz made the motion to approve both claim lists as presented, second by Councilperson Zastawny, passing on a vote of 6-0. Superintendent Manor reported the footers have been dug for the Shirley Hall Park restrooms. Stemler is donating much of the plumbing labor. Mazion Shepherd is donating labor. The facility should be finished soon after the league starts. Superintendent Manor does not feel enough money has been appropriated. As yet there are no other funding sources. Pazk employees aze working on the project. Superintendent Manor reviewed ongoing park projects. Forest Park now belongs to the City. Mayor Galligan noted the need to have a policy regazding naming rights. The playground equipment at Wathen Pazk has been removed due to the condition of the equipment. A Commission Advisory Board report was given. Sandy Knott has replaced D.L. Motley. The Commission Advisory Boazd appointment of Vicky Conlin to replace Alena Waters was reviewed. Councilperson Smith has talked with Vicky Conlin regazding the situation. She would be happy to serve on the Boazd, however would relinquish if Alena Waters wishes to remain. Following all discussion, Councilperson Zastawny made the motion to rescind the motion to replace Alena Waters with Vicky Conlin on the Special Events Riverstage Boazd, second by Councilperson Fetz, passing on a vote of 6-0. August 11,2008 Councilperson Samuel asked about the attendance at meetings. Superintendent Manor replied attendance is an issue. He does not feel there aze too many on the boards. An attendance report was suggested. There is a need to think about a policy and build up criteria for the naming of parks. There is a need for a study. All are asked to bring suggestions to the next meeting. Councilperson Smith suggested a "wall of heroes" at each park. Conncilperson Grooms suggested using City Hall for "war heroes". Council Attomey Wilder suggested considering limiting naming to deceased individuals. Councilperson Smith asked about the discussion of obtaining cemetery property as talked about with Father Tom. Mayor Galligan has talked with Father Tom. The need is for 100 acres that would not be available at the cemetery. There is a need for a couple of big parks. Council Attorney Wilder reminded the Authority they do have bonding authority. The Colston Park lights aze being worked on. Councilperson Smith is concerned about the Colston Pazk scoreboazd. It is in need of work. He would like to see is preserved if it can. Councilperson Fetz asked about the football league. Superintendent Manor said it has been super with about 280 to 300 kids enrolled. Councilperson Zastawny noted he attended a function that Jeff High Football Coach Cooley thanked the Pazk Department and the City for the league. A discussion about the status of the on[standing invoices from [he previous league followed. The source of funding was discussed. Councilperson Samuel asked about Riverstage moving down river. Superintendent Manor said this is being done so that it is more centered. Councilperson Samuel really appreciated the Riverstage new programs. Superintendent Manor noted the need to appropriate funds to provide for holding the Riverstage in place. Councilperson Grooms read a thank you cazd from the Girls Softball Team. He reviewed a letter from Patty Simmons regazding funding for next season.
