HomeMy WebLinkAbout05-12-2008Jeffersonville Parks Authority Meeting Minutes Monday, May 12, 2008 The 7effersonville Pazks Authority met in regulaz session in the Mayor's Conference Room in City Hall, Jeffersonville, Indiana, on Monday May 12, 2008 at 7:00 P.M. Pazks Authority President Ron Grooms called [he meeting to order at 7:00 P.M. asking all to join in the pledge of allegiance to the flag. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Bazbaza Wilson, and Ron Grooms were present. Councilperson Na[han Samuel was absent. Also present were: Mayor Tom Galligan, Pazks Superintendent Bob Manor, Event Coordinator Beverly Knigh[, Council Attomey Larry Wilder, Communications Director Larry Thomas, and Deputy Clerk Treasurer Barbara Hollis. The minutes of March 11, 2008 were presented for approval. Councilperson Fetz made the motion to approve the minutes as presented, second by Council President Zastawny, passing on a vote of 6-0. No public comment was voiced. The claim list was presented for consideration. The Parks Authority Advisory Boazd has approved the claim list. Councilperson Zastawny made the motion to approve the claims as presented, second by Councilperson Fetz, passing on a vote of 6-0. Council Attomey Larry Wilder explained changes to the Riverstage entertainment contracts. Following discussion, Councilperson Zastawny made the motion to give Mayor Galligan and Pazks Authority President Ron Grooms the authority to sign 15 contracts for entertainment on the Riverstage, second by Councilperson Fetz, passing on a vote of 6-0. Following discussion, Councilperson Zastawny made the motion to approve payment of $20.00 per member, for meeting attendance a[ each Pazks Authority or Pazks Authority Advisory Boazd meeting, second by Councilperson Fetz, passing on a vote of 6-0. Councilperson Zastawny then made the motion to approve the payment of $100.00 per meeting to be paid to Barbara Hollis for taking the minutes at the Pazks Authority meetings, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Zastawny inquired about meeting attendance. Parks Superintendent Manor said attendance was good with all but one member in attendance. Events Coordinator Knight also reported good attendance with al] but one attending. There is a vacancy on [he program board. It was suggested a senior citizen be appointed. Mayor Galligan and Superintendent Manor said the Facilities Superintend does not have a vehicle. A vehicle with the ability to pull a trailer is needed. Councilperson Smith expressed concern that the annexation study includes nothing for the Pazks. The purchase of a new or used vehicle was discussed. At the conclusion of all discussion, Coancilperson Sellers made the motion to pursue Che purchase of a vehicle, not to exceed $24,000.00 from the EDIT Fund, second by Councilperson Zastawny, passing on vote of 6-0. Councilperson Zastawny asked if it was too late to add something to the annexation plan for [he Pazks. Mayor Galligan said he has talked with Father Tom regazding leasing cemetery property for a park. Council Attorney Wilder reminded the Council there May 12, 2008 would be only one opportunity to request an excess lery. It is important to make sure all is included. Discussion followed of the continuing saga of the JCCYFL, including the concern for the handling of the money. Assistant Park Superintendent Ricky Romans is running the league. At the conclusion of all discussion, Councilperson Fetz made the motion that the City is to move forwazd to control all functions of JCCYFL and all money to be controlled by the Parks Department beginning immediately, second by Councilperson Zastawny, passing on a vote of 6-0. Superintendent Manor reported this is a busy time of the year. Riverstage has been moved in, all leagues aze active, the Colston Park press box is complete, and the swimming pool is to be pumped out tomorrow. It is busy, but all is going good. Clazksville Little League is using the Jeffersonville facilities at no chazge. Superintendent Manor reviewed the quotes received for repairs at Nachand Fieldhouse. Following discussion, Councilperson Zastawny made the motion to approve up to $5,100 for fieldhouse repairs to be paid from line #362, repairs building and structures, second by Councilperson Sellers, passing on a vote of 6-0. City Council Attorney Larry Wilder has reviewed the lease agreement with the Little League. Following discussion, Councilperson Sellers made the motion to approve the lease rental agreement between the City of Jeffersonville and Little League, second by Council President Zastawny, passing on a vote of 6-0. Mayor Galligan recognized Mr. Paul Northam for running the league with no problems and helping Clarksville. Council President Zastawny will get a plague. City Council Attorney Wilder has reviewed license agreements for music. Following discussion, Council President Zastawny made the motion to approve the agreements, second by Councilperson Fetz, passing on a vote of 6-0. Councilperson Fe[z noted the need to replace Mr. Kevin LaGrange as the appointment to the Boazd of Zoning Appeals. Councilperson Fetz then made [he motion to appoint Councilperson Samuel to the Boazd of Zoning Appeals, second by Council President Zastawny, saying he feels it is good [o have a Councilperson as the appointment. The motion passed on a vote of 5-l. Councilperson Smith voted in opposition, as Councilperson Samuel is not present Council President Zastawny would like to get the big picture for Parks items. Mayor Galligan is working on this. Councilperson Grooms would like to make sure all is included for the excess levy appeal. Councilperson Fetz noted the need to have income producing events. Mayor Galligan noted talk about consolidating Planning and Zoning and dispatching. Councilperson Grooms noted the bathrooms for the Concerts in the Pazk aze working well. Mayor Galligan noted the need to block Court and Wall. The concrete will be done this week on one side. Councilperson Smith asked about talking to Chase Bank and Life Spring for a permanent building. Councilperson Grooms noted the concern for the cost and use of gasoline. Mayor Galligan said he is doing all he can to control use. Park Superintendent Manor does have controls. Councilperson Grooms has received a request from AARP for signage for the Ken Ellis Center. He would like to have a nice sign. Mayor Galligan will work on this. May 12, 2008 Councilperson Wilson asked if Council Attorney Wilder would check with Mr. Nolin regarding a location for a restroom Councilperson Smith suggested the Old Masonic Lodge be used for Jeffersonville City Court.
