Monday, July 21, 2008-6:30 P. M.
City Hall Council Conference Room, Third Floor
Council President Ed Zastawny called the meeting to order at 6:30 P.M., and on cal] of
the roll those members present were: Councilpersoas Ed Zastawny, Keith Fetz, Ron
Grooms, Barbaza Wilson, Connie Sellers, Mike Smith, and Nathan Samuel. Also present
were Mayor Tom Galligan, Council Attomey Larry Wilder, and DepuTy Clerk Treasurer
Barbara Hollis.
Following discussion, Councilperson Wilson made the motion to approve the agenda
with the addition of Jeff GRC Junior Sofrbal] League as item 7B, second by
Councilperson Samuel, passing on a vote of 7-0.
Jeff GRC Junior Softball Leagne
Councilperson Grooms introduced Ms. Mary Bedan and a group of Jeff GRC Jr. Softball
League players, saying three teams are going to the State Tournament and are raising
funds to cover expenses. Following discussion, Councilperson Grooms made the motion
to donate $250 per team from Council Promotion funds, second by Councilperson
Wilson, passing on a vote of 7-0. Council Attomey Larry Wilder added $250, and
Councilperson Grooms added $100.
Republic Bank Discussion
Ms. Kari Thom, Vice President, Chief Operating Officer, Republic Bank Jeffersonville,
Mr. Michael A. Ringswald, Senior Vice President & General Counsel, Republic Bank
Corporate Center, Louisville, and Ms. Betty Bonneville, Assistant Vice President, Credit
Card Administrator, Republic Bank Corporate Center, Louisville, appeared before the
Council to explain questions raised recently regazding credit cards. It was explained the
Bank does not control the merchant receipt. Receipts can be requested, however not al]
requests are received from the merchant Republic Bank appreciated the City's business.
Following a review, there was no evidence of fraud. I[ was noted all of the
representatives here this evening aze Indiana residents. Councilperson Samuel said it was
reported Republic Bank was not addressing questions of clarification on old charges. Ms.
Thom said the 800 number was used and Republic was not called directly. Ms.
Bonneville said the Bank was able to get a lot of the information. Mr. Ringswald noted
all interest chazges have been waived. The City does have the ability to go online and
check activities daily. Mr. Ringswald said the relationship is valued, saying the Bank
will not make money on [he credit cards. He also asked that any problems be called in
locally. Council President Zastawny noted a motion was passed at a previous meeting
not [o use Republic Bank for credit cards. Councilperson Smith [hen made the motion to

withdraw the previous motion regarding Republic Bank credit cards, second by
Councilperson Grooms, passing on a vote of 7-0.
Planning and Zoning
Planning and Zoning Attomey Mickey Weber appeared before the Council regarding the
composition of the Planning and Zoning Commission. Due [o the change made to the
Pazks Authority, the Commission changes to a seven member Commission. The Council
makes three appoints from City Officials. The Mayor makes four appointments.
Planning and Zoning Director Jim Urban said letters have been sent to all Commission
members notifying them of the changes, thanking them for their service. Councilperson
Fetz made the motion to adopt the new structure as recommended by Attorney Weber,
second by Councilperson Sellers, passing on a vote of 7-0. Discussion followed.
Appointments will be made before the next Planning and Zoning meeting.
Tax Abatements
Redevelopment Director Gayle Robinson presented requests for tax abatements from
C&G Technologies, and Genesis Plastics Solutions, LLC, explaining the plans. Council
President Zastawny requested these be brought to the next meeting. Director Robinson
will get familiaz with [he new regulations and get the required additional information.
Councilperson Grooms made the motion asked Director Robinson to review 2006 and
2007 abatements as they apply to collection of fees, second by Councilperson Wilson,
passing on a vote of 7-0. Council President Zastawny asked Director Robinson to get the
County average. Councilperson Samuel asked if the Redevelopment commission has
blessed these requests. Director Robinson said they have not seen them. Council
President Zas[awny asked that the Company representatives attend the next meeting.
Police Take Home Vehicle Policy
Police Chief Deeringer presented and explained the Take Home Vehicle Policy Revised
(06/11/08), and presented a memo from David Mazble regarding gasoline. There are
about 16 officers that live outside the City. Mayor Galligan noted gas should be treated
as gold. Councilperson Wilson asked about a car auction. Chief Deeringer said three
cazs would be retained for various uses. Some will be auctioned. A van has been given
to [he Street Department. Chief Deeringer explained Expedition uses. Council President
Zastawny asked how many SWAT teams are in Clark County. Clark County Sheriff,
Jeffersonville, IN State Police, Chazlestown and Clazksville have SWAT teams.
Councilperson Samuel appreciates Chief Deeringer coming up with the policy. He hopes
it will make a difference.
